The station is proposed at the northeast corner of the site currently used for parking. The facility consists of a 73 foot by 102 foot canopy with three fueling islands, nine fuel dispensers and five underground storage tanks. Project: Tigard Costco Gasoline Addition Subject: Proposed Contribution towards Dartmouth/OR 99W Intersection Following-up on our meeting with the City of Tigard on March 3rd, 2014 and subsequent meeting on March 24th, 2014, this memorandum presents a proposal for mitigating the proposed Costco Gasoline fuel station project impacts at the Dartmouth/OR 99W intersection. It presents a specific project to mitigate the fuel station’s impact at the intersection, which includes construction of northbound and southbound right-turn lanes at the intersection. It is our understanding that the City is pursuing conversations with ODOT and the adjacent property owner to determine the feasibility of acquiring necessary ROW and approval for the turn-lanes. In the event that Costco is unable to construct the proposed turn-lanes, Costco will contribute the projected cost of the improvements ($237,833) for use in design and construction of future improvements at Dartmouth/99W. If applicable, Costco will also contribute $78,400 to account for ROW costs associated with the turn-lane improvements if the City deems appropriate. BACKGROUND Costco is proposing to add an 18 fueling position Costco Gasoline fuel station to the existing Costco site in Tigard, Oregon. The fuel station is projected to add a total of 90 net new weekday PM peak hour trip ends and approximately 110 net new weekend peak hour trip ends. The current City of Tigard staff report includes a condition of approval requiring Costco to contribute $525,000 towards the intersection of SW Dartmouth Street and Highway 99W. There is not an ordinance for contributions to a specific long-term project with associated defined cost and capacity improvements for the intersection (only a generic project with a hypothetical cost outlined in the City’s TSP). Furthermore, the intersection is forecast to meet adopted ODOT operational standards, even with the Costco project in place, once currently funded and designed near-term improvements that are under construction are in place. Even though the overall intersection will meet the adopted prevailing ODOT operational standards with traffic from the Costco project, Costco has in good faith worked with the City of Tigard Tigard Costco Gasoline Addition Project #: 11367 April 1, 2014 Page 2 Kittelson & Associates, Inc. Portland, Oregon to provide contributions to a long-term future project at the Dartmouth/99W intersection in order to mitigate the project’s specific impacts to individual movements at that intersection which operate overcapacity. Current funded improvements at the intersection include an additional westbound through lane on OR 99W, extension of queue storage for the northbound left-turn lanes on SW Dartmouth Street, and conversion of the left-turns from Dartmouth Street to protected phasing (the north and south legs are currently split phasing). These improvements are currently under construction. IMPROVEMENTS REQUIRED TO MITIGATE PROJECT IMPACTS TO INDIVIDUAL MOVEMENTS As noted above, with the currently funded improvements in place the intersection of Dartmouth Street/99W will meet ODOT operational standards even with traffic from the Costco project. As such, this investigation focused on mitigating individual movements at the intersection where the Costco project is adding additional traffic to movements that are forecast to operate over capacity. Operational analysis shows that adding an exclusive southbound right-turn lane plus an exclusive northbound right-turn lane at the Dartmouth/99W intersection would mitigate the project’s impacts for the intersection movements that are operating overcapacity and improve operations (2014 total traffic conditions) to equivalent or better than those without the project (2014 background conditions). The operational impact of these improvements is shown in Table 1 and Table 2 for the weekday PM peak hour and weekend midday peak hour, respectively. The operations under the 2014 background conditions (without proposed fuel station) are compared to the 2014 mitigated total traffic conditions (with proposed fuel station and turn-lane improvements). The difference in volume-to-capacity ratio and delay between the scenarios is also provided. A negative value for the change indicates an improvement in operations from the background to mitigated total traffic conditions. Analysis sheets for all scenarios are provided in Appendix A. A concept sketch showing the proposed improvements is provided in Figure 1. The improvements were designed to tie-in with the improvements currently underway at the intersection, shown in the plans in Appendix B. Based on discussions with ODOT, the plans are currently being updated to reflect protected left-turn phasing on the Dartmouth approaches. Note that the sketch in Figure 1 is provided for informational purposes to illustrate the improvements and is not