The Exception to Oregon Structural Specialty Code(OSSC) 2014 Section 717.6.1 States: "A duct is permitted to penetrate three floors or less without a fire damper at each floor, provided such duct meets all of the following requirements: 1. The duct shall be contained and located within the cavity of a wall and shall be constructed of steel having a minimum wall thickness of 0.0187 inches(0.4712 mm)(No. 26 gage). • The provided exhaust ductwork meets all of these duct construction requirements. 2. The duct shall open into only one dwelling or sleeping unit and the duct system shall be continuous from the unit to the exterior of the building. • Each exhaust duct opens into only 1 dwelling unit and meets all of these requirements. 3. The duct shall not exceed 4-inch (102 mm) nominal diameter and the total area of such ducts shall not exceed 100 square inches in any 100 square feet(9.3m2)of floor area. • These requirements include a concentration requirement(100 square inches in any 100 square feet)and a size requirement(4-inch nominal diameter).All of the installed exhaust ducts meet the concentration requirement.The dryer exhaust ducts are 4" round ducts and meet the size requirement.The kitchen and restroom exhaust ducts are 31/4x10" rectangular during their vertical runs.They are discussed below. 4. The annular space around the duct is protected with materials that prevent the passage of flame and hot gasses sufficient to ignite cotton waste where subjected to ASTM E 119 or UL 263 time- temperature conditions under a minimum positive pressure differential of 0.01 inch (2.49 Pa)of water at the location of the penetration for the time period equivalent to the fire-resistance rating of the construction penetrated. • The annular space is sufficiently protected by the specified materials and meets all of these requirements. 5. Grille openings in a ceiling of a fire-resistance-rated floor/ceiling or roof/ceiling assembly shall be protected with a listed ceiling radiation damper installed in accordance with Section 717.6.2.1" • The design of the applicable exhaust duct does not contain grille openings in fire- resistance-rated floor ceiling assemblies. 0 The vertical exhaust ducts used on this project meet the base requirements of this exception because they do not penetrate more than three floors.They also meet all of the requirements for provisions 1,2, 4,and 5 as listed previously. Each floor/ceiling and roof/ceiling penetration is protected with a through penetration detail (HILT!System F-C-7043)tested per UL 1479 to provide equivalent protection to a fire damper with a 1 hour F rating equivalent to the fire-resistance-rating of the construction penetrated. Provision 3 specifies a 4" nominal diameter maximum duct size.Two types of vertical ducts penetrating floor/ceiling and roof/ceiling assemblies are used on this project.4" round dryer ducts which meet both the size and concentration requirements listed in provision 3 and 3'/4x10"rectangular ducts for exhaust from restrooms and kitchens that meet the concentration requirement of provision 3 but do not meet the size requirement. This exception is written for ducts provided without fire dampers.The through penetration detail used is tested in accordance with UL 1479 to provide sufficient heat and smoke protection equivalent to that of a fire damper(per OSSC 2014 Section 714.4.1.1.2). It is our engineering judgement that providing protection of penetrations that exceeds what is specified in the exception and is permissible and an alternate to a non-required fire damper provides fire resistance sufficient to outweigh any fire resistance lost due to the increased individual duct size of the penetration and results in a system that exceeds the fire resistance required and thereby complies with the intent of the provisions of this code. (503) 239-4600 brian@americanheating.net N.Seymour@americanheating.net mac@americanheating.net June 14, 2016 RE: MECHANICAL—BUILDING 1 Project Information Building Permit: MEC2016-00068 Construction Type: 5A Tenant Name: Burnham and Ash Apartments Occupancy Type: M Address: 12850 SW Ash Occupant Load: NA Area: NA Stories: 4 This letter has been written to provide an itemized response stating how each numbered issue from the initial plan review has been addressed.The plan review and corresponding responses were performed under the State of Oregon Mechanical Specialty code (OSMC) 2014 edition,the State of Oregon Fire Code (OFC) 2014 edition, and the State of Oregon Structural Specialty Code (OSSC) 2014 edition. 