Park & Recreation Advisory Board (PRAB) Meeting Minutes
MEETING DATE: October 12, 2015 7 p.m.
MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Troy Mears.

Audience:
Chris Garsteck, Mark Schulfer and Paige Flanagan.
After roll call, Holly Polivka moved to nominate Troy Mears as acting chair for this
meeting. Linda Shaw seconded the motion. Troy Mears was approved by a majority
of the board members present with Troy Mears, Holly Polivka, Linda Shaw and Scott
Winkels voting yes.
2. Approval of Minutes: September 14, 2015, minutes
Scott Winkels moved to approve the September 14, 2015, meeting minutes Linda
Shaw seconded the motion. The minutes were approved by a majority of the board
members present with Holly Polivka, Troy Mears, Scott Winkels and Linda Shaw
voting yes.
3. Comments from the Audience
Chris Garsteck, 11774 SW 125th Ct., a representative of the Tigard Dog Park
Committee, distributed an invitation to the Annual Halloween Costume Contest.
The flyer was included in the PRAB meeting packet.
Mark Schulfer, 9145 SW North Dakota St., spoke to the board on his desire for the
city to purchase a parcel of property located on SW North Dakota for a community
park.
Paige Flanagan, 8895 SW Edgewood St., spoke to the board on her desire not having
the YMCA run a recreation facility in Tigard.
4. Metzger School Park— Park Planning
Associate Planner Marissa Grass spoke to the board on the city's plan for a park at
Metzger Elementary School. Some of the highlights include:
• An Intergovernmental Agreement (IGA) has been signed with Tigard-Tualatin
School District.
• Public meeting was held September 30, 2015.
• Future meetings will be held to continue planning.
5. Safe Routes to School
Assistant Planner Lina Smith spoke to the board on the Safe Routes to School
program. Some of the highlights include:
• The city has hired a Safe Routes to School Program Coordinator.
• October 7, 2015, was International Walk & Bike to School Day.

6. Mountain Bike Trails
Scott Winkels gave a brief presentation on possibilities for off-road cycling trails.
Some of the highlights include:
• Existing park spaces are under-utilized.
• Unsafe "Bandit" jumps have been constructed on city owned lands.
7. Parks Update
Martin McKnight gave a brief report on the parks. The updates include:
• Board members have been invited to attend the Oregon Recreation and Parks
Association yearly conference.
• Playground equipment near the shelter will be replaced at Summerlake Park.
• Interviews for the recreation coordinator position will take place this week.
8. PRAB Communication and Representation with Other Boards
Steve Martin spoke to the board on its participation to attend future Planning
Commission, City Center Advisory Commission and Youth Advisory Council
meetings.
9. Non-Agenda Items
Steve Martin reminded the board of the joint meeting with City Council on
November 17, 2015.
10.Executive Session
No executive session was held.
11. Adjourn
At 8:09 p.m., the PRAB adjourned.
