INTERGOVERNMENTAL.WATER BOARD Meeting Minutes March 23, 1994 Board Members Present: Lynda Jenkins, Peggy Manning, George Morgan, Bill Scheiderich and John Schwartz Board Alternate Present: Paul Hunt, City of Tigard Staff Present Leslee Gemmill, Mike Miller, Liz Newton, Randy Volk and Ed Wegner 1. Call to Order Ed Wegner, City of Tigard Maintenance Services Director, brought the meeting to order at 5.35 p.m. He introduced Bill Scheiderich to those present and welcomed him to the Intergovernmental Water Board as the fifth member 2. Approve March 9, 1994 Meeting Minutes Lynda Jenkins motioned to approve the meeting minutes as submitted and Peggy Manning seconded the motion. A voice vote was taken and the motion passed unanimously 3 Discussion of Meeting Procedures Liz Newton, City of Tigard's Community Involvement Coordinator, presented to the Board for discussion, basic ideas on meeting procedures. In addition to using the modified Roberts Rules of Order, outlined are decisions the Board made. ® A Board quorum is 3 members. s Agendas are okay as is, however an additional item should be added requesting agenda items for the next meeting. • The Board Chair can make a motion and vote. S Tie Votes - Call for reconsideration. o Visitors will be requested to limit their comments to 5 minutes. Chair has the authority for flexibility (with consent of group) to limit visitor comments. • Chair should speak on behalf of the Board on activities and actions of the Board. • The By-Laws will be somewhat informal. o Agendas should be distributed one week prior to the meeting. • At least 48 hours lead time will be given the Board on last minute agenda items. s The By-Laws should reference conflict of interest. o The Board will be kept aware of and current with necessary training on water-related issues. Y Executive Sessions apply to this Board. Liz Newton told the Board that as a result of the discussion, an easy-to-reference pamphlet would be put together and brought back to the Board for further discussion and subsequent approval. 4 Selection of Chair and Vice Chair After a .brief discussion on the role and responsibilities of Board officers, the Board decided to elect a Chair and Chair-Elect. The appointments will be one year commitments and consistent with the Agreement and Board terms and therefore expiring December 31, 1994 Liz Newton facilitated the election of officers. INTERGOVERNMENTAL WATER BOARD MEETING MINUTES - March 23, 1994 - Page 1 Lynda Jenkins nominated Peggy Manning as Chairperson. Hearing no further nominations, the Board unanimously agreed on the appointment of Peggy Manning. Peggy Manning's term as Chairperson will expire December 31, 1994 John Schwartz nominated Bill Scheiderich as Chair-Elect. Hearing no further nominations, the Board unanimously agreed on the appointment of Bill Scheiderich. Bill Scheiderich's term as Chair-Elect will expire on December 31, 1994 and on January 1, 1995, Bill Scheiderich will be the Chairperson. The Board recessed from 6 13 - 6 18 p.m. 5 Existing Long Term Capital Improvement Program Michael Miller, Water Management Analyst, reviewed for the Board, the current 5 year Capital Improvement Plan. He outlined the comprehensive plan developed to meet the water demands of the service area. He briefly discussed the objective of SDCs (System Development Charges) stating the income for SDCs comes from water meter installations. Approximately 60% of the water meter sales revenue is directed to the SDC Fund and the remaining 40% is deposited into the Water General Fund. • Bill Scheiderich questioned Mike Miller about the amount charged for SDCs and how it compares to neighboring communities. Mike Miller responded that this should be re-examined within a year or two • George Morgan asked why there is a 60/40 split of the SDC revenue and whether or not an update is envisioned as the cost of business and installations increase Mike Miller responded that the SDC methodology hasn't been changed since 1991 and this too is an area in need of future review The Board continued to discuss with Mike Miller the area currently being served by the water department and its future needs as the area develops. • Peggy Manning asked what other cities Lake Oswego provides water to Mike Miller responded that the City of Tigard is Lake Oswego's main customer, however also serves the Cities of Lake Grove, Rivergrove, portions of Portland and Tualatin. • George Morgan asked how the water department visualizes having the flexibility of meeting demands in light of the budget process, the need to establish rates and fees that might be applicable for new demands, and with the uncertainty of the capital improvement demands that might be modified referring to the presentation by Murray, Smith and Associates, Inc. and their inability to meet the time schedule • Ed Wegner responded that when the Water Supply Study Update by Murray, Smith and Associates, Inc. is completed, the CIP will again be examined and updated to meet the necessary changes to reflect the recommendations for capital improvements for water source needs. Mike Miller explained that the CIP has been updated and altered to some degree every year since 1990 to better serve the changing needs of the service area. Update on Levying Debt Service Ed Wegner reported the City Attorney and City of Tigard Finance Director, Wayne Lowry is working with the Department of Revenue and there is no news as of this date The Board will be notified of the Department of Revenue's findings as soon as they are available. 