1) The mechanical plans have been stamped and signed by the architect of record (Josh Cabot, SERA Architects). 2) In reference to through penetrations of horizontal assemblies, OSSC 2014 Section 717.6.1 states "a duct constructed of approved materials in accordance with the Mechanical Code that penetrates a fire-resistance-rated floor/ceiling assembly that connects not more than two stories is permitted without shaft enclosure protection, provided a listed fire damper is installed at the floor line or the duct is protected in accordance with Section 714.4". Each exhaust duct is individually routed out of the building without opening into any spaces other than the space it is exhausting. Stories are not connected by these ducts.They are protected according to section 714.4.OSSC 2014 Section 714.4 refers to horizontal assembly penetrations of floors, floor/ceiling assemblies,and the ceiling membrane of a roof ceiling assembly.Section 714.4.1.1.2 states"Through penetrations shall be protected by an approved through-penetration firestop system installed and tested in accordance with ASTM E 814 or UL 1479,with a minimum positive pressure differential of 0.01 inch of water(2.49 Pa).The system shall have an F rating/T rating of not less than 1 hour but not less than the required rating of the floor penetrated".The through penetration details provided are tested in accordance with UL1479. 3) In reference to through penetrations of horizontal assemblies, OSSC 2014 Section 717.6.2 requires ceiling radiation dampers or a shaft enclosure to be provided to protect membrane penetrations.The following section OSSC 2014 717.6.2.1 States"Ceiling radiation dampers are not required where either of the following applies: 1. Tests in accordance with ASTM E 119 or UL 263 have shown that ceiling radiation dampers are not necessary in order to maintain the fire-resistance rating of the assembly. 2. Where exhaust duct penetrations are protected in accordance with Section 714.4.1.2, are located within the cavity of a wall and do not pass through another dwelling unit or tenant space. The exhaust ducts meet the requirements of option 2 listed above,they are located within the cavity of a wall and do not pass through another dwelling unit or tenant space. OSSC 2014 Section 714.4.1.2 states"Penetrations of membranes that are part of a horizontal assembly shall comply with Section 714.4.1.1.1 or 714.4.1.1.2. Where floor/ceiling assemblies are required to have a fire-resistance rating, recessed fixtures shall be installed such that the required fire resistance will not be reduced.Section 714.4.1.1.2 states"Through penetrations shall be protected by an approved through penetration firestop system installed and tested in accordance with ASTM E 814 or UL 1479, with a minimum positive pressure differential of 0.01 inch of water(2.49 Pa).The system shall have an F rating/T rating of not less than 1 hour but not less than the required rating of the floor penetrated".The through penetration details provided are tested in accordance with UL1479. 4) The dryer submittal and verification from the general contractor have been provided to demonstrate that the vent routing shown complies with the dryers that will be provided. 5) Water Heater exhaust vents and air inlets have been added to the plans including vent type (PVC),size (3"), quantity(5 of each for 5 water heaters), and spacing requirements(6"from each other). 6) Key Notes 11 and 12 have been added to clarify that the fan coils will be hung from the building structure and state how and if they will be concealed. 7) Unprotected ducts, transfer grilles,and sidewall supplies in corridors have been removed along with corresponding exhaust airflow reductions(Bike Parking 106,Storage 114), moved to fire protected outdoor air intakes(Bike Parking 113, Electrical110), or been re-designed to use FSD protected supply air as ventilation instead of exhaust air(Storage X44 stack). 8) References to OSSC 712.1.2 have been removed and replaced with references to chapter 717 and 714 as detailed in the responses to issue 2 and 3. As requested, this letter has been itemized stating how each numbered issue has been resolved, has been issued with a City of Tigard letter of transmittal,and has been delivered along with 2 copies of the revised plan.
