Call to Order and Roll Call At 7 p.m. the meeting was called to order by Holly Polivka. 2. Approval of Minutes: September 12, 2016 Troy Mears moved to approve the amended September 12, 2016, meeting minutes. Wayne Gross seconded the motion. The minutes were approved by unanimous vote of the board members present with Wayne Gross, Holly Polivka, Linda Shaw and Troy Mears voting yes. 3. Comments from the Audience Marland Henderson, 13293 SW Woodshire Lane, spoke to board as a representative of the Tigard Noon Rotary. The Rotary would like to propose a partnership with the City of Tigard. Their interest is in a project in Downtown Tigard, perhaps something to do with the Tigard Street Trail project. Mr. Henderson will come back for next month's meeting with a proposal. Neal Brown, 13853 SW Boxelder Street, praised the city for the two new neighborhood parks in River Terrace. He is very impressed with the parks amenities. Steve Martin said that Polygon planned and constructed the parks while meeting with the city along the way to share the plans. The parks will eventually be maintained by the city. 4. Discuss Items from Previous Meetings There were no discussion items from previous meetings. 5. Discussion with TTSD Representative Barry Albertson, representative for the Tigard-Tualatin School District (TTSD) distributed a TTSD news report. This report is on file in the PRAB meeting record. Some of the highlights of the report were: ■ Two of Tigard's elementary schools, Alberta Rider & Deer Creek, now have no- homework policies. • Provision for transgender restrooms and locker rooms in schools will need to be addressed. • Upcoming Ballot Measures 97, 98, and 99 could provide funding for schools. • TTSD's November 8 Bond Measure includes project costs of$291,315,000. If approved, the current tax rate would increase by 37 cents per $1,000 of assessed value. PARK& RECREATION ADVISORY BOARD MINUTES — October 3, 2016 City of Tigard 1 13125 SW Hall Blvd.,Tigard, OR 97223 503-718-2591 1 www.tigard-or.gov Page 2 of 4 In response to an inquiry from Holly Polivka, Mr. Albertson said that—if the bond passes—there should be times when the building left at Templeton Elementary could be used by the city for Parks & Rec programming. Tim Pepper said that the board will encourage Anthony Markey, Recreation Coordinator, to approach school officials regarding that possibility. The board expressed appreciation for the information Mr. Albertson provided and would like to make periodic adjustments in the PRAB meeting schedule to accommodate Mr. Albertson's schedule. 6. CIP Items and PRAB Priorities Toraj Khavari, president of Friends of Bull Mountain Park (FBMP), passed out a handout outlining the need for additional support from the city to complete the construction of Bull Mountain Park. This document is on file in the PRAB meeting record. $40,000 in additional support from the city would be a piece of the puzzle needed to meet the budget for completion of the park. In response to an inquiry from Tim Pepper, Mr. Khavari explained that there are two reasons these additional funds were not included in the CIP: 1. Meeting Americans with Disabilities Act (ADA) compliance regulations drove costs up. 2. Estimates turned out to be below the actual cost. The board expressed their desire to support the FBMP and provide the additional funds. This discussion will be continued at the next PRAB meeting. Lina Smith, Community Development Assistant Planner, provided a PowerPoint slide presentation on Metzger Elementary School Park Update: Community Outreach Efforts. A copy of the presentation is on file in the PRAB meeting record. These are some of the updates provided: • The consultant team focused on building relationships with the community. • Three design concepts were provided for feedback at the Metzger Elementary Back-to-School Night • The draft master plan will be presented at the SupaFresh Harvest Festival on Wednesday, October 12, from 3-6 p.m. Steve Martin gave a brief overview each of the CIP projects under consideration for FY 2018-2023. The list of projects was included in the PRAB meeting packet. Mr. Martin will also email the ranking criteria to the board and will need the rankings returned October 18. 7. Parks Updates Martin McKnight provided the board with copies of cost estimates to maintain the two new parks in River Terrace. This document is on file in the PRAB meeting record. Mr. McKnight also informed the board that he will be meeting with Lisa Detweiler later this week to devise a plan for inclusive play equipment at Cook Park. 8. PRAB Discussion Items for Council The discussion items for council will be discussed at next month's meeting. 9. PRAB Liaison Reports There were no liaison reports. 10. Non-Agenda Items There were no non-agenda items. 11. Executive Session No executive session was held. At 9:06 p.m., the PRAB adjourned.
