Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:47 p.m. 2. Approval of Minutes —April 13, 2016 Commissioner Reu moved to approve the April 13 minutes. Commissioner Jehnke seconded the motion. The motion passed by unanimous vote of the commissioners present, with Commissioners Henschel,Jehnke, and Reu voting yes. 3. Public Comments No one from the public was in attendance; therefore, there were no comments from the public. Note: The board discussed agenda item number S before discussing agenda item number 4. 4. Lake Oswego-Tigard Water Supply Update Mr. Goodrich provided these updates: • The new water treatment plant has reached substantial completion. • All six new granulated activated carbon (GAC) filters are operating. • Personnel has moved from the old administrative building to the new administrative building. Page 1 of • The entire Tigard water service area will be off Portland water by the end of this week. There have not been any calls or major equipment issues so far resulting from the change-over. ■ The contractor will now start demolition of the old filter gallery and the old administrative building where the new ozone facilities will be constructed. The ozone facility is estimated to be completed by December 2016. Final punch list items should be finished by April 2017. At the request of Commissioner Henschel, Mr. Goodrich also gave a brief update regarding the status of the Oregon Court of Appeals case concerning Clackamas River water rights. Mr. Goodrich said the hearing is scheduled for July 6 or 7, but any news from that hearing is not anticipated until August or September. Ms. Lawhead will work with Mr. Koellermeier to schedule a tour of the new water facilities for the board members. Mr. Goodrich reported: • Average water use for the month of May was 4 million gallons per day (mgd). This usage is typical for this time of year. At the beginning of June, water demand jumped to 9.25 mgd due to unseasonably high temperatures. • Water injection has been completed to aquifer storage and recovery (ASR) well no. 1 (Bull Run water), and ASR well no. 2 (Lake Oswego-Tigard water). 92 mg of water is currently stored in ASR well no. 1—which is about a 66-day supply, and 180 mg of water is stored in ASR well no. 2—which is about an 83-day supply. 5. Unidirectional Flushing Update Mr. Goodrich reported on the progress of unidirectional flushing by the city crew. Some highlights include: • The project objective is to flush the majority of the system prior to taking on the new water source. • 845, 229 linear feet of pipe has been flushed this fiscal year to date—an average of 12,407 feet per day at a cost of 10 cents per linear foot. • It is anticipated that the project will be completed in about 30 days. 7. Water Operations and Maintenance and Water Capital Improvement Plan FY 2016-17 Budget Update Mr. Goodrich relayed that the proposed budget was recommended by the budget committee for final adoption by council at its upcoming on June 14. 8. Information Items There were no informational items. 9. Non-Agenda Items Page 2 o F 3 The recently published KnowH2O 2015 Annual Water Quality Report was distributed to the board members. A copy of the report is on file in the I" meeting record. In response to Commissioner Henschel's inquiry regarding the report's findings on lead in Tigard's water, Mr. Goodrich said the following: • Tigard's water is not in violation of federal standards for lead levels. • Lead levels in the report were taken from homes. The city has the responsibility to make sure lead levels going to customer's homes, businesses, and schools are acceptable,while it is the responsibility of customers to make sure that their fixtures are lead-free. • The city's website provides links to the Lead in Drinking 1-Vater and Household Plumbing brochure and the City of Tigard Fact Sheet.
