1. Call to Order
The regular meeting'of the Intergovernmental Water Board was called to order at
5°30 ;p.m..
2. Roll Call and Introductions
Roll call was taken with all members present with the exception of Bill
S.eheiderich.
3. Visioning= Loreen Mills
Loreen Mills, Risk Manager for the City of Tigard was present to discuss the
results of the City's Visioning process that has-gone on for the past eighteen
months and the.Board,was provided a copy of,a report synopsis. Ms. Mills stated
that the citizens of Tigard.has spent a lot of time putting together what their
concerns are. Some of the concerns that the citizens voiced were transportation
and traffic, urban services, schools, public.safety,growth and community
aesthetics. The Tigard City Council, School District, Chamber, Fire District have
all agreed to partner and work together to'achieve the goals for the community.
This,plan that was developed is for the next twenty years (1997-2017). Ms. Mills
continued by saying that one challenge the community would need to do to.achieve
the goals and secondly to continue to develop the partnership and keep them alive
and well during this twenty year period.
Ms. Mills drew the Board's attention to the last page of this report which deals
with Urban and Public Services and of most interest to this Board.would be goal
94 which is to actively participate in regional development of water sources and
adequate, innovative funding mechanisms to develop those sources for Tigard
users while exploring local options for water reuse and groundwater sources.

Ms. Mills stated that the Plan is laid out so that at the top of each page there is a
direction statement which outlines what the citizens want the Tigard community to •
look like in twenty years. Next are the goals that were developed which outline
ways to achieve these goals desired by the citizens. On the right hand side of each
page are action plans listed with a timeline on how to achieve these goals and the
best guess timeline: Ms. Mills stated that a common element throughout this
process was the strong encouragement of volunteerism and partnership of working
together.
Ms. Mills questioned whether the Board had any questions and Commissioner
Fronde questioned whether the timelines will be looked at yearly? Ms. Mills stated
that some of these timelines will be reviewed on a very regular basis. Ms. Mills
continued by saying that the citizens will be updated annually at the end of January
as far as what accomplishments have been made and the status of projects. Every
three years the citizens will be involved to ensure that the direction is still valid.
There will also be periodic updates•in the City newsletter (Cityscape) as well as the
Tigard Times and Oregonian.
4. Election of Officers & Appointment of Member at Large
Commissioner Dransholt nominated Bill Scheiderich for re-appointment as
Member at Large which was seconded by Commission Paul Hunt. A voice vote
was taken and passed unanimously. Mr. Scheiderich was re-appointed to a three •
year term which actually begins January 1, 1998-
The Board briefly discussed whether Commissioner Scheiderich should be
appointed since he was absent from the meeting. Mr. Scheiderich has said at the
previous meeting that he would be willing to be chairperson once again.
Commissioner Drangsholt made a motion to re-appoint Bill Scheiderich as
Chairperson and Beverly Froude As Vice Chairperson which was seconded by
Commissioner Hunt. This motion was voted upon a passed unanimously.
5. Long Term Water Supply Update- Ed Wegner
Mr. Wegner stated that he would approach this discussion a little differently and
will end up with the discussion of Tigard's water service area. Mr. Wegner stated
that he would like to begin the discussion on the State level. The Department of
Corrections and Tualatin Valley Water District,,City of Tigard, City of Wilsonville
did reach an agreement to agree before the E Board meeting in January. As a
region, as represented by the WWSA., Tigard agreed to help supply water to the
Wilsonville area to ensure enough of a water source for a prison if there was one
to be constructed. As a backup the documentation states that Tualatin Valley
Water Di strict.will guarantee they will provide long term water to the prison site
either directly or through Wilsonville. The DOC (Department of Corrections) told '•

