05/11/2015 - Minutes ® City of Tigard Park & Recreation Advisory Board (PRAB) Meeting Minutes MEETING DATE: May 11, 2015 7 p.m. MEETING LOCATION: Tigard Public Works Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Dave Brown. Approval of Minutes: April 13, 2015, minutes Holly Polivka moved to approve the April 13, 2015, meeting minutes. Linda Shaw seconded the motion. The minutes were approved by a majority of the board members present with Dave Brown, Wayne Gross, Holly Polivka and Linda Shaw voting yes. Troy Mears and Claudia Ciobanu abstained. 3. Comments from the Audience Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handout about his support of a recreation facility operated by the YMCA; handouts are on file in the PRAB record. He went on to recognize Tigard High School student, Carter Kruse, for his community service. Reid Iford, 11575 SW Pacific Hwy., spoke to the board on the new online newspaper, Tigard Now! The website provides community information and updates. 4. Public Hearing — Consider Action for Complex Tree Removal at Greenfield Community Garden Chairman Dave Brown opened the public meeting. Lina Chung-Smith and Marissa Grass spoke to the board and provided a handout on the removal of seven Linden trees located at the Greenfield Community Garden; handout is on file in the PRAB record. Some of the highlights include: • Removal will allow solar access to garden plots affected by lack of sun. • The trees will be replaced nearby. • Staff recommended planting seven replacement trees at nearby locations. Public Testimony: Dave Hiller, 13604 SW 130`h Pl., Phyllis Klein, 13033 SW Caddy Pl., and Alexa Lewis, 13030 SW Caddy Pl., expressed support for the tree removal. Staff Recommendation - Grounds and Open Space Coordinator Greg Stout recommended the removal of the trees. Chairman Dave Brown closed the public hearing. Claudia Ciobanu asked for clarification that with the removal of the seven Linden trees, the city will plant seven replacement trees. Greg Stout replied the proposed replacement trees would be Redbuds. Tim Pepper asked if the city would consider planting dwarf/espalier fruit trees. Greg Stout replied the city will not consider planting of fruit trees. PRAB consideration: Wayne Gross moved to approve the removal of the existing trees and replace seven trees at the Parks Division discretion. Linda Shaw seconded the motion. The motion was approved by a unanimous vote of the board members with Dave Brown, Wayne Gross, Holly Polivka, Linda Shaw, Troy Mears and Claudia Ciobanu voting yes. 5. Tigard-Tualatin School District Agreement Steve Martin updated the board that City Council has reviewed the agreement and during the June 23, 2015, council meeting they will consider a resolution to approve the agreement. He went on to say that parks on school district property will include community gardens. 6. Parks Update Martin McKnight gave a brief report on the parks. The updates include: • The east parking lot at Cook Park hosted police motorcycle training. • The city owned house on the corner of Burnham Street and Ash Avenue has been demolished. This will be the location of the new Ash Avenue Dog Park. • The construction of a restroom at Summerlake Park has started. • The Parks Division is currently hiring seasonal parks staff. • Park shelter reservations have increased. • An intern from Tigard High School will be job-shadowing employees in the Parks Division. Non —Agenda Items During the last PRAB meeting, a citizen asked if a road extension will be planned on Alpine Crest Way. Steve Martin met with the Tualatin Valley Fire and Rescue Fire Marshall and they would not require a road to be completed. Dave Brown asked for an update on River Terrace. Steve Martin talked about a possible development park property where the top layer of soil is contaminated. To alleviate this, the top soil will be removed and then buried deeper into the ground. Funding for Tigard Street Trail has been added to the third quarter budget adjustments. This project would connect Tiedeman Avenue to Main Street. 8. Executive Session At 8:27 p.m., Mr. Brown announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. At 8:35 p.m., the PRAB went back into regular session. Steve Martin updated the board on the trail and parks in River Terrace. System Development Charges will fund these projects. 10.Adjourn At 8:42 p.m., the PRAB adjourned. Next meeting: June 8, 2015, location —Tigard Public Works Auditorium.
