The Soil Survey only describes soils to five feet of depth, but In the case of the Quatama Soil they did ;mention that there were sandy layers a-. greater depth. The description of Quatama Soil roughly agrees with the borehole findings. The McBee Soil is more layey and definitely was not present within the building limits . The permanent water ].,vel in soils is often ir.airated by the dark :;ray soil colors . In this case only Boreholes #3 and i4 showc. 3 the dark gray colors and they were deep in the ground. The rhallow wager level is apparently a seasonal. phenomenon. It was interesting that the soils were not wet until a certain depth in the ground but then the water rose to much shallower depths. This could be due tc artisian conditions, and these definitely could influence the load carrying capacity of the soil . The site plan for the building shows a small amount of cut and fill to level the site, but with the shallow groundwater -.. level the finished floor could be almost into the water on the east side . Certainly the footings would be into the water. It is recommended that a groundwater cutoff trench be made along the east and n(,rth sides of the building to a depth of at least four feet below the finished floor elevation, and than the trench be discharged into the storm drain sewer . In wet sandy soils a cutoff trench is hard to make because the soil can cave In rapidly. Therefore, a specialized procedure is necessary. Before starting the trenching, nonwoven filter fabric about 7 feet wide should be prepared by chainsawing a tilde roll in half. Four-inch perforated corrugated flexible pipe should be on hand along with a supply of drain rock. A large funnel made of plywood should be on hand so the drain rock can be easily dumped into the trench without interfering with the filter fabric. Starting at the outlet manhole and wor%ing upstream, the trench should be dug level and to 4 .F or 5 feta deep because it will not be able to be cleaned out. Any lumps or small cave-in3 will not raise the bottom to less than the desired 4 foot depth and it will not hurt if the trench bottom and flexible pipe undulates up and down. A quantity of filter fabric is unrolled and left loose on one side of the trench. The end is foldtl into a "U"-shape, pushed into the t7ench, and the upper edges ar- held up with hooks and long rubber straps. The flexible pipe is pushed down inside the filter fabric and held down with a 2 1-y 4 piece of wood while the funnel is placed and drain rock is dumped in to a depth of two feet. The filter fabric and pipe insertion should closely follow the trenching but the drain rock should be held back a few feet to 4 keep the drain rock from getting under the perforated pipe. After the drain rock is placed and the top struck off level the filter fabric is folded over to seal in the drain rock. My opinion is that this cutoff trench is necessary but that even so, the groundwater will. still be shallow enough to Influence the footing performance. Therefore, it is recommended that a maximum soil bearing pressure of 1,000 pounds per square foot be used for footing design. Structural fill for leveling the building subgradc- should be compacted to at least 95 percent of ASTM D698 density. The use of "reject" or "lime-treated reject" material for structural fills is specifically not allowed , as previous problems with particle deterioration and settlement have been experienced with this material. It is suggested that pavement longevity will be enhanced by laving woven filter fabric under the base course to prevent :. intk1tration by the soil fines. Longevity will also be enhanced by providing sufficient surface slope, 2 percent if possible, to pre4ent puddling of rainwater. For car parking a minimum pavement structure of at least 2" of asphalt over 6" of compacted dense graded crushed rock is recommen.lad. For truck traffic, at least 3" of asphalt and 8" of crushed rock should be used. Zonings I•-L (Light Industrial) . Location: 7455 SW Bonita Road, north side of Bonita Road between Fanno Creek and the Burlington Northern railroad track.e. (W^TM 2S1 12AB, Tax Lots 1400 and 1500) Decigionc Notice -a hereby given that the Community Development Director's dec+ignee has APPROVED the above-described application subject to certain conditions. The f. ndings and conclusion on which the decision is based are noted below. A. FINDING OF FACT 1. Background ` In February 1981, the City approved a zone change from R-7 and M--3 to M-3 (PD) subject to special conditions relating to the development of the property and adjacent parcels to the n,)rth (ZC PD 13-80/Ordinance No. 81-03) . A revised proposal was reviewed in September 1981 and was denied for lack of adequate information (PD 25-81/M 5-81) . In 1983, in conjunction with the adoption of the City's Comprehensive Plan, the zoning for these properties was amended from M-3 (PD) to I-L (Light Industrial) . In 1985, the applicant submitted two proposals to divide theee properties into 14 lots and for a Sensitive Lands approval to allow regrading and the development of a road within the 100-year floodplain (File No. S 7-85/SL 5-85) . These two applications were both approved subject to conditions; however, the applicant did not proceed and both approvals have since expired. In October 1937, the City's Hearings Officer approved a largely sianilar subdivision preliminary plat which would divide the subject parcels and adjacent parcels into eleven lots. Included with the subdivision request and approval were nlnnn for construction of a public local street within the 100-year floodplain of Fanno Creek (Subdivision S 88-07, Sensitive Lands SL 88-05) . The subdivision's final plat has not been recorded. 2. Vi.cinitv-Information Immediately south and west of the portion of the site that In involved in the current application is an existing small church -end a below grade sewage pumping station which is no longer in use. Bonita Road, which in designated as a major collector street, lies immediately to the south and the Burlington Northern/Southern Pacific railroad tracks border the subject property to the east. NOTICE. OF DECISION - SDR 89-03 (BROWN/SHAW) - PAGE 1 Industrial zones (I-L and I-H) lie south of Bonita Road, east of the tracks, and along the parcels northern property line. Multi-family development within the R-12 -one (Residential, 12 units/acre) is immediately west of Fanno Creek. 