12992 SW ASCENSION DRIVE y k n m z cn S� �I m f 4 12992 SW ASCENSION DRIVE MEMORANDUM CITY OF TIGARD, ORLGON ( a9 7 TO: I-lap Watkins, lnspection Supervisor FROM: Ron Church DATE: October 28, 1997 SUBJECT: Possible erosion of excavations on Lots 66 and 67 of Hillshire Woods subdivision On Friday, October 24, 1997, I performed a visual inspection of Lot 66 - 12992 SW Ascension and Lot 67- 12974 SW Ascension. I observed that the lots had been excavated for the construction of a single family dwelling. A small portion of the natural grade above the excavation had been disturbed a:... some down both sides. I checked with our office and obtained the address and found that the permit process had been initiated. The permit numbers are Lot 66 - MST97-0345 and Lot 67 - MST97-0348. Permits have not been issued for either property. On iAonday, October 27, 1997, I contacted Chuck Bucl'allen of Unified Sewage Agency concerning thi; matter. He stated that he would cherk the lots in question and address any erosion problems. I also contacted Ed Freeman of Sierra racific and was informed that Windwood Homes is the General Contractor for die construction of the two houses. On Monday, October 27, 1997, I performed a thorough walk thru of these two lots and observed that there is some sloughing of the dirt at all of the cut areas where dirt has been removed. It does not appear to be any more than would be expected for normal sloughing. I also observed a few points where water had started to form points of erosion that should be addressed before it creates problems. At the bottom of the cu;-�, inside the curb, mud has started to puddle at a point near the storm drain in the street. On Tuesday, October 28, 1997, 1 apoke with Dale Richards of Windwood Homes and he informed me that the changes to his plans were complete and would be resubmitted today. He hopes t" start construction within two weeks. I expressed the concerns of the erosion problem and sugges.ed he place straw bales at areas where points of erosion were forming. Oregon 97223 Dear Citv Planner: We reside at 14160 SW Fern Street in Tigard. The Hillshire Woods subdivision is being developed on Ascension Lane which runs adjacent to our property. To support the development of Ascension Lane. significant quantities of dirt and rock were removed a ;d several lots adjacent to our property have nearly, a 45% grade for 80 feet. (Our property sits at—le these lots)• iniUally the developer seeded these lots and last. year the heavy rain ran-off did ii . do serious damage to the hillside. However. these lots were dug out for houses In July. Nothing further has happened. We called the City of Tigard in A�)gust to find out the status and were told that building permits had not been issued for these lots. We were also tole' that it is not unusual for the developer to excavate before receiving the building permit and to be patient. It is now October and nothing further has happened. We are concerned that with heavy rains. our hillside could slide as these lots now have significant.. We want to know if building permits have been issued . and in any case. would like the City to require the developer to Immediately shore up these excavations with retaining walls. The rainy season is upon us and we are concerned that there could be moderate hillside slides this year if these lots are not properly supported and that such slides would affect our property. We do riot have the addresses of these lots to give you as there are none posted on the sites. The information we gave this office in August. was to start at the crossroads of Ascension and Fern and drive up Ascension. The lots in question should be self-revealing and are approximately the 5th-7th lots up Ascension, on the left. They are across from 12985 Ascension.
