Members Absent:Jennifer Stanfield. Staff Present: Buff Brown, Sr. Transportation Planner;Mike McCarthy, Streets and Transportation Sr. Project Engineer; and Joe Patton, Sr. Administrative Specialist. Others Present: None. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:32 pm. The meeting was held in the Tigard Library, 2" Floor Conference Room, at 13500 SW Hall Blvd. 2. CONSIDER MINUTES The June 3, 2015 meeting Minutes were approved. 3. PUBLIC COMMENT There was no public comment. 4. PREPARATIONS FOR MEETING WITH CITY COUNCIL The meeting with City Council is scheduled for September 15. Kevin proposed three parts: (1) presention of the Planning Calendar as a synopsis of previous and future meetings, (2) Members share interests reasons for being part of TTAC, and (3) communicate three (ideally) key points to the Council. There will be an exercise at the next meeting to determine the key points that the Committee would like to communicate to the Council. 5. FY17 CAPITAL IMPROVEMENT PROGRAM (CIP) Kevin noted that the next City fiscal year is July 1, 2016 to June 30,2017. The timeline proposed by Carissa is for TTAC members to receive (on or about September 23 and after staff review) the initial FY17 Capital Improvement Program project funding list. At the October 7 meeting there will be a presentation on the CIP and how the list was established. After discussion,it was the Committee consensus that action on the CIP take place at the November 4 meeting to allow adequate time for TTAC review. Kevin will coordinate this timing with City staff. 6. REVIEW: "WALKABILITY" PRESENTATION &WORKSHOP Buff asked for input on the Jeff Speck presentations and final report as well as Kenny Asher's response. To make a place walkable the walk needs to be useful with a destination and needs to be safe, comfortable, and interesting. Infrastructure is important to meet the safe and comfortable requirements including connectivity with lots of streets, small blocks,places to cross and good streetscape. The City is working on a plan to focus on the downtown and the Tigard Triangle area, as suggested in the report, to make Tigard a destination instead of a place to pass through. Comments included filling sidewalk gaps to improve walkability and not focusing on those areas at the expense of the City as a whole. River Terrace was another area of focus in the report with suggestions for additional roads and connections to roads that are under county control. 7. FOLLOW-UP TO "BUS-STOP" PRESENTATION Buff noted that Tri Met conducted a Pedestrian Network Analysis in 2012 and gave a brief overview. He recently received the on and off counts for all of the stops in the Tigard area; this information will be incorporated into a Page 1 of 2 TIGARD TRANSPORTATION ADVISORY COMMITTEE August 5, 2015 graphic. He suggested determining which high priority stops to focus on with Tri Met. 8. N. DAKOTA BRIDGE- REPAIRS&UPGRADES Mike shared some photos of the temporary steel beams recently installed on the North Dakota Bridge to replace the wood beams.The concern now is the deterioration of the wood pilings, The expected life expectancy is at least five years and the City submitted the application for a long-term fix.The bridge is now open to traffic. Significantly, a new pedestrian walkway was installed in conjunction with the repairs. A ribbon-cutting ceremony will be held August 18 at 10 am. The Committee commended City staff for their success in completing this complex job in a timely manner. 9. PROJECT UPDATES & REPORT The major paving work,including sealing pavement cracks on about 15 miles of city streets,is complete for this year. Striping was installed last week on Walnut St, 92'Ave, and Nimbus Ave. Walnut St.was restriped with a ten- foot travel lane and three-foot shoulder. On Grant Ave. (Walnut St. to St.Anthony) the centerline striping was elirninated to visually project a neighborhood street and slow traffic. The City reinstalled the majority of the speed humps (with gaps for emergency vehicles). Options for sidewalk gap funding are being considered. Hwy 99W/Gaarde St./McDonald St.: signal poles are installed working toward final paving and signal turn on at the end of the month. Bonita Road(Fanno Creek to I-5):crews will be working during the day to remove the old pump station and connect the new water line to the portion tunneled under 1-5 a few months ago. Northwest Natural and other utilities will be doing some work in Bonita Road, but it should remain open to traffic. Scholls Ferry Road (Cascade Ave to Hwy 217): an ODOT safety project is improving sidewalks, signals,and lighting (including left turn arrows for traffic turning from Cascade onto Scholls Ferry).'Walnut Street (Tiedeman to 116'h and intersection with 1350):project design is 90%complete with bidding planned in the fall,construction this winter through 2016,including relocating existing overhead utilities underground. Downtown: crews are demolishing the old public works shops and yard on Ash Ave to make way for a new multi-family development. The new dog park(northern corner of Burnham Street and Ash Avenue)opened last week and pavement markings. will be modified to add a few parking spaces soon.The Artwork has been installed at the north and south entrance, construction of retaining walls and other amenities are underway. A private developer is building a new subdivision on the site of the former Tigard Armory including curb and sidewalk along Oak Street,a storm drainage connection to and detention swale along Ventura Dr.,and a pathway connection from the subdivision to Ventura Dr. 10. The Tour de parks bike ride is on September 12 in conjunction with the Street Fair. 13.