the E Board (Executive Board) that they could solve their short and long term
water supply problems for ten million dollars. In the agreement to agree, there
was an outline of two or three different scenarios as to how the ten million dollars
can be spent: 1) If the WWSA and Wilsonville cooperatively build a facility on
the Willamette River and provide water that goes directly to the prison (either via
or Wilsonville or direct) the WWSA would get a percentage share of the ten
million dollars for the construction of the facility. Tigard/Tualatin Valley Water
District would get 6.4 million dollars with Wilsonville getting 3.6 million dollars
toward the'construction; 2) If Wilsonville'would opt not to build a facility on the
Willamette and could not produce or have enough water to supply the-prison and
the region or the WWSA provides a facility, the region would get all ten million
dollars towards the project; 3)If all else fails, Tualatin Valley has stated they will
provide water to the prison then they will get the entire ten million dollars toward
transmission system. The agreement also states that in the interim, and'agreement
will be made between TV WD and Tualatin to provide short term water for the
prison while it is under construction. This is a separate agreement which does not
involve.Tigard, since we do not have surplus water to sell.
Mr. Wegner stated that the DOC would'not be paying up front costs for
engineering., These funds will only be used for construction costs. The DOC has
stated that they have another site for the prison and the DOC has been granted the
funding with the recommendation to do a site specific analysis of an alternative site
for the prison. Mr. Wegner stated that they analysis is about complete and will be
turned over to the siting committee within the next couple of weeks. The
alternative site is'outside Wilsonville closer to Day Road. This alternative site
would not effect the water requirement needs or the major-players. All this
alternative site does is move the prison site from the Damasch site,to another site.
Mr. Wegner discussed the bylaws of the Regional Consortium group which state
that all the member agencies need to b.e kept informed of what is going on
although the Regional group did not need to approve. The Regional group
questioned whether it was within Tigard's rights to pursue a long term water
supply solution? Mr. Wegner stated that it.is very clearly defined in the:RWSP and
denotes Tigard, Sherwood, Wilsonville and.Damascus that they have short term.
immediate needs. The Consortium group also brought u,p:the issue of other
sources such as Bull Run. After a lengthy discussion, Tigard was granted
permission to pursue the Willamette River as a water supply. At this Consortium
meeting, Commissioner Sten discussed improvements that could be made to Bull
RC in. Commissioner Sten did not have a cost although there are documents that
state an estimated costs at.a half a billion dollars.
Commissioner Drangsholt questioned whether Portland would allow ownership?
Mr. Wegner stated that they met on several occasions with Commissioner Sten and
the Water Bureau Administrator and discussed the meaning of ownership. Mr.

froth water purchasers and these purchasers own capacity not supply. The
Washington County Supply Line owns capacity by Tualatin Valley'Water District •
and Tualatin.
Mr. Wegner continued his discussion on a sub regional level; He began his
discussion of the WWSA which was formed in November/December and consists
of membership of Tualatin Valley Water District, City of Tigard, City of Tualatin,
Clackamas River Water, Gladstone, Canby and Sherwood. This agency was
formed for three reasons, 1) to coordinate the water rights on the Willamette, and
2) to begin investigating and using the Willamette as viable source of water and, 3)
to start a source protection program and attempt to clean up the river. The
WWSA has had an organizational meeting approximately one month ago and last
week they had the first formal meeting.in which Paul Hunt was elected
Chairperson and Kathy Kaatz recording secretary. Mr. Wegner reminded
everyone that the WWSA was formed as a oversight agency not just the
Wilsonville diversion point facility. Mr. Wegner continued by saying that a bylaws
committee was formed for the WWSA and will be meeting tonight to,discuss
setting up a work plan and begin discussion of budgeting on the sub regional level.
The WWSA will also be working on some media events on a regional basis. Kevin
Hanway from Tualatin Valley Water District will be working on the media events.
Mr. Wegner stated that there will be a couple of media events that will taking place
and Joe Glicker from Montgomery Watson and Kevin Hanway from.TVWD will
be handling for the WWSA. There will be one public forum on KGW TV, The
Willamette River Documentary and also a taping of a new show on Sunday •
evenings at 10:3.0 on channel 49, a news forum with Eric Srmdth and Kevin and
Joe will be taping a segment of a debate with the Oregon Environmental Council
and the day of air has not been determined at this time. The WWSA is also
working with the Oregon Medical Association to get some doctors involved in
reading the study and help promote the river as a drinking source.
Commissioner Froude questioned the truth that Wilsonville is studying three
options and will have the population vote? Mr. Wegner stated that has been
discussed and they are studying three options, 1) Willamette river,-2) concept of
the Bull Run and 3) the Troutdale aquifer. CHZMHiII is currently conductinb the
study on the Troutdale aquifer and it is due for completion mid April.
Mr. Wegner distributed correspondence to the Board and we will be preparing a
response to the Wilsonville City Manager that they
o Must follow the.Department of Corrections Agreement which states that
they will come to:the table and,join in planning,and pre-engineering by the
end of this month this also includes financial*consideration.
o By January I they have to work with the group and create'a ORS 190 on
'how to operate and.construct a treatment facility,

