Call to Order and Roll Call At 7 p.m. the meeting was called to order by Holly Polivka. 2. Approval of Minutes: April 11, 2016, Minutes Since a paper copy of the minutes were not provided, approval of the April minutes will be held over to the June meeting. 3. Comments from the Audience Margot Monti, spoke to the board in favor of acquiring a property at 6618 SW Walnut Terrace. Nancy Tracy, 7310 SW Pine St., spoke to the board in favor of acquiring a property at SW Spruce Street and 72nd Avenue as a neighborhood park. Neal Brown, 13853 SW Boxelder St., spoke to the board about his support of a recreation facility. 4. Discussion Items from Previous Meetings The board discussed its 2016 goals (no prioritization intended): • Guide and support expansion of the citywide recreation program. • Finalize the bond measure allocation of remaining funds. • Engage other community and city organizations to drive park development, park stewardship and recreation. • Maintain Park and Recreation Advisory Board (DRAB) transparency and public communications. • Explore alternative recreation programs and engage advocacy groups. • Support the city's walkability vision. The board unanimously passed the 2016 goals. 5. Update on Park and Recreation Fee and Budget Steve Martin updated the board on the Park and Recreation Fee. Some of the highlights include: • City ordinance changes will allow fees to be involved with a recreation program. Scott Winkels moved to recommend to council the Public Works Director delegate the authority to set fees and waivers in any Park and Recreation fee enabling an ordinance. Linda Shaw seconded the motion. The motion was unanimously passed by all members voting yes. 6. Park and Transportation System Development Charges (SDC) Revisions Steve Martin updated the board on the System Development Charges. Some of the highlights include: • Possibly six parks will be developed in River Terrace. • Staff has been reviewing plans to assure park development meets standards. • Changes to the current SDC program are under review. 7. Recreation Fees and Program Information This agenda item was discussed under item #5. 8. Developing PRAB Priorities for Acquisition and Development Staff provided handouts on Capital Improvement Projects and PRAB criteria; handouts are on file in the PRAB record. Final matrix for future projects will be discussed at the next meeting. The board discussed future site visits at potential properties. PRAB discussed changing the July meeting date to July 18, in order for Tigard- Tualatin School District Liaison Barry Albertson attend. 9. Parks and Recreation Updates Martin McKnight gave a brief report on the parks. The updates included: • Irrigation systems have been turned on throughout the parks system. • On May 26, 2016, a volunteer group from Intel will be doing work at Dirksen Nature Park. • Discussions of re-employment requirements are being considered by Human Resources Department and staff. PRAB Liaison Reports No reports were provided. 11. Non-Agenda Items Holly Polivka asked the board of its interest to have a member attend Tigard Triangle Advisory Board. The board discussed the importance of having regular attendance at other board meetings, such as the City Center Advisory Committee. The board requested staff provide other board meeting schedules to monthly PRAB meetings. The board discussed how property recommendations can proceed for downtown. Staff discussed that due diligence on potential properties brought before the PRAB would be discussed. In lieu of a June PRAB meeting, the board will take a field trip to assess various properties. 12. Executive Session There was no executive session. At 8:49 p.m., the PRAB adjourned.
