Note: King City representative David Newham resigned from the board in July 2014. The King City City
Manager will notfy Tigard staff when a new representative is appointed.

1. Call to Order, Roll Call and Introductions
Commissioner Buchner called the meeting to order at 5:33 p.m.
2. Approval of Minutes —November 12, 2014
Commissioner Henschel moved to approve the November 12, 2014, minutes.
Commissioner Inman seconded the motion. The motion passed by unanimous vote of
the commissioners present, with Commissioners Buchner, Henschel,Jehnke, and Inman
voting yes.
3. Public Comments
There were no comments from the public.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of November was 3.8 million gallons per day
(mgd). This usage is normal for this time of year.
• The injection cycle for aquifer storage and recovery (ASR) well no. 2 has begun
and will continue into the winter months. There is a 40-day supply stored in the
ASR wells.
5. Willamette Water Supply Program Overview
Todd Heidgerken, Interim Water Supply Program Director at Tualatin Valley Water
District (1'VWD), distributed two hand-outs regarding the Willamette Water Supply
Program and potential routes. The hand-outs are on file in the IWB meeting record.
Mr. Heidgerken stated that his purpose in speaking to the board was to create an
awareness of what the Willamette Water Supply Program is, to advise of route options
being considered, answer questions, and allow feedback. Some highlights of the
presentation are:
• Possible pipeline routes from the Willamette River in Wilsonville include connection
points near Highway 26 in the Hillsboro area and an eastern connection around
Highway 217, or further north, to serve the water needs of the eastern portion of
TVWD and possibly the City of Beaverton.
• The preliminary design of the project has been initiated by TVWD and the City of
Hillsboro.
• The goal is to complete the project by the year 2026.
6. Update on Water Billing Cycles
Ron Blecker referred to a memo in the IWB packet. The memo summarized the results
of a study he conducted regarding current billing cycle procedures. The study showed:
• In a period of twelve months 11,858 customers—out of 15,005 customers—were
bumped into higher water billing rate tiers because of variable billing cycles.
• The average cost to those affected customers was $0.004, with a highest one-time
cost to a single customer of$11.21 and the lowest one-time cost to a single customer
of$0.11.
• The City of Tigard collected an additional $48.72 for the year as a result of those
customers who were bumped into the higher rate tier.
Commissioner Henschel distributed a chart showing his personal water bills. This
document is on file in the IWB meeting record. Comparing his billings to the results of
the study, Commissioner Henschel concluded that there must be a discrepancy, or a flaw
in the formula. He also noted that there was a billing date differential between online
statements and paper statements.
Staff will provide additional information regarding:
• A possible formula error in the study.
• Why there is a billing date differential between online statements and paper
statements.
• Water meter readers going to a 5-day work week as an option to make billing cycles
more consistent.

7. Informational Items
Commissioner Buchner gave these updates:
• The water treatment plant construction is behind schedule.
• The River Intake Pump Station (RIPS) will begin testing in January.
Dennis Koellermeier:
• Acknowledged Commissioner Buchner's service on the board.
• Distributed copies of the Intergovernmental Agreement Regarding Water System
Ownership and Water Service, an agreement between the City of Tigard and the City
of King City. This document is on file in the IWB meeting record.
John Goodrich reported that the Tigard City Council approved:
• A 10.5-percent one-time water rate increase effective January 1, 2015.
• Four additional rate increases of 3.25-percent per year from 2016 to 2019.
Ron Blecker said he now realized why it appeared that there was a flaw in the formula
used in the study. The $48.72 collected in the 12-month period by the City of Tigard as a
result of the current billing practice was the net amount collected after all costs to the city
including salaries, meter reading, etc.

At 6:46 p.m. Commissioner Inman moved to adjourn the meeting. Commissioner
Henschel seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioners Buchner, Henschel,Jehnke, and Inman
voting yes.
