Call to Order and Roll Call At 7 p.m. the meeting was called to order by Dave Brown. 2. Approval of Minutes: December 14, 2015, minutes Wayne Gross moved to approve the December 14, 2015, meeting minutes. Claudia Ciobanu seconded the motion. The minutes were approved by a majority of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Holly Polivka, Troy Mears and Linda Shaw voting yes. Scott Winkels abstain. 3. Comments from the Audience Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handouts about his support of a community recreation center operated by the YMCA; handouts are on file in the PRAB record. 4. Capital Improvement Plan (CIP) Prioritization Public Works Division Manager Steve Martin spoke to the board and provided a handout for the results of the board's CIP prioritization; handout is on file in the PRAB record. Some of the highlights include: • PRAB members prioritized the list of projects. • 16 trail developments are listed. The board agreed further review and discussions are needed. 5. PRAB Goals The board agreed further review and discussions are needed. 6. PRAB Election of Officers PRAB members elected a Chair and Vice Chair for 2016. Troy Mears moved to nominate Holly Polivka as Chair and Claudia Ciobanu as Vice Chair. Scott Winkels seconded the motion. Holly Polivka was elected Chair, and Claudia Ciobanu elected as Vice Chair by a unanimous vote of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Troy Mears, Holly Polivka, Linda Shaw and Scott Winkels voting yes. 7. Parks Update Martin McKnight gave a brief report on the parks. The updates include: PARK& RECREATION ADVISORY BOARD MINUTES January 11, 2016 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-718-2591 1 www.tigard-or.gov Page 2 of 4 • Park shelter reservation season began January 5, 2016. • Several Special Use applications have been filed for events. • Clean up has been done at the shoreline of Tualatin River at Cook Park. • Maintenance is being done on park equipment. • The Parks Division is in the process of hiring a Utility Worker II position. Linda Shaw asked if any of the projects on the CIP list were a priority. Martin McKnight responded that all trails in Tigard need maintenance. Holly Pohvka asked for an update for the completion of the trail at Dirksen Nature Park. Staff responded an asphalt path will be constructed to connect with a soft trail; completion has not been determined. 8. Discussion of Park and Recreation Priorities for PRAB The Park Maintenance Fee will be discussed during the January 12, 2016, City Council meeting. Toby La France spoke to the board on the information he will be providing council. Some of the highlights include: • Currently, the General Fund pays for police, library, community building and parks. • Current park maintenance costs are $2.2 million. • The Park Maintenance Fee will provide maintenance to area parks and will not financially affect the General Fund. 9. Non—Agenda Items Steve Martin spoke on the board members desire to attend other board and committee meetings. Board members will attend various meetings and report back to the PRAB members on their discussions. Marc Woodard updated the board on the council liaison position. Councilor Snider and Councilor Woodard will be alternating monthly attendance for the PRAB meetings.