3. Site Information and Proposal_ Description Tax lots 1400 and 1500 are approximately 9.5 acres in size, are primarily an open field with a few scattered trees, and contain a house and barn in the southeastern corner of the parcels. The western portion of tax lot 1400 is within the 100--year floodplain of Fanner Creek. The current proposal involves approximately 1.5 acres of the two parcels, roughly the area of lot 1 of the preliminary subdivision plat approved last October. The current application does not rely upon this area being separated from the remainder of the tax lot 1400 at this time. The subject site will be made available for the proposed development through a ground lease. The ground lease does not necessitate separation of the area to be developed from the balance of the parcel. The applicant proposes to develop a 25,000 square foot, single story, 2.4 foot tall warehouse building on the portion of the site abutting Bonita Road, the Burlington Northern► Railroad tracks, and the existing church. The existing house and barn are to be removed. An approximately 200 foot long segment of the industrial collector street proposed by the preliminary subdivioion plat is to be developed as part of the curr-nt proposal. Ultimately, this road Is to provide a connection between Bonita Road, Hunsiker Road, and Hall Boulevard. The proposed road stub would provide the only access to the warehouse] that is, there will be no direct access to the parking lot and loading area from Bonita Road. The proposed road would be wholly within Fanno Creek's 100-year floodplain, but would be outside of the projected 100-year floodway. The floodway is defined as the area that could theoretically convey the 100-year flood with only a one-foot rise of water level above the height of the unconstricted flood. Federal and City regulations prohibit development within the floodway, but provide for allowance of some development within the flood fringe (area within the 100-year floodplain outside Of the floodway) . A seventy-five foot wide driveway approach from the new road to the warehouse's parking lot and loading bays is proposed. This approach width is intended to facilitate truck maneuvering and to allow automobiles maneuverinv area around trucks using the loading bays. Twenty-nine automobile parking spaces including one desigiated handicapped parking space would be provided. An additional 20 by 50 foot paved area will be provided along the north side of the proposed building as an open storage area. The site would be landscaped with sev3n red maple street trees along the site's Bonita Road frontage, two red maples at the site's entrance NOTTCH OF DECTSTON - SDR 89--03 (BROWN/SHAW) - PAGF 2 from the proposed SW 74th Avenue, and a combination of shore pines and shrubs around the parking area and along the building's southern face. The site's northern and eastern boundaries will be fenced by a chain link fence. 4. Agency and NFO Comments The Engineering Division has reviewed the proposal aad offers the following comments: 1. On November 15, 1988, the Hearings Officer approved, subject to conditions, the application for a subdivision (S 88-07) and sensitive lands permit (SI. 88-05) for a tract of land in which the proposed development is located. The applicant has submitted a preliminary plat for the most so+itherly portion of lot 2. The Engineering Division's comments to S 88-07 and SL 88-05 apply to this application, where applicable. 2. The applicant has submitted a site and preliminary utility plan and a street plan showing a street, SW Creeksida Drive, within the Fanno Creek floodplain. 3. The proposed street, and its future extension, is shown outside of tha zero rise floodway although the zero rise floodway appears to the Engineering Division to be incorrectly shown. From the floodplain profiles proposed' for the Flood Insurance Study and the proposed SW Creekside Drive profile, it appears that the northern extension of the street could be below the 25-year floodplain elevation. The street should be designed in accordance with the Sensitive Lan'ls Permit as well. 4. The proposed right-of-way for SW Creekside Drive includes a City- owned parcel with an abandoned pump station. No formal City action is required to include this small parcel within the public right-of-way,. 5. Deliveries from the warehouse are expected to be primarily by delivery trucks. However, if semi-trailers are ever used on this site, there would be insufficient maneuvering area within the site to allow the trailers to be backed to the loading dock without using S.W. Creekside Drive for a maneuvering area. To discourage trucks from using S.W. Creekside Drive for a maneuvering area, the driveway width should be ltmited to 40 feet. 6. SW Bonita Road is a major collector street. Half street: improvements should be required except where the applicant hav shown that r future vertical realignment is desirable because of the railroad tracks to the east. 7. A sanitary sewer is not required is SW Creekside Drive because an existing 12-inch sanitary sewer lies a short: distance further NOTICF OF DECISION - SDR A9-03 (BROWN/SHAW) - FAGF. 3 east along Fanner Creek. Sanitary sewer service to the proposed building is from the service 'Ane of an existing house that will be demolished. The Washington County Consolidated Fire District has reviewed the proposal and has commented that prior to building permit issuar.ce, it must be demonstrated that adequate fire protection in the form of fire hydrants, access, and building sprinklers are provided in accordance with the Uniform Fire Code. Fire hydrant installation is the responsibility of the developer. The Building Division, Tigard Water District, General Telephone, Portland General