1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:30 p.m.
2. Approval of Minutes —June 8, 2016
Commissioner Reu moved to approve the June 8 minutes. Commissioner Jehnke
seconded the motion. The motion passed by a majority vote of the commissioners
present, with Commissioners Henschel,Jehnke, Reu, and Woodard voting yes.
Commissioner Inman abstained.
3. Public Comments
Charles Spinnler, 12120 SW Imperial Avenue, King City, spoke to the board regarding
his concerns about the level of chlorine in his water recently. Mr. Goodrich explained
that this type of complaint was anticipated during the 2 or 3 week time period of
blending the Portland water with the new water source. Chlorine levels were intentionally
increased during the transition period to ensure the safety of drinking water. Water
quality experts feel that the blending of the two water sources is the cause of the
complaints and it is expected that, as the system becomes more stable, there will no
longer be noticeable differences in taste and odor. Water quality updates are being
provided on the city's website, as well as information in the soon-to-be-released
KnowH2O that will be mailed to every Tigard water customer.

Ted Walling, 16640 SW Queen Mary Avenue, King City, asked if the water rates will
remain the same. Mr. Goodrich noted that there will be no big spike in water rates. A
3.25% rate increase every year for a total of 4 years was previously approved by council.
There will likely be another rate study in fiscal year 2018/19 to include needed
information on operating costs of the new water system.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of June was 7.5 million gallons per day (mgd). This
about 1.1 mgd less than this time of year. At the beginning of July,water demand was
7.8 mgd.
• Aquifer storage and recovery (ASR) well no. 1, and ASR well no. 2 are both ready for
summer peak season use. 77 mg of water is currently stored in ASR well no. 1—
which is about a 55-day supply, and 83 mg of water is stored in ASR well no. 2—
which is about an 82-day supply at normal pumping rates.
5. Update on Water Quality Issues Related to Changing Source Water
This information was covered in the previou agenda items.
6. Title 12 Administrative Rules Proposed Changes
Mr. Goodrich reminded the board members that the administrative rule process is
covered in the Tigard Municipal Code 2.04,which provides the city manager with the
authority to make administrative rules. In reviewing some of these administrative rules, it
has been found that some housekeeping updates are needed. The 4-week process for
updating is:
• The rule is be submitted to council
• Council members have two weeks to provide comments
• If there are no comments, the rule is be published in the newspaper and on the
city's website
• The public then has 2 weeks to provide comments
• If no comments come from the public, the rule is brought to the city manager for
her signature.
An email will be sent to the board members when the proposed administrative rules are
completed. Any comments from the IWB board members will be forwarded to Mr. Ron
Blecker in Utility Billing.
7. Summer Water Supply Outlook
The water managers associated with Clackamas River water anticipate adequate water
flow for the summer. The current flow rate of the Clackamas River is 1072 cubic feet per
second (cfs); a flow rate of around 750 cfs would begin to trigger phases of curtailment.

In answer to an inquiry from Commissioner Henschel regarding the status of the Oregon
Court of Appeals case concerning Clackamas River water rights, Mr. Goodrich said that
there is no news to report at this point.
7. Information Items
Mr. Goodrich noted that lead in drinking water is still a hot topic in the media. Tigard
Public Works is offering free test kits to Tigard water customers for testing lead and
copper in their water. Helpful information for customers concerned about lead levels in
their drinking water is available on the city's website and the Washington County website.
9. Non-Agenda Items
Dennis Koellermeier has offered to give the board members a tour of the new water
facilities on Thursday,August 11. The board will be notified of the time and other details
by email.

At 6:39 p.m. Commissioner Inman moved to adjourn the meeting. Commissioner Jehnke
seconded the motion. The meeting adjourned by unanimous vote of the commissioners
present,with Commissioners Henschel, Inman,Jehnke, Reu, and Woodard voting yes.
