06/07/2004 - Minutes CITY OF TIGARD PLANNING COMMISSION Meeting Minutes June 7, 2004 1. CALL TO ORDER President Padgett called the meeting to order at 7:00 p.m. The meeting was held in the Tigard Civic Center, Town Hall, at 13125 SW Hall Blvd. 2. ROLL CALL Commissioners Present: President Padgett; Commissioners Bienerth, Buehner, and Meads Commissioners Absent: Commissioners Caffall, Haack, Munro, and Sutton Staff Present: Duane Roberts, Associate Planner; Jerree Gaynor, Planning Commission Secretary 3. PLANNING COMMISSION COMMUNICATIONS • The next meeting will be June 21st for a Goal 5 update. • The Planning Commission applications close June 18th. We should have someone appointed by the end of July. There are 5 applicants so far. • On July 8th, there will be ethics training at 7:15 p.m. in Town Hall. President Padgett explained the Commission's policy on public testimony. He noted that Council may have the Committee for Citizen Involvement consider open agendas for public comment for all the boards and committees. If Council suggests that the Planning Commission change their policy on public testimony, the Commission will discuss it. President Padgett talked about the Bull Mountain annexation issue. He noted that he has seen distribution of literature that he believes is misrepresenting an essential part of the annexation. He said the misinformation was a legal opinion by a group saying the City would have to demonstrate that it is currently supplying a major portion of 7 essential services to Bull Mountain. Padgett clarified that the law states we have to demonstrate we have the ability to provide a major portion of the 7 essential services. Commissioner Buehner asked the secretary to contact the City Attorney for the website address for 2 recent decisions from LUBA & Court of Appeals on issues dealing with criteria specifically on annexation. 4. MEETING WITH TRIMET Associate Planner Duane Roberts reported that TriMet has selected Tigard as a target area for focused service and capital investments over the next few years. Tigard and TriMet have entered into a formal Memorandum of Understanding defining how the collaboration would work. He noted that the first phase in planning for improvements is soliciting ideas from key groups in the community. Carlos Banks, Community Affairs Specialist for TriMet capital projects and facilities, provided an update on the Commuter Rail project. Kerry Ayres-Palanuk, Planner II in transportation planning with Tri-Met, reviewed a map of current Tigard bus routes. She handed out a timeline/process schedule (Exhibit A). She then asked the Commissioners what changes or additional services they would like TriMet to consider. The Commissioners made the following suggestions: Consider more service to areas with lower income housing -- A shelter at Bull Mountain Road on Hwy. 99W -- Service on Bull Mountain — More service to areas outside of the Summerlake area — Be proactive and plan for forthcoming high density residential areas -- More than one bus route so people can get to other areas (e.g., Beaverton) than just downtown Portland — Need connections to bus routes that go up Murray Blvd. -- Service on Durham Road Consider using SW 91St, 95th, or 98th and go under the 99W viaduct to avoid using Greenburg Ave. to cross Hwy. 99W Ayres-Palanuk advised that the City has previously mentioned other areas (McDonald & Gaarde, Hall Blvd., 72nd Ave., Bonita Road) as needing improved service. 6.
