Call to Order and Roll Call At 7 p.m. the meeting was called to order by Dave Brown. 2. Approval of Minutes: October 12, 2015, minutes Holly Polivka moved to approve the October 12, 2015, meeting minutes Linda Shaw seconded the motion. The minutes were approved by a majority of the board members present with Wayne Gross, Holly Polivka, and Linda Shaw voting yes. Dave Brown and Claudia Ciobanu abstains. 3. Comments from the Audience Chris Garsteck, 11774 SW 125`h Ct., a representative of the Tigard Dog Park Committee, a representative of the Tigard Dog Park Committee, reported on the success of the 2015 Halloween costume party. Keith Ettestad, 9125 SW Hill St., spoke to the board about his desire for the city installing playground equipment on the library grounds. Reid Iford, 11575 SW Pacific Hwy., spoke to the board on the online newspaper, Tigard Now! Mr. Iford would like to feature the board members in upcoming issues. Cortnie Cassell, 11334 SW Plum Ter., spoke to the board on her desire of installing an Americans with Disabilities Act (ADA) access path at Bull Mountain Park. Toraj Khavari, 13293 SW Woodshire Ln., volunteer of Friends of Bull Mountain Park, spoke to the board and provided a handout for his request to help raise $45,000 to meet the Metro Nature in Neighborhood (NIN) grant. Staff responded that no funds were currently available. Holly Polivka moved to support the Friends of Bull Mountain Park with the NIN grant. Wayne Gross seconded the motion. The motion was approved by a majority of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Holly Polivka and Linda Shaw voting yes. PARC — Parks and Recreation Charge Finance and Information Services Director Toby LaFrance spoke to the board on the potential Parks and Recreation Charge. Some of the highlights include: • The charge will provide revenue for parks ongoing operations and maintenance. • Over the last 15 years, park land has grown 66 percent while staffing to maintain the parks has only grown 12 percent. Claudia Ciobanu moved to approve researching additional funding sources for parks. Linda Shaw seconded the motion. The motion was approved by a majority of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Holly Polivka and Linda Shaw voting yes. 5. Discussion of Topics for the November 17, 2015,Joint Meeting of the PRAB and Council Steve Martin and the board discussed topics for the November 17, 2015, joint meeting with council. Some of the highlights include: • Parks and recreation charge. • Recreation coordinator. • Smoking ban in parks. Wayne Gross moved to recommend an ordinance banning smoking in all parks and recreational properties. Claudia Ciobanu seconded the motion. The motion was approved by a majority of the board members present with Dave Brown, Claudia Ciobanu, Wayne Gross, Holly Polivka and Linda Shaw voting yes. 6. Parks Update Martin McKnight gave a brief report on the parks. The updates include: • The leaf disposal and food drive will be held on November 14 and 21 at Cook Park. • This weekend, Tualatin Riverkeepers will be hosting a tree planting event at Cook Park. • The annual tree lighting in Downtown Tigard at Liberty Park will take place on December 4. • The Parks Division is in the process of hiring a Utility Worker II position. Non-Agenda Items Dave Brown thanked Councilor Woodard and Neal Brown for their efforts on trying to bring a community center to Tigard. Holly Polivka updated the board she attended the Youth Advisory Council. The council elects a community award to one student a month. Linda Shaw updated the board on the upcoming Tigard Walks that will take place on Thanksgiving day at Bull Mountain Park. 8. Executive Session No executive session was held. 9. Adjourn At 9:16 p.m., the PRAB adjourned.