7 Non-Agenda Items Ed Wegner reported to the Board that the Tigard City Council approved at the March 22 meeting, the consolidation of billing for City of Tigard water and sewer customers effective July 1, 1994 Ed Wegner also reported that at the March 22nd, Tigard City Council Meeting, Patrick Reilly, City Administrator, requested and Council agreed to a 90 day extension for the completion of the Water Supply Plan Update by Murray, Smith and Associates, Inc. The Council authorized the City Administrator to request of the City's water partners (King City, Durham, and Tigard Water District) an extension of the June 30, 1994 deadline for an updated capital improvement program. The new deadline, if approved, will be September 30, 1994 Bill Scheiderich requested a map identifying future improvements be made available for the Board and Director Wegner indicated one would be done. George Morgan brought up for discussion the delay of the completion of the Water Supply Plan Update George Morgan suggested that this Board sponsor an organized presentation for public awareness. After a brief discussion, the Board decided it was a good idea and perhaps it could be done after the completion of the study by Murray, Smith and Associates, Inc. Another idea was discussed regarding a press release and article in the Tigard Times inviting the public to the next presentation/update by Murray, Smith and Associates, Inc. 8. Adjournment Lynda Jenkins motioned to adjourn the meeting and John Schwartz seconded the motion. We have gone from "floating" the system to taking calculated risks in managing our summer supply in order to reduce our cost of purchasing water Floating the system is a term in the water industry that means we keep a set level, usually at the normal operating level, of water in our storage facilities. We did this by monitoring our system with a rudimentary telemetry system. When the reservoir levels would begin to fall, this would indicate to us that the amount of water being supplied was being outstripped by the demand. What we used to do was simply turn on another pump, or pumps, to bring in more water from: the city 'of Lake Oswego until the reservoirs equalized. Equalized means the supply coming into the system neither increases nor decreases the reservoir level. If the reservoir levels continued to drop, and Lake Oswego did not have enough surplus water, we would simply turn on the switch for Portland's Bull Run water By operating the system in this fashion, we would meet the demand and eventually surpass it to fill the reservoirs for the following day But as we have learned, this is a very costly way to manage our water supply needs. In a very short time we went from purchasing Portland water at $0 95 per 100 cubic feet (ccf) in the 1990-91 fiscal year to $3.23 per ccf in the 1992-93 fiscal year This was because we were "peaking" off the Portland system, we were only taking Bull Run water at high demand periods. Let's look at what peaking is and how it relates to our rates from Portland. When we say that we are peaking, what we really mean is that the water usage in our distribution system has surpassed its average demand and we draw upon our suppliers, especially Portland, to satisfy the total demand of the system. In these high demand periods, we are basically utilizing the Bull Run Supply System (BRSS) as a giant reservoir to keep our system full. The city of Portland realizing that the BRSS cannot support the entire region during these high demand periods, has developed a strategy to force the other users of their system, by means of economic incentives, to utilize their own reservoir capacities to sustain the peak demand. In other words, if a water system wants to peak off the BRSS, they can, but they will pay a premium for that water When a water system manages its resources correctly, their cost to purchase Bull Run water will be less than that of a water system that "floats" its system. The city of Portland has established some general guidelines for when peak days and peak hours of usage occur on the BRSS Summer Water Management and Portland Peaking 04/07/94 Page 2 • Peak day and