Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:35 p.m. 2. Approval of Minutes —August 12, 2015 Commissioner Henschel moved to approve the August 12, 2015, minutes. Commissioner Jehnke seconded the motion. The motion passed by unanimous vote of the commissioners present,with Commissioners Henschel,Jehnke, and Woodard voting yes. 3. Public Comments There were no comments from the public. 4. Water Supply Update Mr. Goodrich reported that the summer water supply season has closed. For August 2015, the average customer water demand was 9 million gallons per day (mgd). This is less than the 10-year average by almost one-half million gallons, and is about the same usage as last year. Aquifer storage and recovery (ASR) wells are currently offline. There are approximately 88 million gallons of stored water available,which is comparable to about a 41-day supply at normal pumping rates. ASR well 1 operated as a groundwater well ("native") for this summer cycle and produced approximately 111 million gallons for the peak season. ASR well injection will begin sometime in December after the winter season rains return. September water demand is down significantly from last year. This may be due to weather patterns over the last week or so. Current demand is about 6.5 mgd. Over the same period last year, demand was close to 9 mgd. Monthly averages are tracking lower as well. The city also curtailed the Joint Water Commission's QWC) supplemental water for the season. This was a short-term contract for supplemental water supply for the peak season. This was necessary due to Lake Oswego Tigard Water Partnership (LOTWP) construction activities that did not allow access to Lake Oswego-Tigard's water supply. In response to an inquiry from Commissioner Henschel, Mr. Goodrich explained that the lower water usage was most likely due to increased water rates. Other factors could be the most recent downturn in the economy, causing less discretionary income for residents to spend on landscaping. We are seeing growth spurts in the River Terrace area. Developers are expediting paperwork to begin building their housing developments in this area. Mr. Goodrich gave the following updates: • The Bonita Pump Station construction is near completion. • The Lake Oswego-Tigard water plant construction is still in progress. • There has been no change in the Oregon Court of Appeals case concerning Clackamas River water rights. 5. Informational Items Mr. Goodrich stated that the High Tor Reservoir area reportedly had a skunk nest.. City staff surveyed the area, however no skunk activity was found. 6. Non-Agenda Items Mr. Goodrich reported that the city had a meeting with a customer who disputed his water bill. The assistant finance director and the utility billing supervisor met to discuss the case and staff determined that the meter was misread. A credit was given for the disputed amount, resolving the case. Page 2 of 3 Commissioner Woodard recommended adding the Intergovernmental Water Agreements on the meeting agenda for review. Commissioner Henschel explained that prior to the year 2011, Commissioner Patrick Carol from the City of Durham decided that the agreement was written poorly. Draft 6 was created and given to the City of Tigard where it was rejected. The city responded with Draft 7, which was thrown out as well. Commissioner Woodard again recommended adding the agreements to the meeting agenda to discuss the history of the agreements. 7.