Electric, and NPO i5 have reviewed the proposal and offered no comments or objections. No other comments have been received. B. ANALYSIS AND CONCLUSION The current prolxisal for development of a warehouse on this site conforms with Communit, Development Code I-L (Light industrial) zoning district requiremP- F,.r building setbacks, building height (45 foot maximum allowed; 14 foot prLoosed) , lot coverage (maximum allowable site coverage of 85 percent; less than 75 percent coverage proposed) , and minimum site landscaping (approximately 25 percent of site proposed to he landecapedl 15 percent of site area required) . The proposed use, wholesale storage and distribution, is a permitted use in the I-L zone. The proposal complies with Code standards for provision of parking spaces (25 spaces required at one space per 1,000 square feet of building areal 29 spaces proposed) and designated handicapped parking (.l space requiredl 1 space proposed) . The site plan will need to be revised to provide for a minimum of two bicycle rack parking spaces in accordance with Code Section 18.106.020(P) (one bicycle parking space per fifteen auto parking spaces) . In addition, the site plan does not provide details regarding site and parking area lighting. These details may be provided through the required revised site plan. Other Code requirements related to parking are satisfied, except with regard to access and truck maneuvering as described below. The [lite plan satisfies Code landscaping requirements for street trees, parking area trees (one tree per even parking spaces) , and screening of parking areae. The plait, however, locates two maple trees and several shrubs adjacent to the driveway entrance that potentially could result in interference with the required vision clearance area if the vegetation is not kept trimmed. The Code requires that vegetation within a required vision clearance area be trimmed so that unobstructed -vision is maintained between three and eight feet above grade. Tree trunks are excepted from this regulation. NOTICE OF DECISION - SDR 89-03 (BROWN/SHAW) -- PAC F 4 The proposal contains several significant deficiencies related to access. First, Code Section 18.108.050(A) requires that industrial uies be provided with a pedestrian walkway between a building'B entrance and the street which provides the required access and egress. No such sidewalk is provided by the site plan. To avoid having pedestrians crossing a truck maneuvering urea and t+ecause pedestrian traffic to the site would most likely arrive via sidewalks along Bonita Road, it in recommended that the access sidewalk to be provided connect the entrance to the prokosed building with Bonita Road rather than with SW 74th Avenue. Second, in response to the Engineering Division's concerns regarding the excessive width of the proposed driveway apron and in accordance with Code Section 18.1.08 which provides for the City Engineer to approve entrances and exits to truck loading areas, it will. be necessary for the access from SW 74th Avenue to be reduced in width to a maximum of 40 feet. The narrower width should reduce the likelihood of semi-trucks using the public right-of-way (including the public sidewalk) for maneuvering to back up to the loading bays of the proposed building. section 18.108.060(B) provides that "(i]n no case shall the design of the service drive or drive,4 squire or facilitate the backward movement or other maneuvering of a vehicle within a street. . . ." The site plan uhall ba revised to reduce the access width to the satisfaction of the City Engineer. Third, the site plan does not: provide sufficient area for on-site maneuvering of semi-trucks. semi-trucks would typically be anticipated to visit industrial warehouses such as has been proposed. The applicant has reported to the staff that the intended ueer of the warehouse does not utilize semi-trucks in their fleet but that occasional deliveries are made to the building's future occupant's current facility by semi-truckB. The applicant requests that this potential occasional on-street maneuvering by delivery vehicles be ignored or alternatively that the buildings future occupants request that their suppliers make deliveries by other than semi- trailers so that the proposed site layout be permitted despite the lack of on-site semi-truck maneuvering area. The City rejects this request. As noted, the submitted driveway ?lan does not allow adequate area for maneuvering of vehicles that would be expected to visit a building of this type. The City cannot assume that the current intended occupant will be the only user of this building over its life or that that company's truck fleet will continue to consist of small trucks only. In order to plan for a safe street system, the City must look at the long-term potential tine of the site and building. In addition, "occasional" violation of the prohibition on maneuvering vehicles on a public right-of-way would become a more significant problem as SW 74th Avenue is extended. Special provisions for a limited number of trucks maneuvering on SW 74th Avenue or conditions restricting truck use on the Subject site to a certain size would be .ery difficult for. the City to enforce. Therefore, the City f3-.ids that the site plan must be revised to assure that "(e]ach loading spare have uuffic.ient area for turning and maneuvering of vehicles on the site." (Code Section 18.106 .090(B) ) . It is noted that the current site plan provides for un- utilized area on the north and east sides of the proposed building such that the building might be reconfigured to provide the additional on-rite NOTICE OF DECISTON - SDR 89-03 (BROWN/SHAW) - PAGE 5 maneuvering area needed without necessitating a reduction in i building's proposed square footage. C. The site plan shall be rev sed to provide: a. Adequate on-site semi-truck maneuvering area in accordance with Code Sections 18.106.090(8) and 18.108.060(B) (1); b. A maximum access driveway approach width of f,)rty feet; C. A sidewalk between the SW Bonita Road sidewalk and the entrance to the building; d.
