Fanno Creek and Ball Creek are entrenched streams with actively eroding banks that contribute substantial amounts of sediment to the Tualatin River system. Several areas along Fanno Creek between Bonita Road and Durham Road have moderate to high erosion rates. CWS, in partnership with Metro and a private landowner (Mike Crawford), proposes to improve aquatic and riparian habitat functions by stabilizing stream banks; planting native trees, shrubs, and groundcover; and installing large wood assemblages in the floodplain. This project is part of Clean Water Services watershed-based approach for improving stream habitat functions in the Tualatin River basin. Enhancements are proposed for two sites along Fanno Creek separated by about 700 feet: 1) the North Site is owned by Metro and is also referred to as the "Bonita" Site, 2) the South Site is owned by Mike Crawford. Stantec Engineering conducted a geomorphic stream assessment in the project area in October 2015 and identified the most highly impacted areas. While larger geomorphic processes are influencing current conditions in the project area, the bank stabilization methods proposed in this application are believed to be the appropriate solution to improving stream functions. Increasing the resistance to bank erosion with the measures proposed herein will provide sufficient stability against the erosion processes taking place in this low gradient system. (4) DESCRIPTION OF RESOURCES IN PROJECT AREA A. Describe the existing physical and biological characteristics of each wetland or waterway. Reference the wetland and waters delineation report if one is available. Include the list of items provided in the instructions. Wetlands and waterways either affected by or adjacent to the project are described in the Wetland Delineation "Light" Report for the project and include: Fanno Creek, Ball Creek, Wetlands A—K. All of the wetlands have an HGM classification of riverine and receive overbank flooding from Fanno Creek and Ball Creek. Wetlands B and E also receive overland flow from adjacent slopes and are considered to have a combination HGM of riverine/slope. With the exception of a few pockets of standing water anticipated throughout the year for Wetlands G, I, J and K; the wetlands on-site are seasonal and dry-up during the summer months. Wetlands A-H at the North Site are mixture of emergent wetlands with pockets of scrub shrub (PSS) and trees (PFO). Wetlands I, J and K are PFO wetlands. Wetland I transitions to a waterway near its connection with Fanno Creek, where temporary construction access will likely occur. Wetlands A and B, which are proposed to be covered temporarily to provide construction access, are 0.004 and 0.014 acre in size and are both sparsely vegetated. In Wetland A, the shrub cover is 8 percent and consists of sweet briar rose (non-native) and Nootka rose. Wetland B also contains a small patch of shrubs [sweetbriar rose and Armenian (Himalayan) blackberry]. A few trees (big-leaf maple, ash) are rooted near Wetland B but not within the wetland. Wetlands C — F, which may have portions temporarily impacted during construction, are sparsely vegetated PEM wetlands. Fanno Creek is a tributary of the Tualatin River that flows in a southerly direction through the center of the North and South Sites. It is a perennial stream that exhibits many characteristics typical of urban streams including degraded water quality, altered flow patterns, and poorly functioning in-stream and riparian habitat. The hydrology of the Fanno Basin is largely altered by urban development, which contributes to increased "flashiness" of stream flows from impervious surface runoff. The stream banks are nearly vertical and eroding in several areas. Fanno Creek runs for 1,120 feet in the North Site and 1,720 feet within the South Site before flowing south into the Tualatin River approximately 2 miles south of the North Site boundary. Ball Creek is a highly sinuous stream that flows west out of a culvert under SW 74th and into Fanno Creek at the North Site. Like Fanno Creek, the channel is severely incised with erosion occurring on the banks. 2 March 2014 (4)bESCRIPTION OF RESOURCES IN PROJECT AREA ' ' Chahnel substrate is silty clay soils and instream habitat is degraded. Fanno Creek is considered a salmon-bearing stream. StreamNet (2016) maps rearing and migration habitat for Coho, spawning and rearing habitat for Steelhead (winter), and use by Pacific lamprey in Fanno Creek. StreamNet maps the Tualatin River as being used for rearing and migration for Coho, migration by Steelhead (winter), and use by Pacific lamprey. Fanno Creek is considered Essential Salmon Habitat (ESH) by DSL, although Ball Creek is not. While juvenile salmonids rear and migrate in the Fanno Creek system, they are not expected to be present in the project area during construction when water temperatures are excessively high. The North and South Sites are within the 100-year floodplain of Fanno Creek. As recently as December 2015, both sites were submerged due to heavy rains and runoff from impervious surfaces. Fanno Creek regularly overtops its banks inundating adjacent oxbow sloughs and other wetlands. Floodplain vegetation communities consist