• o Financial impact for participation
On the issue of land acquisition, Wilsonville has option of a tract of land with odd
configuration and-the price is high. There is a Realtor working'on finding tracts of
land that would be suitable for will have a report back to Kevin and Ed-by next
week. Commissioner Carroll questioned the needed acreage? Mr. Wegner stated
that they need a minimum of twenty-five acres with a maximum of fifty acres
dependent upon configuration. There is only a need for 5-10 acres on the river and
need an easernent for the raw water line to the plant and the acreage needed for the
treatment facility itself.
Murray, Smith and Associates have put together a team to conduct the preliminary
engineering study which consists of Montgomery Watson, and a financial
consulting group that has met with Tigard and Tualatin Financial Directors. Chris
Uber is putting together a comparison of 10, 20, and 30 rmgd plants. Tigard will
determine if they can do a plant alone. Tualatin Valley Water District is in for the
intake and transmission system not on the treatment plant itself. It was also
discussed that the water will:not go South.since the Water Right application
outlines the area.
Montgomery Watson has submitted a proposal for an addendum of contract to
continue raw water monitoring program and testing since EPA has come out with
a new list of potential contaminants. Mr. Wegner stated that the question that is
heard most frequently is will the water be safe to drink? We have discussed
whether we should continue to run tests on this water since the Pilot Program was
completed in 1994 and test results we have results from 1995 and 1996. Mr.
Wegner stated that he will provide the Board members with a timetable.
Mr.: Wegner stated that the public relations program is beginning:to come together.
Tigard funded back'°in November, two focus groups along with Tualatin and
Sherwood and get input from citizens on how people felt about growth and water
issues. Mr. Wegner stated that Wilsonville hired this same group to complete a
survey and he will send those results to the Board.
Mr. Wegner stated that by May 1 we will have a working document for members
of all the key Boards and Commissions that will have all the key messages, fact
sheet, and questions and answers to use as a guideline and will include who the key
contact people are. There will also be a newsletter (first in a series of five) that
will be distributed to all Tigard service area customers by March 20. Mr. Wegner
stated that we anticipate having the five newsletters out by the first of November
when the preliminary engineering study is complete.
Mr. Wegner discussed attempting to fight the erroneous facts printed in the
Oregonian and other publications and the public relations firm has suggested that
we continue to talk grass roots. Mr. Wegner stated that he has not at any public
• meeting had citizens speak against this project but have only heard these comments

from organized environmental groups or citizens from Portland or Gresharn. Mr. •
Wegner stated that we need to own our own people or territory. Mr. Wegner has
set a meeting with Steve Clark with Community Newspapers in an attempt to
assist with public relations locally. Mr. Wegner is attempting to get a Times
reporter to attend future meetings.
Mr. Wegner also stated that he will be making a presentation at the April 2 CIT
meeting in Tigard.. Mr. Wegner questioned whether the Board would like to host
a public meeting in mid April or May which will not only be open to the public but
will have an invite list of Councils, City Managers and local clubs and civic
associations?
Mr. Wegner stated that Chris Uber had attended a meeting today with a technical
group that run local businesses and they raised some questions such as whether the
Willamette would become like Bull Run and inaccessible, or will legislation be
passed to disallow recreational boating on the river?
The Board briefly discussed a letter in the Oregonian from a woman in Cedar Hills
that will not be affected by the Willamette as a water source.
Mr. Wegner also distributed a letter from State Department of Land Conservation
and Development to the City of Wilsonville which stated after looking at the
moratorium program that (page,2 of letter) "Wilsonville's correction program can •
reasonable conclude now to develop the Willamette River source, and to schedule
action steps necessary to build the facilities in an expeditious manner." Mr.
Wegner continued by saying that this is the first time the State of Oregon has come
out and stated to go to the Willamette. Mr. Wegner also distributed a letter from
the Mayor of Wilsonville telling the Director of DLCD thanks for their comments.
Roel Lindquist, City Manager for the City of Durham questioned whether the issue
raised about the Seattle treatment plant would be addressed in the preliminary
engineering study? Mr. Wegner stated that this would be included in the
preliminary study that MSA is conducting and will cover the design build and
.contract operation. Norman Penner, Chairperson for the Tigard Water District
stated the importance of the community to be behind this project and to understand
the issue and show that Portland does not have Tigard bests interest at heart but
their own interests.
6. Fiscal Year 1998199 Badget Dr(tft Discussion. - Mike Miller
Mike Miller distributed the narrative and recap sheet of the 1998/99 budget draft.
Mr. Miller continued by discussing the largest accomplishment of 1997/98 was the
reduction of rates for the next fiscal year from Portland. The staff worked the
systemand kept the peaking down to a 1which resulted in a 14% reduction in
razes. •