intended to serve as a construction document. Further refined plans will be required to construct the turn-lanes. COST ESTIMATE The City is currently engaged in discussions with ODOT and the property owner on the northwest side of the intersection to assess the feasibility of acquiring the necessary ROW and permissions to construct the right-turn lanes. While ROW exists to construct the northbound tight-turn lane, the southbound right-turn lane requires the acquisition of ROW from the property owner on the northwest side of the intersection. In the event that construction proves infeasible, Costco proposes to contribute the cost of the right- turn lanes, considered a fair and equitable contribution to mitigate Costco’s impact. Therefore, a cost estimate summary for the turn-lane improvements was developed and is provided in Table 3. The cost estimate also includes a tree impact fee ($537 per tree as provided by City of Tigard Staff). The cost estimate also accounts for signal modifications to allow for right-turn overlaps in both directions. In the event that ROW is not donated but must be purchased to construct the southbound turn-lane, a ROW cost is also provided. Full details of the cost estimate are provided in Appendix C. An additional $78,400 may be required to purchase ROW on the northwest side of the intersection. This is significantly less than the $525,000 requested by the City, which is based only on a generic and undefined project cost estimate of $6 million listed in the City's TSP and an unsupported estimated benefit from that project of additional capacity for 1,400 trips per hour. Costco requests that this revised amount, which is fair, equitable, and based on a specific mitigation with a defined cost, be used as the value of Costco’s contribution to future improvements at the Dartmouth/99W intersection (if the turn-lanes prove infeasible to construct). The City may use these funds to construct improvements at Dartmouth/99W or towards another project in the immediate area they see more fit. This contribution will be TDT creditable. Please let us know if you have any questions or if there is any additional information you require. If not, we trust that the staff report for the upcoming Planning Commission meeting will be updated to include that Costco will construct northbound and southbound right-turn lanes at Dartmouth/99W. In the event that construction of the turn-lanes become infeasible (due to the City’s conversations with ODOT and the adjacent property owner), Costco will instead contribute the $237,833 equivalent cost of the improvements (and potential $78,400 to account for ROW if the City deems appropriate). Project: Tigard Costco Gasoline Addition Subject: Proposed Contribution towards Dartmouth/OR 99W Intersection Following-up on our meeting with the City of Tigard on March 3rd, 2014 and subsequent meeting on March 24th, 2014, this memorandum presents a proposal for mitigating the proposed Costco Gasoline fuel station project impacts at the Dartmouth/OR 99W intersection. It presents a specific project to mitigate the fuel station’s impact at the intersection, which includes construction of northbound and southbound right-turn lanes at the intersection. It is our understanding that the City is pursuing conversations with ODOT and the adjacent property owner to determine the feasibility of acquiring necessary ROW and approval for the turn-lanes. In the event that Costco is unable to construct the proposed turn-lanes, Costco will contribute the projected cost of the improvements ($237,833) for use in design and construction of future improvements at Dartmouth/99W. If applicable, Costco will also contribute $78,400 to account for ROW costs associated with the turn-lane improvements if the City deems appropriate. BACKGROUND Costco is proposing to add an 18 fueling position Costco Gasoline fuel station to the existing Costco site in Tigard, Oregon. The fuel station is projected to add a total of 90 net new weekday PM peak hour trip ends and approximately 110 net new weekend peak hour trip ends. The current City of Tigard staff report includes a condition of approval requiring Costco to contribute $525,000 towards the intersection of SW Dartmouth Street and Highway 99W. There is not an ordinance for contributions to a specific long-term project with associated defined cost and capacity improvements for the intersection (only a generic project with a hypothetical cost outlined in the City’s TSP). Furthermore, the intersection is forecast to meet adopted ODOT operational standards, even with the Costco project in place, once currently funded and designed near-term improvements that are under construction are in place. Even though the overall intersection will meet the adopted prevailing ODOT operational standards with traffic from the Costco project, Costco has in good faith worked with the City of Tigard Tigard Costco Gasoline Addition Project #: 11367 April 1, 2014 Page 2 Kittelson & Associates, Inc. Portland, Oregon to provide contributions to a long-term future project at the Dartmouth/99W intersection in order to