of black cottonwood, alder, and ash woodlands; reed canarygrass-dominated terraces; and thickets of Armenian (Himalayan) blackberry. The riparian corridor also includes a few Douglas fir and western red cedar trees. A feasibility assessment and conceptual design of in-channel and floodplain work to improve hydraulic connectivity and turtle habitat was conducted for the North Site in 2013. This assessment noted the presence of invasive species, including Armenian blackberry and reed canarygrass, dominating the historic floodplain habitat as a result of hydrologic disconnection affecting the ability of native riparian species to survive (Herrera 2013). Wildlife and evidence of use were observed during a site visit by deer, raccoon, beaver and/or nutria, chipmunks, squirrels, great blue herons, and birds. The Portland Bureau of Environmental Services (2015) has developed Portland-area watershed report cards based on a series of indicators (e.g. effective impervious area, stream connectivity) of watershed health. The following ratings are included for background information on watershed conditions. There are no public beaches, kayak access points, boat ramps or any kind of water access provided on Fanno Creek, nor currently provided at the project sites. Boat ramps nearby are located at Tualatin Community Park or Cook Park along the Tualatin River, both about 1.5 miles south of the southernmost edge of the project area. PROJECT SPECIFIC CRITERIA AND ALTERNATIVES ANALYSIS 'T Describe project-specific criteria necessary to achieve the project purpose. Describe alternative sites and project designs that were considered to avoid or minimize impacts to the waterway or wetland. Alternative design concepts considered to meet the goals of improved water quality and ecological health include revegetation only and aggradation of the Fanno Creek and Ball Creek channels. The revegetation only alternative would involve planting and establishment of vegetation on steep unstable stream banks, and was determined to be at risk of failure due to continuing bank erosion and unsuccessful plant establishment. Grading the highest priority stream banks was determined to provide a higher probability of vegetative success while also reducing bank erosion and increasing the floodplain storage capacity of the system. Aggradation of the Fanno Creek and Ball Creek channels would involve construction of grade control structures composed of a combination of large wood and rock, and wood provide a more frequent inundation of the floodplain. This alternative would be much more expensive and impactful, and would make it challenging to not increase the flood hazard to adjacent commercial properties and infrastructure. No alternative sites were considered. This area was identified specifically for restoration and enhancement in part because of public ownership and support from a private landowner to address erosion problems along Fanno Creek. The construction methods described are the minimum needed to accomplish the project goals. (6) PROJECT DESCRIPTION, l � ,i Y is Ni aU 6 - iQr A. Briefly summarize the overall project including work in areas both in and outside of waters or wetlands. The project proposes to stabilize Fanno Creek and Ball Creek and enhance the riparian corridor with native plantings and large wood assemblages. Refer to Sheets 1-9, attached, for detailed enhancement drawings. Bank stabilization will target areas with moderate to high erosion rates and will be accomplished by 1) reconstructing banks using natural materials, 2) laying back banks, and 3) densely planting willows and dogwoods. Bank stabilization will require permanent excavation and fill below the OHWM of Fanno Creek and Ball Creek as well as in the floodplain for the purpose of enhancement. Balanced cut/fill is proposed in the floodplain. Dense willow plantings are proposed to increase bank stability in a total of 7 areas along Fanno Creek (2 at the North Site and 5 at the South Site). These plantings will be monitored and replaced annually to minimize loss from herbivory or mortality. Up to 9 large wood assemblages (4 at the North Site and 5 at the South Site) will be placed in the floodplain and secured with key logs that will be inserted into the ground without excavation. B. Describe work within waters and wetlands. 4 March 2014 ( PROJECT ,� , 4 C �.,. pESC�II�Ttl7N� e'� �� — z , ; � U � Bank reconstruction is proposed for a total of 7 areas—2 areas at the North Site (Metro's Bonita property) and 5 areas at the South Site (Crawford property) (Sheets 5 and 6, attached). Bank reconstruction aboth sites would require excavation and fill below the OHWM of Fanno Creek and Ball Creek. No permanent impacts to wetlands are proposed. At the North Site, bank reconstruction would require excavating a total of 450 yd.3 of soil and back filling 450 yd.3 of wood and soil below the OHWM of Fanno Creek (Line 1, Tables F and H). Five areas proposed for bank reconstruction at the South Site would require excavating a total of 1155 yd.3 of native soils and filling 1155 yd.3 of wood and native soils below the OHWM of Fanno Creek (Line 2, Tables F and H). Reconstructing one bank area is anticipated to take about a