1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library,
2"d Floor Conference Room, at 13500 SW Hall Blvd.
2. CONSIDER MINUTES
The January 6, 2016 meeting Minutes were approved.
3. PUBLIC COMMENT
There was no public comment.
4. TRIMET RESPONSE LETTER (TRANSIT SERVICE IMPROVEMENTS)
The Committee discussed the January 8, 2016,letter from TriMet. Since the timely implementation
of these transit service improvements is very important to Tigard commuters and residents,TTAC
will come up with potential follow-on actions to discuss at a future meeting and possibly pursue the
matter further. Erik will compile the ideas,including collaborating with other cities. Also,TTAC will
coordinate its work with the City's Planning Commission.
5. DRAFT OREGON BIKE & PEDESTRIAN PLAN
Ben and Joe briefly discussed the draft plan under review by the Pedestrian Bicycle advisory
Subcommittee. TTAC members that wish to comment can send comments to Ben or Joe. A letter
will be sent to ODOT outlining all comments.
6. TRANSPORTATION OVERVIEW
A letter from Mike to the Mayor and Council was distributed regarding the potential removal of the
traffic signal light at the Main and Scoffins Street intersection. It details the transition to allow for
safety evaluation. No new road updates was available.

7. ELECTIONS— CHAIR AND VICE-CHAIR
Buff explained the process for election of the Chair and Vice Chair of the committee. Voting
members were able to nominate themselves or another voting member,with those nominated then
able to remove themselves from consideration. Nominees for Chair were Kevin, Erik and Elise.
Elise recused herself due to scheduling conflicts. Kevin was elected to serve as Chair. Nominations
for Vice Chair were Erik, Elise and Tim. Tim and Elise recused themselves. Erik was elected to
serve as Vice Chair.
8. PROJECT UPDATES
An update was provided in the agenda.
9. OTHER BUSINESS
A brief video from the U.S. Department of Transportation "Beyond Traffic: 2045 Reimagining
Transportation" series was viewed from a link Elise provided. Buff noted that Washington County is
seeking input on the next 45 years of transportation.
10. ADJOURNMENT
Chair Watkins adjourned the meeting at 8:15 pm.

Thank you for your letter requesting a schedule to Implement the recommendations in the
Southwest Service Enhancement Plan (SEP),our 20-year vision for transit improvements in the
region. The plan is now completed,and the final document will be sent to you and ether Tigard
stakeholders soon. Recommendations In the plan include:
• Frequent Service on Hall Blvd. and Greenberg Rd.,
• new service on Hall Blvd. north of Downtown and on 72nd Ave.
• more east/west service, and
• anew Community/Job Connector Shuttle in the future River Terrace area.
In September, our Board of Directors voted to increase our payroll tax rate by 1/10'h of one
percent to help fund the recommendations in the five service enhancement plans. However,
the increase has a 10-year phase in,and will only fund about one third of the full SEP
recommendations. Also,we will only be able to make limited rush hour improvements in the
first couple of years due to the lead-time needed to procure new buses—over one year. As a
result, improvements to the transit system will occur regularly, but incrementally over time.
We are currently developing a process to determine which improvements will move forward
and when they will occur. This process will rely on input from jurisdictions as well as ridership,
cost, productivity,and equity data. We will conduct additional outreach to jurisdictions and
community members once a proposal is developed for new service in the upcoming year. I
have asked Tam Mills,Sr. Planner,to contact your staff about arranging a time to further
discuss this process with the City Council and/or the Tigard Transportation Advisory Committee.

RE: Main St / Scoffins St Traffic Signal Potential Removal
DATE: January 26, 2016
We have studied the traffic flow, safety, and walkability of the intersection of Main Street
with Scoffins Street. Based on this study we recommend removing the existing traffic signal
at this intersection and converting it to all-way-stop traffic control. Calculations indicate that
all-way-stop control would benefit the public through:
• Improved safety (lower crash rates)
• Improved walkability (because all vehicles would be required to stop)
• Improved traffic operations (less overall delay waiting for the signal to change)
• Reduced vehicle speeds entering the central business district
• Reduced long-term maintenance costs (the existing signal is in poor condition)
We plan to make this conversion in stages to make sure it will work well before actually
removing the signal. First we will work with local businesses to notify them of the coming
change and listen to any concerns they may have. Then we will test the `all-way-stop' by
operating the signal in red-flash mode and installing stop signs, stop lines, and `traffic signal
under study for removal' signs, which is tentatively scheduled for Wednesday, February 10th.
We anticipate operating the intersection in this `test phase' for a few months, during which
time we could revert to normal signal operations if necessary. If, after observing the
intersection as an all-way-stop for a while,we are comfortable that it does indeed function
better as an all-way-stop, we would remove the traffic signal equipment.

