But a question: Debbie's estimate for the TDT for this job was$6665.00,the rate that was in effect when she spoke with them in July and also when the application was received on 9/8/2014. To be fair, I think we should charge them the $6665.00, which is what we would have charged them at permit issue on 10/2/2014 instead of the now current rate of $8036.00. The Parks SDC is OK as it is because those rates changed 7/1/2014. Any thoughts on this? Thanks,Albert. With these fees invoiced, inspections cannot be called in until these fees are paid. MST2014-00146, shop conversion to a SF residence, of$15,782.18 SWR2015-00011,sewer connection, of$4,935.00 Total balance due on this project of$20,717.18. In addition to the park and TDT SDC fees,there were additional plumbing fees for all of the utilities(sanitary and storm sewer,water service and rain drain connectors)that were not included on the MST permit that George discovered during a plumbing inspection. 1 Regarding the school construction excise tax, we made an error and collected fees only on the portion of the shop/garage used for auto parking of 506 square feet when we should have collected for the entire structure converted from a shop/garage to a SF residence for a total of 1,280 square feet which the applicant had entered on the permit application. For the sewer connection fees, I have created permit number SWR2015-00011,with a total due of$4,935.00 for permit and inspection fees. The sanitary sewer inspection has already been performed and passed under the MST permit, which is where we normally do these inspections. We just failed to create a SWR permit at the time the MST was created. Regarding the active electrical permit, ELC2013-00503,this was to replace a service panel on the shop. No inspections have taken place, and my guess is that the electrical service work was actually inspected and passed under MST2013- 00106 for the shop remodel. The applicant on this permit is Canby Electric,who is also the electrician on the MST for the shop remodel and the MST for the shop conversion. Canby Electric should submit a request for refund and to void the electrical permit, ELC2013-00503, prior to the final inspection to obtain the C of O on the MST for the shop conversion. My sincere apologies for any inconvenience to the applicant on this project for our fee errors. However,when the applicant was quoted an "estimate"of approximately$22,325.16 in fees due, and they only paid a total of$2,920.94, it is my understanding that they were conscientious of the remaining balance due prior to C of O. After you have presented the invoices to the applicant, please have them call me if they have any questions. Thank you for your assistance with this project. When we did plan review,we invoiced for some school tax, but unfortunately we did not collect the correct amount, nor did we collect for parks or TDT,and this was not caught at post review when we invoiced the fees, or at issuance when we collect the fees. Also, I did not create a sewer permit when the shop conversion permit came in,and I believe that was overlooked because the shop was already hooked to sewer because of the bathroom identified on the previous permit shop remodel permit. There was a PFI permit for the lateral work for both the new house and the shop, so the applicant was aware of the permit process for the sewer connection. 2 For whatever reasons, we neglected to collect the correct amounts that were quoted to the applicant by Debbie. Per Mark, he has asked that I assess the correct SDC fees and notify the applicant that the fees must be paid before the building permit can be finaled on the shop conversion. This will separate the shop/garage conversion from the NEW SF located at 8605. 1 am also looking up for demo credits for SDCs that may have been applied to the shop/garage conversion to a SF structure. MST2013-00106: Remodel to add (1) bathroom,washer and dryer(fees collected here for bathroom plumbing and mechanical work)when it was on the original parcel/address. MST2014-00146: Conversion to a 2-bedroom 1-bath dwelling (fees collected here for kitchen plumbing and additional mechanical work)after it was partitioned to a new address. So,for inspection and public records purposes on this shop/garage structure,they need to call in for the appropriate inspections on the appropriate permits. On a side note, Mark raised a question about SDC fees on this shop/garage conversion. It seems we collected the school construction excise tax, however we did not collect TDT or parks fees,and we did not issue a sewer connection permit on this structure. Background: This project has been confused from the beginning. The confusion centers around MLP2014-00001 which was applied for after the first 2 MSTs were issued. MST2013-00081 was applied for on 4/4/13, revised on 9/18/13, and issued 9/24/13 for a new SFR at 8605 SW Pinebrook,a lot that contained no house but a shop/garage. The Accela record shows no finals with the last inspection 4 being a 322 Shower Pan on 6/30/14. Rebecca says that she will have finals called in this week. Hopefully,they haven't skipped any inspections. MST2013-00106 was applied for on 4/29/13, issued 5/9/13, and revised 8/7/13 for remodeling the shop/garage at 8605 SW Pinebrook and adding a bath and washer/dryer. The Accela record shows no finals with the last inspection being a 115 Electrical Service on 6/18/13. MLP2014-00001 was applied for on 1/23/14 and approval became effective 6/12/14 for partitioning 8605 into 2 parcels, 8605 SW Pinebrook on which the new SFR was under construction and 8615 SW Pinebrook which contained the shop/garage. MST2014-00146 was applied for on 9/8/14 and issued on 10/2/14 for converting the shop/garage now at 8615 SW Pinebrook to a 2-bedroom, 1 bath SFR. The Accela record shows no finals with the last inspection being a 275 Framing on 2/5/15. It appears clear that MST2014-00146 should supercede and replace MST2013-00106 since both pertain to what was originally a shop/garage. Dianna, what should we do to close out MST2013-00106 and replace it with MST2014-00146? Mark and Chip, FYI, requests for finals on MST2013-00081 should be coming in.
