Tigard, OR APPLICANT'S STATEMENT: The Caring Closet is a social services organization under the umbrella of TTSD that works to supply low- income children with free clothing. The Caring Closet currently occupies a portable trailer(1800 SF floor area) and a small building with permanent structure called the Annex(600 SF floor area) nearby. The Caring Closet receives large quantities of clothing donations, but lacks laundry facilities. Volunteers and staff currently transport all of the clothing to their homes to launder them. The Caring Closet receives help from dozens of volunteers despite insufficient restroom facilities. Currently staff and volunteers must choose between a portable toilet outdoors, or the high school's student restrooms inconveniently far away. The Caring Closet proposes an addition to the Annex building that would 1. Provide a restroom/fitting room for staff,volunteers, and clients. 2. Provide a utility room that would house clothes washing and drying machines and feature folding/organizing space. The total additional area equals 160 SF. The proposed addition: - does not enter any setbacks, - does not have a building height greater than the existing building, -does not remove any parking, or necessitate additional parking, -is not located in a landscaped area, and does not alter access ways. 18.330.020(B)(2) The director shall determine that a major modification(s) has resulted if one or more of the changes listed below have been proposed: a.
