Members Absent: Evelyn Murphy,Jennifer Stanfield, and Timothy Esau (alternate). Staff Present: Mike McCarthy, Streets and Transportation Sr. Project Engineer; and Mark Bernard, Associate Transportation Planner. Others Present: Mojie Takallou,Ph.D.,P.E., University of Portland Civil Engineering Department; Calista Fitzgerald; Kate Stoller; and Matt Muldoon. 1. CALL TO ORDER Vice Chair Hughart called the meeting to order at 6:35 pm. The meeting was held in the Tigard Library, Burgess Community Room, at 13500 SW Hall Blvd. Mojie Takallou,Ph.D.,P.E. from the University of Portland gave a presentation on highway,local roads and street safety for non- engineers. 2. CONSIDER MINUTES The January 14, 2015 meeting Minutes were approved. 3. PUBLIC COMMENT There was no public comment. 4. TRANSPORTATION SAFETY WORKSHOP The presentation took place from 6:35 pm to 8:05 pm. 5. ELECTIONS FOR CHAIR AND VICE CHAIR Mike McCarthy explained the process for election of the Chair and Vice Chair of the committee. Voting members were able to nominate themselves or another voting member,with those nominated then able to remove themselves from consideration. Nominees for Chair were Karen Hughart, Elise Shearer and Kevin Watkins. Elise recused herself due to scheduling conflicts. Kevin Watkins was elected to serve as Chair. Nominations for Vice Chair were Karen Hughart and Erik Halstead. Karen Hughart was elected to serve as Vice Chair. 6. PROJECT UPDATES A project update was given by Mike McCarthy on the Hwy 99W—Gaarde—McDonald intersection improvements. Construction activity related to utility relocation is underway with NW Natural currently on site. Later work will include tunneling under Hwy 99W to make way for a 36" casing (water pipeline) with a 16"water main (transmission line) inside it as part of the drinking water supply partnership with Lake Oswego. Page 1 of 2 TIGARD TRANSPORTATION ADVISORY COMMITTEE February 4, 2015 7. OTHER BUSINESS A. Ravi asked how to add items to the agenda and who controls Hwy 99W signals. Mike explained that proposed agenda items can be emailed to him, and they are then vetted by staff,Chair and Vice Chair to determine which meeting;it is best suited for. He also noted that the signals are controlled by ODOT. B. In response to a question from Elise,Mike noted that the proposed Midget accommodates pro)ects listed in the CIP for the corning year. C. Benjamin requested a future agenda item to provide more information on reflectivity of pavement markings and the types of materials used,particularly the thermoplastic striping material mentioned by Mike. 8.