hour usage for the Portland system can start as early as May and end as late as October • There must be three days of no rain before a peak day can occur • The temperature is above 85 degrees F and has been above 80 degrees F the previous three days • The amount of water through the headwork's is 200 million gallons. • Peak hours only occur on peak days from 3 to 9 p.m. • There are no peak days on the weekend. It is important to note that these are dust the guidelines for when it is possible for a peak day to occur within the BRSS The city of Portland has made it a policy of not informing the wholesale customers of whether or not a particular day is a peak day It is up to the individual wholesaler to make the judgment call if a peak day has occurred. As I stated above, peaking is when the water usage in the distribution system has surpassed the average demand. Portland calculates our average demand from the amount of water that we have purchased from them during the last fiscal year For illustrative purposes let's say that the annual usage of Bull Run water within our system equaled 365.,000 ccf This amount is divided by the number of days in the year, in this case 365 The result is that the average daily demand is equal to 1,000 ccf. The 1,000 ccf is the maximum amount of water that we can purchase from Portland on a peak day If we were to purchase 2,000 ccf on a peak day, this would give us a peaking factor of 2 0 What this could possibly do is double our rates from Portland for the next fiscal year The city of Portland has also established peak hours on peak days from 3 to 9 p.m. Using the same scenario of 1,000 ccf for the average daily demand, we divide the 1,000 ccf by 24 to get an average hourly demand of 4167 ccf. At no time do we want to surpass this average during the peak hour period. The Water Division has experienced.the negative impact of floating our system during the summer months and the positive benefit of utilizing our reservoir storage capacity, reducing our rate to $0 55 per ccf from Portland for the 1994-95 fiscal year The key to reducing our rate was being able to avoid purchasing water from Portland during the summer and getting our peaking factor to 10 The way we accomplished this was being able to utilize the 10 million gallon (mg) terminal reservoir and its transfer pump station to supply the High Tor reservoirs at the summit of Bull Mountain. This enabled us to isolate the High Tor system from the main operating level, our 410 pressure zone (410 feet above sea level), during the summer By utilizing the 10 mg terminal reservoir in this fashion and using our reservoir storage capacity in the 410 pressure zone to supplement the supply from Lake Oswego, we were able to sustain our demand. Managing our system in this way, working the reservoirs, we did allow the 410 pressure zone to fall below the normal storage level, but in no way to a level that would threaten our fire fighting reserve capacity When the weather broke and Lake Oswego could Summer Water Management and Portland Peaking 04/07/94 Page 3 supply more water than the demand on the system, we would start filling the reservoirs to maximum capacity Since operating the water distribution system in this fashion is of a critical nature, we need to be able to analyze what is going on in the system at all times. With the purchase ofthe Supervisory Control and Data Acquisition (SCADA) system we have the ability to gather, control and analyze the data (reservoir levels, transfer pump flows, incoming supply flows, etc ) in such a way that we can better improve upon the way we control our water system. .Although the purchase and installation of all phases of the SCADA system is not 100% complete, right now it does give us important information on how the 410 pressure zone is performing and the ability to utilize the 10 mg terminal reservoir to the fullest extent as possible When the SCADA system is completed not only will we be able to monitor what is happening in the distribution system, but we will have the ability to set parameters on when and how much water we will purchase from Portland. Currently the only control we have on supply from Portland is the ability to either turn the valve on or off. We do not have the capability of easily controlling the volume or gallons per minute, that we receive from Portland. In keeping with that intention, the Parties to this Intergovernmental Agreement commit to working together to provide all of the residents and undeveloped property in the original District with a clean, economical water supply. The Parties further commit to working together and with other agencies and jurisdictions in a cooperative effort to plan for the future long term water supply needs of the area. ARTICLE III: Members The Intergovernmental Water Board (IWB) will consist of five members.
