1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:31 p.m.
2. Approval of Minutes —March 9, 2016
Commissioner Reu moved to approve the March 9 minutes. Commissioner Inman
seconded the motion. The motion passed by a majority vote of the commissioners
present,with Commissioners Henschel, Inman,Jehnke, and Reu voting yes.
Commissioner Woodard abstained.
3. Public Comments
No one from the public was in attendance; therefore, there were no comments from the
public.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of March was 3.95 million gallons per day (mgd).
This usage is typical for this time of year.
• In the month of March, approximately 20 million gallons (mg) of water was injected
to aquifer storage and recovery (ASR) well no. 1, and 21 mg to ASR well no. 2. A

total of 171 mg of water is stored in ASR wells,which is about a 62-day supply based
on 2.5 mgd recovery rates.
• City crews have unidirectionally flushed approximately 710,000 linear feet of pipe,
which is 60 percent of the system total. Over the next 3 months, crews will continue
to complete the last 40 percent of the system.
• Lead in drinking water continues to be a topic in the news media,including
information regarding the City of Portland and their water source, Lake Bull Run.
City staff is receiving higher than usual call volumes pertaining to lead in drinking
water. Free test kits are still being offered through our joint monitoring program,
Multnomah County Public Health, and Portland Water Bureau (PWB).
• Lake Oswego Tigard Water Partnership (LOTWP) program managers report that
Tigard should have access to additional capacity at the water treatment plant in mid-
May as new processes come on line.
5. Consider Making a Recommendation to the Tigard City Council on the Short
Term Water Sales Agreement
Mr. Goodrich gave a brief summary of the short term water sales agreement between the
City of Tigard and the Portland Water Bureau. After discussion, Commissioner Inman
recommended the Tigard City Council authorize the mayor to sign the agreement.
Commissioner Rue seconded the motion. The motion passed by unanimous vote of the
commissioners present,with Commissioners Inman, Henschel, Jehnke, Reu, and
Woodard voting yes.
6. Consider Cancellation of the May 11 IWB Meeting
Due to scheduling conflicts, staff requested the board consider cancelling the May 11
IWB meeting. Commissioner Jehnke recommended cancelling the meeting.
Commissioner Reu seconded the motion. The motion passed by a majority vote of the
commissioners present,with Commissioners Inman,Jehnke,Reu, and Woodard voting
yes. Commissioner Henschel voted no.
7. Information Items
There were no informational items.
8. Non-Agenda Items
In response to an inquiry by Commissioner Woodard regarding budgeted funds for bank
charges, Mr. Rager suggested that Toby LaFrance or Cara Fitzpatrick would be able to
answer his question.

10. Adjournment
At 6:26 p.m. Commissioner Inman moved to adjourn the meeting. Commissioner Jehnke
seconded the motion. The meeting adjourned by unanimous vote of the commissioners
present,with Commissioners Henschel, Inman,Jehnke,Reu, and Woodard voting yes.