mitigate the project’s specific impacts to individual movements at that intersection which operate overcapacity. Current funded improvements at the intersection include an additional westbound through lane on OR 99W, extension of queue storage for the northbound left-turn lanes on SW Dartmouth Street, and conversion of the left-turns from Dartmouth Street to protected phasing (the north and south legs are currently split phasing). These improvements are currently under construction. IMPROVEMENTS REQUIRED TO MITIGATE PROJECT IMPACTS TO INDIVIDUAL MOVEMENTS As noted above, with the currently funded improvements in place the intersection of Dartmouth Street/99W will meet ODOT operational standards even with traffic from the Costco project. As such, this investigation focused on mitigating individual movements at the intersection where the Costco project is adding additional traffic to movements that are forecast to operate over capacity. Operational analysis shows that adding an exclusive southbound right-turn lane plus an exclusive northbound right-turn lane at the Dartmouth/99W intersection would mitigate the project’s impacts for the intersection movements that are operating overcapacity and improve operations (2014 total traffic conditions) to equivalent or better than those without the project (2014 background conditions). The operational impact of these improvements is shown in Table 1 and Table 2 for the weekday PM peak hour and weekend midday peak hour, respectively. The operations under the 2014 background conditions (without proposed fuel station) are compared to the 2014 mitigated total traffic conditions (with proposed fuel station and turn-lane improvements). The difference in volume-to-capacity ratio and delay between the scenarios is also provided. A negative value for the change indicates an improvement in operations from the background to mitigated total traffic conditions. Analysis sheets for all scenarios are provided in Appendix A. A concept sketch showing the proposed improvements is provided in Figure 1. The improvements were designed to tie-in with the improvements currently underway at the intersection, shown in the plans in Appendix B. Based on discussions with ODOT, the plans are currently being updated to reflect protected left-turn phasing on the Dartmouth approaches. Note that the sketch in Figure 1 is provided for informational purposes to illustrate the improvements and is not intended to serve as a construction document. Further refined plans will be required to construct the turn-lanes. COST ESTIMATE The City is currently engaged in discussions with ODOT and the property owner on the northwest side of the intersection to assess the feasibility of acquiring the necessary ROW and permissions to construct the right-turn lanes. While ROW exists to construct the northbound tight-turn lane, the southbound right-turn lane requires the acquisition of ROW from the property owner on the northwest side of the intersection. In the event that construction proves infeasible, Costco proposes to contribute the cost of the right- turn lanes, considered a fair and equitable contribution to mitigate Costco’s impact. Therefore, a cost estimate summary for the turn-lane improvements was developed and is provided in Table 3. The cost estimate also includes a tree impact fee ($537 per tree as provided by City of Tigard Staff). The cost estimate also accounts for signal modifications to allow for right-turn overlaps in both directions. In the event that ROW is not donated but must be purchased to construct the southbound turn-lane, a ROW cost is also provided. Full details of the cost estimate are provided in Appendix C. An additional $78,400 may be required to purchase ROW on the northwest side of the intersection. This is significantly less than the $525,000 requested by the City, which is based only on a generic and undefined project cost estimate of $6 million listed in the City's TSP and an unsupported estimated benefit from that project of additional capacity for 1,400 trips per hour. Costco requests that this revised amount, which is fair, equitable, and based on a specific mitigation with a defined cost, be used as the value of Costco’s contribution to future improvements at the Dartmouth/99W intersection (if the turn-lanes prove infeasible to construct). The City may use these funds to construct improvements at Dartmouth/99W or towards another project in the immediate area they see more fit. This contribution will be TDT creditable. Please let us know if you have any questions or if there is any additional information you require. If not, we trust that the staff report for the upcoming Planning Commission meeting will be updated to include that Costco will construct northbound and southbound right-turn lanes at Dartmouth/99W. In the event that construction of the turn-lanes become infeasible (due to the City’s conversations with ODOT and the adjacent property owner), Costco will instead contribute the $237,833 equivalent cost of the improvements (and potential $78,400 to account for ROW if the City deems appropriate).
