The site plan shows that the compactor portion of the enclosure will allow for adequate access. The gate opening measures 12',please ensure the gates are hinged in front of the walls and not inside the walls to allow for the full 12' opening. There should also be a 120 opening angle allowed along with cane bolts and holes put in place for the gates to be locked in the open and closed positions. The side of the enclosure intended for recycling container is not large enough. The opening is only 6' wide and we require at least 12'. At this time, recycling cannot be placed in this enclosure unless modifications are made as follows: • The inside measurements of the opening need to be 12' wide. • The gates need to be hinged in front of the enclosure walls to allow for the full 12' width. This will also allow for the 120 degree opening angle that is required. • The gates need cane bolts and holes put in place for the gates to be locked in the open and closed positions.The holes for the gates to be held open need to be at the full 120 degree opening angle. • There should be no center post at the access point to the enclosure. In regards to the compactor, it is our understanding that Wessco is making one last modification to ensure the compactor can fit our equipment,per an e-mail from Wessco on 10/16/15. The last modification needed is to adjust the rear lock pocket so our truck can securely lock the compactor in place when hauling it. Once this change is made we will be able to service the compactor. It is our understanding based on previous conversations with the on site manager as well as with Shane Wallack that Arbor Heights intended to use a valet waste company to transport garbage and recycling from residents to the compactor, which is a violation of the City of Tigard Municipal Code section 11.04. Per an e-mail and follow up phone conversation that I had with Shane on 10/15 I explained that this is a violation and this activity is not allowed under the Solid Waste Management code. I then received an e-mail from Shane confirming that they will not be using a valet waste company and residents will be placing trash in the compactor themselves. As long as the modification to the compactor is made accurately by Wessco and the valet waste company will not be used,we approve this plan. As noted above, recycling cannot be placed in the same enclosure as the compactor unless the above modifications are made. If you have any questions, feel free to contact me. We have no contract with a valet service for waste.We will have a compactor on site for the residents to place trash in per our conversation. Please let me know what else you need to get the letter to the city, it is our obligation to the owner of the property to get their hauling bills down and that is the sole purpose of the compactor. As for the needs and requirements of your trucks and drivers we will be sure all equipment on site meets those requirements, including the recycling containers, I should have the updated details shortly for the compactor connections. I called the complex and they told me I should talk to you about it. I tried calling your office line just now but it went to voicemail so I thought I'd shoot you an e-mail. The valet service not allowed under the franchise in City of Tigard. We explained that to Gosia last week and she directed us to discuss it further with you. I just want to make sure we're all on the same page of how the service will work moving forward if you still are moving forward with the compactor.
