Others Present: Matt Bihn,Metro;Dave Aulwes,Tri Met; and Tom Mills,Tri Met. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:32 pm. The meeting was held in the Tigard Library, 2"d Floor Conference Room, at 13500 SW Hall Blvd. 2. CONSIDER MINUTES The April 1, 2015 meeting Minutes were approved. 3. PUBLIC COMMENT There was no public comment. 4. SOUTHWEST CORRIDOR BRIEFING Matt Bihn noted that the decisions on the Tigard options would occur in December 2015,including the mode (light rail or bus rapid transit). They are trying to narrow the options before moving to the next stage of the Draft Environmental Impact Statement (DEIS). Though there is no limit to the options that can be considered with the DEIS, each adds considerable cost to the project. The DEIS will start in 2016. If a bond measure were required to fund the project,it would occur in the fall of 2016. He also discussed some of the data and assumptions used for the modeling through 2035. Subsequent to the meeting,Matt clarified that the Tigard and Tualatin vote to satisfy the ballot measure rules would occur in 2016, and that the bond measure would likely be in 2018. Dave Aulwes discussed each of the five current options for the Tigard area. The Beveland to Ash and Branch Service are the favored options. If the option chosen is BRT the highest percentage of dedicated lanes is 92%,but mixed use is possible along the majority of the route. The growth of average daily traffic west of 217 has grown by about 0.2%per year since 1986 and by 0.5% east of 217. Tom Mills discussed the Southwest Service Enhancement Plan including routes that are changing, new bus lines and Community/Jobs Connector shuttles serving the River Terrace area. There is a revision underway with a final plan likely available in July 2015. Adjustments are possible after the Southwest Corridor plan is finalized. The topic will be discussed in detail at the june 2015 meeting. G. INFORMATION S14ARING A. The Huffington Post stated that a report From the National Oceanic and atmospheric .-'administration (NC AA) showed average global levels of carbon dioxide stayed above 400 parts per million through all of March 2015, the first time that has happened far an entire month since record keeping first began. It has never been above B. Daimler has built a l~reighthner Supei-fruck that hauled a 65,000 pound load and achieved 12.2 mpg on a 312 mile road test. C. Speattun IEEE reports that a motorcycle mechanic in Af hanistmi produced ars electric t-,vo-seat motorbike with solar panels on the roof and a range of 40 kilometers. It includes pedals in case it runs out of power. 1-he total cost to produce it is S1,600. 7. OTHER BUSINESS A. Tigard Downtown alliance received a grant for$52,000 for glass globes,bike stations, benches and bike racks that are located downtown. B. The Tigard Art Falk continues through May 15, 2]15. C.
