Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:35 p.m. 2. Approval of Minutes— October 14, 2015 Commissioner Reynolds moved to approve the October 14, 2015,minutes. Commissioner Woodard seconded the motion. The motion passed by unanimous vote of the commissioners present,with Commissioners Henschel,Jehnke, Reynolds, and Woodard voting yes. Note: Commissioner Inman arrived at 5:38 p.m. 3. Public Comments No one from the public was in attendance; therefore, there were no comments from the public. Page I o 3 4. Water Supply Update Mr. Goodrich reported: • Average water use for the month of October was 4.6 million gallons per day (mgd). This usage was typical for this time of year. November usage is currently approximately 3.7 mgd. • There are approximately 83 million gallons (mg) of water stored in aquifer storage and recovery (ASR) wells, which is about a 38-day supply. • ASR well injection will begin sometime in December. Mr. Goodrich made reference to a memo that was emailed to the board members on November 5 regarding functional testing of Bonita Pump Station. The memo is on file in the IWB meeting record. Testing of the new pump station began on November 9, and extended runtime testing of each pump started November 12. This testing was to ensure that each pump meets contract performance requirements and durability. The pumps move water into the 470-foot elevation, terminating at the largest storage reservoir at Bull Mountain. Once all tests are completed,portions of this area will start receiving the new source water. Introduction of new source water into the upper distribution system will occur over the next several months, slowly replacing City of Portland water supply. The schedule for all customers to be on the new source water is in April or May, 2016, before the expiration of the water contract with the City of Portland. In response to a question from Commissioner Henschel,Mr. Goodrich said the following regarding the earthquake readiness of the ASR wells and water storage tanks: • The ASR wells are located in a very strong basalt area. It is felt that the wells are in a protected area. • The tanks at High Tor Reservoir are buried in a large basalt area. • The 10 Mil tank has recently undergone some earthquake retrofitting. • There will be a determination in the master planning as to what will occur with the aging tanks at Canterbury. • The newest reservoir, Waluga Reservoir,was built to meet all earthquake standards. 5. Ongoing Intergovernmental Agreement Discussion Mr. Rager asked if there were any questions about a memo that was sent to the board prior to this meeting. The memo, regarding ongoing intergovernmental agreement discussions,is on file in the IWB meeting record. The board members had no questions, however Commissioner Henschel reported that a rough draft agreement had been prepared based on draft 6. A copy of the draft agreement was provided by Commissioner Henschel to the board members and to staff for review. Pagc 2 of 3 7. Informational Items Mr. Rager reported that finance department staff is working on providing the board with fresh information regarding any possible software solution to improve consistency of water billing cycles. The results of that research will be provided to the board when available. All of the board members,with the exception of Councilor Woodard, reported that they received the recent test alert from the CodeRed emergency notification system. Mr. Goodrich noted that in order to avoid getting duplicate alerts, Councilor Woodard will be included in the Tigard City Council group for CodeRed alerts. In response to an inquiry from Commissioner Reynolds, Mr. Goodrich explained that it is possible for a customer with a large house and many fixtures to have a reduction in water meter size by reducing the number of fixtures. There would, however, be a possibility of a problem with water pressure that would be the responsibility of the homeowner. 8. Non-Agenda Items 8.
