1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library,
2°d Floor Conference Room, at 13500 SW Hall Blvd.
2. CONSIDER MINUTES
The August 5, 2015 meeting Minutes were approved.
3. PUBLIC COMMENT
There was no public comment.
4. RESCHEDULED JOINT COUNCIL MEETING
The meeting was rescheduled to October 20. Kevin divided TTAC into two groups for a "cafe
activity" to begin development of three key points to address with Council. Kevin took pictures of
both initial listings of key points to share with all members. At the November meeting, the
Committee will prepare a final listing of key points for presentation to Council.
5. REVISED FY17 CIP PROCESS AND TIMELINE
Kenny described the discussion that took place a year ago to revamp the CIP process. Rather than a
call for projects, staff will present a well-defined prioritized list. The scoring system is taking a little
longer than anticipated but will be ready before the October meeting. Brian noted Transportation
CIP was not the only one to change. The uber list is being reduced to a qualified list of projects that
can be completed over a twelve-year period, some with help from grants. That will be narrowed to a
six-year CIP list that will be presented to TTAC. It will include projects that meet the financial
feasibility screen. Rather than presenting the list every year it will be presented every other year as
most of the projects span multiple fiscal years.A draft qualified CIP list will be presented by
October 7 for consideration. TTAC recommendations are needed no later than the November 4
meeting so an initial financial forecast is completed before the holidays. The City is also looking at
alternative ways to complete large projects that may not make it into the CIP priority list.A second
TTAC meeting in October or November may be necessary to complete the process this year.

6. HUNZIKER INDUSTRIAL.CORE PROJECT `FAST TRACK" AUTHORIZATION
Lloyd Purdy explained the need to borrow$200,000 from the City Gas Tax funds until$1.5 million
in economic development infrastructure funduig is received from the State in 2017. The funds will
be used to hire a consultant to perform the preliminary design work for a new industrial road..
The contingency contains $300,000 not earmarked for other projects. After discussion, the
vote was unanimous to recommend using$200,000 of the City Gas Tax contingency for the
Hunziker Industrial Core project, as per the staff memorandum, with reimbursement from
the $1.5 million State funds_
7. BIKE/PED SUBCOMMITTEE OVERVIEW
Postponed until next month.
8.. PROJECT UPDATES & REPORT
A Community Development Block Grant (CBDG) federal find is available to help fill a sidewalk
gap along the north side of Commercial St. After discussion, the Committee voted unanimously to
authorize Devin to write a letter in support of the project. Mike discussed the project updates
attached to these Minutes.
9. INFORMATION SHARING
None.
10, PLANNING CALENDAR
The neat meeting is October 7,2015. There may be a brief meeting before the October 20 joint
meeting rxith Council to make recommendations for the C1P.
11. OTHER BUSINESS
A. The Tour de Parks bike ride is on September 12 in conjunction with the Street lair.
B. A program to address sidewalk and crosswalk gaps-,;till be presented to Council.A
discussion on additional funding for paving will also take place.

Re: Request for TTAC Recommendation for Designated Use of City Gas Tax
Date: August 25, 2015
The purpose of this memo is to request that the TTAC provide a recommendation to designate
the use of City Gas Tax to fund engineering and design work that will assist in securing a $2.8
million dollar federal grant for a new road connecting Hunziker to Tech Center Drive.
Problem
On July 6, 2015, the State of Oregon awarded the City of Tigard $1.5 million in economic
development infrastructure funding to be used for public infrastructure in the Hunziker
Industrial Core. This $1.5 million in state funding will be used as a match against a $2.8 million
dollar grant proposal to the Economic Development Agency (EDA) at the U.S. Department of
Commerce.
Staff requests funding for design and engineering costs now because some engineering must be
done as part of the application to the EDA in order for the application to be competitive when
compared to other projects in the Pacific Northwest. City Gas Tax funding will be used to hire a
consultant to perform the preliminary design work for a new industrial road connecting
Hunziker to Tech Center Drive. This expense will be reimbursed by the $1.5 million from
the State in 2017.
Potential Solution
Tigard has a $0.03/gallon city gas tax on every gallon of gas sold in the city limits. These
revenues are maintained in the City Gas Tax Fund. The fund is paying for debt service on the
Greenburg Rd./Main St./Pacific Hwy intersection improvements through FY 2020. City Gas
Tax funds were used for the improvements at 72nd Ave and Dartmouth Street as well as the
Pacific Highway/Gaarde Street/McDonald Street Intersection Improvements. The adopted
budget has $300,000 of unobligated fund contingency that can be used for this project upon
recommendation by TTAC. This request is for $200,000 of the above mentioned
contingency to be used to start design and engineering of this industrial road.

TTAC's Role
Council has given the TTAC a strong recommendation role in the use of City Gas Tax. In TMC
3.165.270.3 it states, "...all funds collected pursuant to this chapter shall be maintained in the Tigard City
Gas Tax Fund until such time as the Transportation Advisory Committee designates a priority project for the
use of such funds."
By designating the use of City Gas Tax at the September 2, 2015 meeting, staff can amend the
FY 2016 Capital Improvement Program (CIP) to include the Hunziker Industrial Core project
in the Adopted Budget at the business meeting scheduled for October 13, 2015.

The major paving work is complete for this year.
Bonita Road (Fanno Creek to I - 5)
Crews are working during the day to remove the old pump station near the I-5 overpass and connect the new water
line to the portion tunneled under I-5 a few months ago. Northwest Natural and other utilities will be doing some
work in Bonita Road,which will remain open to traffic.
Scholls Ferry Road (Cascade Ave to Hwy 217)
An ODOT safety project is improving sidewalks, signals, and lighting. This will include left turn arrows for traffic
turning from Cascade onto Scholls Ferry.

Oak Street and Ventura Drive
A private developer is building a new subdivision on the site of the former Tigard Armory. Work includes curb and
sidewalk along Oak Street. Work also includes a storm drainage connection to and detention swale along Ventura
Drive and a pathway connection from the subdivision to Ventura Drive.
Dirksen Nature Park
Crews will be spraying and removing non-native grasses in the oak savanna along Tigard Street.
Walnut Street (Tiedeman to 116`h and intersection with 135`h)
Design is 99% complete on this project which is planned for bidding in the fall. Construction is planned to start
this winter and continue through 2016. The project will also include relocating existing overhead utilities
underground. The design team is reaching out to homeowners affected by utility undergrounding.
Main Street at Highway 99W (both ends) Artwork installation
Work is in progress at both ends of Main Street at Highway 99W to install sculptures and beautify these entrances
to downtown. Artwork has been installed. Retaining walls and other amenities are being built.
River Terrace
The first River Terrace development is underway. Construction has started on an 82-lot subdivision located on the
west side of 150`h Avenue south of Bull Mountain Road. If you have any questions,please contact Mike White at

Hwy 217 `Real Time' Signs
ODOT is designing the next phase of electronic signs providing`real-time'information for drivers on Hwy 26 and
`real-time' signal and traffic flow adjustment for the roads approaching Hwy 26. They will be at Sunday's Farmers'
Market to get public input to hear feedback on the recently-installed signs along Hwy 217, and get input for this