half day to a day to complete. Bank reconstruction using soil lifts would require excavating 150 yd.3 of soil and back filling a 150 yd.3 of wood and soil below the OHWM of Fanno Creek at the South Site (Line 3, Tables F and H). One area just south of the Fanno Creek/Ball Creek confluence (North Site) would require 280 yd.3 of fill below OHWM of Fanno Creek to stabilize the banks. Fill would consist of excess material excavated from on-site and would be placed in between an existing island and the left bank of Fanno Creek (Sheets 5 & 7, cross-section E-E'). Laying back banks to increase stability would require excavation below the OHWM of Fanno Creek in 3 locations—2 at the North Site and 1 at the South Site (Lines 4, 6 and 7, Table H). Reconstructing the confluence of Ball Creek and Fanno Creek would involve clean excavation of approximately 90 yd.3 of native soils in a 2900 ft.2 area (Line 4, Table H). Laying back the point bar to 3:1 slope on the right bank of Fanno Creek require excavating 40 yd.3 below OHWM (cross-section A to A', Sheet 7). At the South Site, the project also proposes to lay back the point bar on the right bank of Fanno Creek to a 3:1 slope which would require excavating 20 yd.3 from below the OHWM (cross-section B to B', Sheet 7). Stream banks on both sides of Ball Creek within the study area will be excavated to promote stabilization. Clean excavation is proposed in this area to avoid permanent impacts to Wetlands A and D. Approximately 1080 yd.3 of native soils would be excavated from below OHWM to lay back Ball Creek to a 3:1 slope (cross-section D to D', Sheet 7). Floodplain Wood Assemblages Four floodplain wood assemblages will be added to the northeast section of the North Site and 5 floodplain wood assemblages would be added to the southeast section of the South Site. The log and wood materials would be supplied by the property owner, and the logs/wood would be placed on the floodplain surface with no excavation or burial. Untreated fence posts would be driven or pushed into soil with an excavator to secure the wood material. The logs would have broken ends rather than saw cut ends. C. Construction Methods. Describe how the removal and/or fill activities will be accomplished to minimize impacts to waters and wetlands. Construction is proposed for the dry summer months of 2016 and 2017 to avoid and minimize potential adverse impacts to aquatic resources. Equipment is expected to include: dump trucks, skid steer, excavators, and pickup trucks. The contractor would access the project area from SW. 74th Avenue. Equipment would likely be staged in the northeast portion of the North Site due to the limited right of way along 74th Avenue. At the South Site, equipment would be staged on an existing gravel surface above the floodplain. Vehicle access down to Fanno Creek at the South Site would be from an existing roadbed. A few trees (5 to 10) may require removal to provide construction access; however, extensive replanting of woody vegetation in the project area would compensate for any vegetation impacts (Attachment A and Table A-1). The proposed sequence of construction is as follows: 1) Install erosion and sediment control BMPs and demarcate work areas in the days prior to construction. 2) Fence or flag portions of Wetlands A, B, C, D, E, F, and I where temporary construction access is not needed to minimize temporary disturbance. No heavy equipment would be in Wetlands G, H, J or K; and these wetlands would be fenced or flagged as no work zones. 3) Placed timber mat or similar protective covering across wetlands to minimize compaction and provide 5 March 2014 JECT`(6);PR© DESCRIPTION v construction access. 4) Install temporary access across Fanno Creek at the North Site to lay back point bar with an excavator. 5) Install temporary access across Ball Creek and implement in-water work isolation measures prior to reconstruction of the left bank of Fanno Creek and the confluence. 6) Lay back the left bank of Ball Creek and install floodplain wood assemblages. 7) Install temporary access across Wetland I (where it transitions to a waterway) at the South Site, and additional temporary crossings of Fanno Creek to access the right bank. Measures to avoid or minimize impacts to waters and wetlands include: 1) Conducting streambank stabilization during the summer months when wetland soils are dry and water levels in Fanno Creek and Ball Creek are low. 2) Installing erosion control BMPs in accordance with the latest edition of CWS's Erosion Prevention & Sediment Control Technical Guidance Handbook. See Sheet 2 of the attached set of plans. 3) Demarcating activity areas and no work zones using high visibility construction fencing or bright pin flags. 4) Protecting wetlands with timber matting or similar cover to minimize compaction; restoring the wetland to original or better condition post construction by seeding with native groundcover. 5) Staging and stockpiling materials in uplands. D. Describe source of fill material and disposal locations if known. The source of fill material for bank stabilization will be from on-site. Excess native soils and other material will be generated from bank excavation activities at the North Site.