Mr. Miller discussed one of the goals of the department being the elimination of
Operation,Manager position and utilizing the position for additional support staff
for water quality and conservation. Mike stated that one of the highlights was the
successful reservoir cleaning and will continue with meter replacement program.
Mike outlined the following accounts:
601 $100,000 for hydraulic model of water system. Tigard is one of the very
few providers that do not'have a modeling system. This will allow us to
look at new development coming into the system and model it to check
system requirements. This will be a project that will require a RFP and
contract with an engineering firm such as CH2MHILL, EES,,MSA, Black
and Veatch, Montgomery Watson.

Commissioner Hunt questioned what was decided on contracting meter reading?
Mr. Wegner stated that we have determined at this time to continue reading meters
in house and have purchased two Postal vehicles for this purpose.
6270, Capital.Improvement Program - pipeline replacement new 24" line to go
front T2l:stand,F'onner to 135th and Walnut ($950;000) budgeted for
additional capacity for new reservoir. $15,000 for fire hydrant replacement,
program.
$300,000 for meter replacement program will allow us to replace 1-1/2"'
and larger meters which are mostly commercial/industrial; multi family
meters. Mike stated there are 660 1-1/2" and larger.meters of which 620
are 1-1/2 to 2 and we have found new meters with technology that allow
for more accurate readings.
Installation of pressure reducing stations on Bull Mountain area funded
through:SDUs program.
Mr. Wegner stated that the first budget meeting will be within the next couple of
weeks (April).

A few months ago the home I am renting was connected to'the City of"Tigard 4Agter
supply. The water meter wes}placed near the intersection of 131" and Fischer Rd_ A
couple of weeks ago a heavy truck or rather oversize vehicle ran over the water
meter,pushing-the meter downward and breaking the attached PVC piping which
resulted in an apparently large water leak. Upon returning home from work that.
night I found a nate that the water had been turned off due to the leak_
Since this eventihe public Works;Director,Ed Wegner,has decided that the meter
needs to be moved farther from the street to prevent-this from easily happening
again. Although the city has.adjusted the water bill based on the calculations
allowed,T would still be required to pay an additional one hur dyed plus dollars due
to,this exlensive'teal`?
I wouid tike to:attend the next 1VVB meeting to discuss my dilernma. Please advise

Dear Mr. Lowry,
I am writing to you to request an additional.credit toward,my current water bill with'the.city of
Tigard. As you may suspect, I had a major water leak at my residence which resulted in this rather
high water bill. I greatly appreciate the city crediting my account the Iamount that they_already have
however, the circumstances which led to this bill,were, as best.as I can figure, completely out of
my control.
ln''December of 1997 I took,a.vacation to Mississippi to spend,some time with my family for the
holidays. I returned on the evening of December 22"d and it was late and I noticed nothing out of
• the ordinary. On December 23rd I noticed that my water pressure seemed to be a,little lower than
normal-. I wondered about the problem but assumed it was a temporary situation caused by the use
of the washing machine or dishwasher. When the low pressure persisted on December 24th I started
getting concerned.and looked around my house�and found no evidence of any leaking water or
water-darnage.I,then.went outs ide'And.around to the back of my-houseand discovered that.water
was running out from under the back of my home.,I opened the crawl space and discovered that the
bottom,'under the house was flooded. I immediately shut of the water and contacted my Ibuilder to
_see if, even on Christmas eve,'he could.provide me some.assistance which he did. We-worked,for
several hours on Christmas eve but were unable to fix the leak until the 26th..t simply went,without
water for two and one half days.
My home is built on the side of a very steep hill and the main water-'line comes into the house in the
front under my driveway, Apparently the house had settled ever so'slightly. but by enough to break
the pipe where it entered the concrete,foundation of the house. Because�of the steep slope of:the hill
the water just ran, at a fairly rapid rate, down the hill underneath th_e;house, leaked out from the
basement and into the creek which runs behind the house.
Had I been home I would, most likely,have discovered this leak much sooner and the bill would
not have run to the excessive amount that it did. 1 would be extremely grateful if you would.please
put me on the:agenda for the I.W.B. for further consideration. I will look forward to;hearing`from
'you soon,'Thankyou.

