Order No. 97-01 PC required the applicant to construct a temporary

Mountain Road and Gaarde Street. This temporary barrier can be
removed with Planning Commission approval only after the street has
been upgraded to accommodate two-way traffic and increased traffic
NO volumes. The City Engineer will report that 114'Avenue has been
upgraded and will request Planning Commission approval to remove