Transportation Project Update —Januar, 27, 2016
Walnut Street (Tiedeman to 116`' and intersection with 135x'')
Tree removal along Walnut Street (between 116` and Tiedeman) tentatively starts Tuesday February 2nd. This
project will add sidewalks,bike lanes, a center turn lane, and underground utilities along Walnut Street from
Tiedeman Ave to 116'h Ave, and install a traffic signal in place of the all-way-stop at the intersection of Walnut St
with 135''Ave. Rotschy,Inc. will be the contractor. The main construction work is scheduled from March through
May, 2017,with a three-week closure in July/August 2016 to replace the culvert west of the Fowler tennis courts.
Main Street / Scoffins Street Intersection All-Way-Stop
This work is to improve safety,walkability, and traffic flow by converting the Main St / Scoffins St intersection to
all-way-stop traffic control. In the initial test phase tentatively starting February 10th, stop signs will be installed
and the signal operated in red-flash mode so the intersection will function as an all-way-stop. If after a few months
of the test phase the intersection is indeed functioning better as an all-way-stop, the signal would be removed.
Ross Street / 8161 Avenue Developments
Three private developments are under construction in the Ross/81ST area: a)A large senior living center on the
northeast corner of Ross and Hall which has opened new street connections of 83'Ave with Matthew Park and
Ross Street. b) A subdivision on the southwest corner of Ross and 81"; and c) a subdivision on the east side of 81",
each making half-street improvements along their street frontages.
Barrows Rd (154`' to Roshak)
Clean Water Services,in conjunction with the cities of Tigard and Beaverton,is constructing a new 24" sewer line
under Barrows Road (between 154`'Ave and Roshak Rd). Work includes construction of a new pipe in a trench
under in the roadway,with flaggers directing traffic and possible delays through April.
Fanno Creek Trail (Woodard Park to Bonita and 85r'to Tualatin Bridge)
ODOT,Metro, and Tigard will be interviewing engineering firms to select the design team for this Fanno Creek
Trail project. The four sections of this project are: 1) New trail from Woodard Park to Grant Avenue;
2) Replacement trail from Ash Avenue to Hall Boulevard; 3) New trail from the Tigard Library to Bonita Road;
4) New trail from 85'''Avenue to the Ki-a-Kuts Bridge to Tualatin
Walnut St (near 124`'Ave / Fire Station
A developer is constructing water, sewer, and storm drainage connections for a new subdivision on the south side
of Walnut Street across from the fire station. Daytime delays (with flagged traffic) are possible.
Bonita Road (Fanno Creek to I - 5)
The majority of the work in Bonita Road is now complete and work continues on final connections,punch list,
cleanup, and finishing items. Final connections will be made during the day (work will be near many residences)
and two lanes of traffic will be maintained on Bonita Road. Some delays are possible.
River Terrace
River Terrace developments are in progress. Earthwork and grading is in progress on 137-lot and 215-lot
subdivisions west of Roy Rogers Road just south of Scholls Ferry Road, and an 82-lot subdivision west of 150`'
Avenue south of Bull Mountain Road. Crews are building a sewer line under and making half-street improvements

95''Ave north of Greenburg Rd) and North Dakota St (East of Greenburg Rd) Sidewalks
The city has advertised for bids to construct new sidewalks along 95''Ave north of Greenburg Rd and North
Dakota St east of Greenburg Rd. This will build `missing link' sidewalks along two key neighborhood entrances
connecting residents to the rest of the city's sidewalks and nearby transit lines.
85'''Ave (South of Durham Rd�
A contractor for Clean Water Services (CWS) has paved 85''Ave (the extension of Hall Blvd) south of Durham Rd.
CWS is shortening the public portion of 85''Ave to reduce traffic through its wastewater treatment plant area.
Walking and cycling access to the Cook Park trails will be maintained.
Main Street at Commercial Street Crosswalk
The city will be installing Rectangular Rapid Flashing Beacon (RRFB) lights at the crosswalk across Main Street near
Commercial Street to remind drivers of the need to yield to pedestrians in the crosswalk.
Dartmouth Street (69'''Ave to 70''Ave)
A developer will be striping and completing finish work on the newly-widened south side of Dartmouth Street from
69`''Ave to 70'''Ave,in conjunction with the Red Rock Center development.
Hampton Street (72"`' to 69''') Utility Work
A contractor for Frontier will be paving over a utility trench under Hampton Street between 72°d Ave and 69''Ave.
Paving is scheduled tomorrow,weather permitting; traffic will be detoured via Beveland Road.