The attached document has been developed to assist us in understanding and
addressing issues regarding Tigard's long term water supply questions and the
Willamette River as a viable raw water source. The idea behind this document is so
that we all have the same baseline information as we are asked questions by the
public.
As issues and messages change, I will send out revisions. As always, if you wish
additional information, please ask since we have developed a number of documents on
the Willamette River that we take to public meetings for distribution.

Key and Supporting Messages
Establishing the need
Within the next ten years communities throughout the greater Portland area will begin to
experience occasional and ultimately long-term water shortages that will result in the
inability to service existing customers and new development.
Existing water supplies or contract provisions with wholesale suppliers will not meet
anticipated demand.
• Faced with a water shortage in 5-7 years, the Tigard Water service area must find a
new source of water.
• The City of Tigard, on behalf of its customers located in the cities of Tigard, King
City, and Durham and the unincorporated area of Washington County on Bull
Mountain, purchases water from the City of Portland, the Tualatin Valley Water
District and Lake Oswego.
• These wholesale suppliers do not have enough future water capacity to meet
Tigard's anticipated future needs.
• The urgency of this situation is exemplified by the City of Wilsonville's recent
decision to invoke a building moratorium, the first time this has occurred in the
region in the past 20 years. Without an assured and dependable source of
continuous water, the City of Wilsonville can not bring on new customers.
Wilsonville officials are identifying various future water supply alternatives, but
consider the Willlamette River as the best, most cost-effective supply option.
• Nor do water supply resources exist with any other water districts in the region
where new contract relationships could be established.
Continued conservation efforts have slowed per capita usage, but anticipated regional and
community population and business growth will quickly reduce available water supplies.
• Existing wholesale suppliers, who control their own water source supply, are
unwilling to renew or expand contracts with existing or other future users in an
effort to ensure their own supply.

• Portland city officials are now talking about the potential of raising the level of the
dam within the Bull Run watershed to boost water storage capacity, but the idea is
in an extremely preliminary stage and may be very expensive for communities like
Tigard. No contracting, permitting, cost estimates or supply timetable have been
offered to date.
The public demands a certainty of water and has communicated that position to water
districts through their comments and various public opinion studies.
• Citizens are concerned about meeting local water needs for both existing and future
residents and businesses.
• Effective governmental actions to meet existing supply needs and growth demands
is an extremely important public priority.
ldenti ing solutions
Cooperative efforts are underway to identify and utilize new, safe and cost-effective
water sources.
Some 26 water districts and municipalities continuously meet to discuss, analyze and plan
for the region's short- and long-term water needs.
From this cooperative planning effort, several water districts and cities have formed the
Willamette Water Supply Agency to meet the urgent and long-term water supply needs of its
members' customers.
• The City of Tigard, as a founding member of the Willamette Water Supply Agency,
has pledged significant staff and financial resources to systematically identify the
best, cooperative water supply solution.
• Participating in this effort are the cities of Tigard, Tualatin, Gladstone, Sherwood,
the Canby Utility Board and the Clackamas River Water and the Tualatin Valley
Water Districts.
• The WWSA has evaluated the feasibility—both safety and cost—of numerous
potential sources.
• All of the options can produce safe treated and purified water.

The Solution
The Willamette Water Supply Agency's objective is to provide a safe, assured, reliable
and cost-effective source of future water for its members' customers. That will come
through the construction of a water purification plant on the upper Willamette River,
above Wilsonville.
Creating the highest quality water in the region and the state, as measured by federal and state
safety standards is the first priority of the WWSA.
• Engineering design standards and water quality testing have been focused on
meeting this critical measure, and tests indicate a proven four-step purification
process will be successful.
The water purification plant will be built and operated by the Willamette Water Supply
Agency for the benefit of the customers of its member districts.
• Customers of the Tigard water service area will be an immediate beneficiary of this
new source of guaranteed, long-term, reliable and safe water.
Engineering and financial analysis is underway to determine the initial and future capacity
of the plant, its site and pipeline distribution network to wholesale customers, the
construction timeline and cost.
• Planning is underway to determine the feasibility of oversizing the river intake pipe
to minimize future disruption of the river environment if future water demands
exceed the initial scope of the treatment plant.
• A similar effort is underway to size the distribution pipeline from the treatment
plant, also benefiting the environmental.
• All of these important issues are being reviewed by the City of Tigard's public
works staff and their consulting engineers.
As Tigard's water supply needs are immediate, they must act responsibly but quickly to
make important decisions to assure that their customers have an assured, safe and cost-
effective water supply.
• As this information is very important to citizens and customers, the WWSA
members will provide continuous information about how we are progressively
meeting our water supply responsibilities.
