The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
At 7 p.m. the meeting was called to order by Holly Polivka.
2. Approval of Minutes:July 18, 2016
Claudia Ciobanu moved to approve the amended July 18, 2016, meeting minutes.
Wayne Gross seconded the motion. The minutes were approved by a majority of the
board members present with Claudia Ciobanu, Wayne Gross, Holly Polivka, Linda
Shaw and Scott Winkels voting yes. Troy Mears abstained.
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder Street, provided copies of the Sherwood YMCA
fall program guides, and copies of the City of Wilsonville City Council meeting
minutes from July 7, 2016. Mr. Brown asked that the board members read the
resolution of the City of Wilsonville, selecting Sports Facilities Management, LLC to
operate a proposed recreation and aquatic center. The program guides and meeting
minutes are on file in the PRAB meeting record.
Chris Garsteck, 11774 SW 125th Court, thanked the parks crew for clearing the
debris from a fallen tree, moving a bench, and cutting back blackberries at
Summerlake Park Dog Park. The annual Potso Dog Park Halloween Costume
Contest will be held Saturday, October 29. Tigard Parks & Rec will be a partner in
the event this year.
Lisa Detweiler, 5342 SE Henderson, spoke about her daughter, Lily, who has Rett
Syndrome, and gave everyone a photo collage of Lily. The photo collage is on file in
the PRAB meeting record. Ms. Detweiler expressed her desire to see special needs
equipment that would encourage interaction with other children installed at Cook
Park. Martin McKnight said that staff has been doing research on inclusive
playgrounds and he believes there are some options that can be implemented as early
as this year. Mr. McKnight will provide an update on progress toward the
implementation of an inclusive playground at the next meeting.
4. Discuss Items from Previous Meetings
The board discussed two additions made to the Park CIP Criteria document from the
last PRAB meeting. This document is on file in the PRAB meeting file. Steve Martin
explained that the board will have the opportunity to evaluate the CIP sometime
around the October meeting. At that point the board will also have the opportunity
to add project recommendations to the list.

5. Park Bond Update
Steve Martin directed board members to their meeting packet materials that included
a memo from Toby LaFrance, Finance & Information Services Director, regarding
park bonds spending analysis, and a spreadsheet analysis of the 2011A Park Bonds
spending through the close of fiscal year 2016. Some highlights of the discussion of
the material were:
• Of the approximately $680,000 remaining for park improvements and
development, $260,000-280,000 are still available for projects outside of
Downtown Tigard.
• The November 2010 ballot measure stated that the Parks and Recreation Board
would provide oversight of this spending.
• A qualified list of projects will be provided at the next PRAB meeting.
6. Recreation Program Information and Update
Anthony Markey provided copies of a report showing the results of surveys from
three recent recreation events: Movies in the Park—Zootopia and Inside Out, and
the Family Fest Fun Run. This report is on file in the PRAB meeting record. Mr.
Markey also noted:
• The Tour of Latin America was very successful with an attendance of over 1000.
• The Fall/Winter Activity Guide will offer a Mad Science workshop on November
12 at the Dirksen Mod, and Skyhawks soccer classes in October.
Some suggestions regarding future Family Fest event planning that were offered by
the board members:
• Make sure people rate the event at the end, not at the beginning of the event.
• Try to plan events so as not to conflict with school programs.
• If possible, schedule the fun run on a different day than the Tour De Parks bike
ride.
7. Parks Updates
Martin McKnight gave the following parks updates:
• Fall soccer, baseball, and fun runs in the parks are still going strong.
• Summerlake Park irrigation renovation project will be packaged for bids soon.
• The River Terrace development has two new parks that are almost completed. At
this time it is unknown when the city will take over maintenance of the new parks.
At the next meeting, Mr. McKnight will provide copies of spreadsheets he has
created that detail what it will take to maintain the new parks. Park maintenance

cost is a good discussion item for PRAB to bring up to council at the joint
meeting on November 15.
8. Discussion for TTSD Representative
Holly Polivka reported that Barry Albertson will attend the next PRAB meeting on
October 3. The board members discussed these possible topics of discussion:
• The upcoming bond measure
• Partnership with the city for use of facilities
9. PRAB Discussion Items for Council
PRAB has a joint meeting with the council at its workshop on November 15. The
board discussed these topics that they would like to talk to council about:
• Parks maintenance
• Recreation program
• Bond measure
• Goals
• Homelessness
10. PRAB Liaison Reports
Holly Polivka would like the next two months of the city's calendar of events
included in future meeting packets. Linda Shaw volunteered to attend the Bike/Ped
meeting next month. Tim Pepper will attend the next Tigard Triangle CAC meeting.
11. Non-Agenda Items
As a future agenda item, Scott Winkels would like to look at what's going on
surrounding the Tigard Trail. Mr. Winkels said there is a tremendous amount of trash
on properties surrounding the trail. A more aggressive plan is needed to meet the
goal of an aesthetically pleasing appearance and safeguard the public's investment.
Sara Darland had asked Holly Polivka to relay her desire for the installation of a
splash pad, using Tigard Trail grant funds. Steve Martin explained that the grant
funds could not be used for that purpose because the funds are to be used only for
the trail.
