Buford & Associates. Gary has submitted a plan that shows extending the widening to the Scholls intersection and providing approximately the same radius that exists today. The use of extruded curb as shown is acceptable on this project due to the future widening on Scholls. The attached plan is acceptable with one concern that I believe can be addressed during construction. The concern is the ability to allow a drainage route to the ditch for storm water between the new catch basin and the travel lanes on Scholls. Although it may be possible for a motorist to look under they trees, the Engineering Division is concerned that the proposed tree clusters still hinder visibility . Since Cascade Blvd , is a major collector with traffic typically travelling at speeds of 30 to 35 mph, a sight dist4nce of 300 to 350 feet should be maintained in the vicinity of the driveways and the curve in the street . This portion of the landscape plan should be revised to address the concerns noted above. The staff considers that. the sight distance concerns override the landscaping requirempnts for street trees. 3 . Signage The proposed wall signs are well. within the size limits prescribed in the Code. The existing free standing sign at the Scholls Ferry/Cascade intersection advertizes Toy' s R Us which is located on the property immediately to the south. This sign does nut: conform with City Code requirements because off-premise signs are not permitted. Tn order to modify a non- conforming sign, a sign Code Exception approval must bc, granted by the Planning Commission. It should also be noted that the existing 90 square foot sign is the maximurn size allowed by the Cade and Commission approval will ho nvicessary prior to any en l argernent. C.
