1. CALL TO ORDER
The meeting was called to order at 7:02 p.m.
2. ROLL CALL

3. APPROVE NOVEMBER 19,2014 MINUTES
Cathy motioned to accept the November 19 meeting minutes, Connie seconded- approved by
the committee.
4. 2015 COUNCIL GOALS
I. Provide Recreation Opportunities for the People of Tigard
II. Make Downtown Tigard a Place Where People Want to Be
III. Adopt Tigard Triangle Strategic Plan and Enable Future Development Capacity
IV. Enable Groundbreaking in River Terrace by Summer 2015
V. Expand Opportunities to Engage People in the Community
Councilor Goodhouse outlined Council's plans/strategy for adding sidewalks throughout the
city to aid the city's vision of being the most walkable city in the Pacific Northwest where
people of all ages and abilities enjoy healthy and interconnected lives.
5. TIGARD WALKS UPDATE
The first walk was held January 1 and was a great success - the February 14 walk was good too
and plans continue to host a walk every month, with two a month over the summer months.
The idea is to engage residents in walking the community and showing trails, paths and
connections they might not know about.
6. OTHER?
• Jeremy mentioned the good job the city did on the Derry Dell Creek project.
• Cathy asked how the city prioritizes needs related to the Street Maintenance Fee.

Street Maintenance Fee projects are picked by a team from Engineering and Public Works
Street staff. Projects are selected by what's the most efficient use of budgeted funds for the
season. Preventative maintenance is done where possible (crack seal, slurry seals) and
overlays are prioritized by streets with the highest traffic volume. If funding is left over,
projects are selected from a backlog of projects - again, ranked by highest traffic volume.
Council is currently reviewing the Street Maintenance Fee (SMF) to consider a rate increase
for the Pavement Management Program. The purpose is paving the growing backlog of
streets that are in poor condition. This will increase Tigard's pavement rating from 70 to
80+ in 10 years. The paving condition index was 67 in 2009 and 70 at the end of 2013, with
the low eighties being the ideal for lower maintenance costs.
• Resident Neal Brown requested time to present his vision for building a $28 million dollar,
60,000 square foot YMCA in downtown Tigard. In an effort to assess the community's
level of financial support for such a facility, Council commissioned a survey to begin next
month. The survey is being paid for by the city ($12,500), Washington County ($1,000) and
the YMCA ($11,500).
• Marijuana-Measure 91 Forum: Council is considering an agenda item for recreational
marijuana at the March 10 council meeting. Connie mentioned that Tigard Turns the Tide
is hosting an educational forum for parents on February 24 and the OLCC is hosting
educational meetings around the state - February 26 they will host a gathering in Beaverton.
