Per your email Chuck, the sheathing edge nailed to the first sill plate is okay so
long as the two top plates are properly stitch nailed together to transfer the shear.
To insure this is the case, add 10d at 6" o.c. to the underside of the lower top
plate to the upper top plate. If this nailing is added then the shear transfer will be
okay. This issue is applicable at the one story areas only.
