President Wilson called the meeting to order at 7:30 p.m. The meeting was held in
the'Tigard Civi�CentPr, Town Hall, at 13125 SW Hall Blvd.

3. PLANNING COMMISSION COIlAMUNICATIONS
l:oreen Mills, Risk Manager, gave � presentation about the City opinion survey done in
connection with the 'Tigard �eyond Tomnrrow vision pro�ess. Questionnaires regarding
public s�fety, transit, growth management, affordable housing, parks �r�d recreation, and
�reservation of natural greenways were distributed in the May and June Cityscape
newsletter�. Each questionnaire generated about 400 responses. N6s. Mills presented
highlights of responses in areas of interest to #he Planning Cammissi�n. Areas of greatest
c�ncern to respondent� were natural open spac�s, greenways, trails, pedestrian and
bikeways, playgrounds, and other areas available for leisure time activities. Two areas
that received resp�nses of "�rery unimportant" were sports fields and athletic activitie:s.
The main area of �oncern to respondents was preservation of natural greenways, open
spaces, and trails when planning future development, and the Bull Mouniain area was
cited as a sp�ci�c locatior� ofi concern.
Regarding public safety, speeding automobiles was the primary concern, followed by
storage of vehicles on streets.
Responses regarding transit services showed that most of the respondents do no# use the
current bus syst�m for a variety ofi reasons. Ifi is felt that a better intra-city bus system is
needed, with respondents indicating a willingness to pay $0.50 to $1.50 pPr trip.
Commuter rail services are well received, with finro-thirds of the respondents strongly
supporting the use of existing rails for commuter trains. However, people said they
probably would not use a transit system if it is not c�nvenient to thei� home.
Questions regarding bikeways were crafted to refer to off-street bikeways, but due to sc�me
ambiguous wording the responses may refer to on-street bike lanes as well as off-street

bikeways. Almost 70 percent of respondents cited de�velopment of pedestrian pathways
and bikeway� as their highest concern and 49 perc�nt felt pedestrian and bikeways should
have priority aver vehicle streets.
Responses to questions on �ffordable h�ousing pr�dAminan�ly pointed ta a lack of
understanding or agreement of what exactly is affnrdable housing.
As a side note, Ms. Mills commented that the efforts to prorr�ote public involvement
showed that the most effective way to disseminatp information w�s through Cityscape,
followed by The Oregonian and the Tigard Times.
Commissioner Padgett asked how fihe qu�stionnaire responses were being �sed. His
understanding is fihat ideas obtained through the visioning process would be incorporated
ir�to the City Code. Ms. Mills responded that the visioning process has been worked on
since 1997 and there have been some code changes based on information from prior
surveys, such as concern about the housing code and afifordable housing. In�ormatio�
from surveys and other sources is periodically collected and taken into consideration by
the vision task force, an Action Plan is made for the nex#year or two, and it is incorporated
into an update of the Vision Plan, which is schecluled to be compfeted in 2017.
Mr. Padgett pointed out that this kind of public opinion info�mation needs ta be known
when actual planning for public improvements is being made. It would be of great �ienefifi
to coordinate the tirning of this kind of survey with the timing of planning decisions.
� Comrr�issioner Olsen asked how information on unclear issues, such as affordable
housing, can be disseminated. Ms. Mills said that this question is being discussed and
several avenue� are being used to determine the best ways to get informatian to the
public.
Further brief discus5ian was held regarding the specifocs of how the survey was
conducted, the number of responses received, d.emographics, statistical information, and
community opinions expressed in the questionnaires as opposed to opini�ns expres�ed in
public meetings and other forums.
4. APPROVE MEETINC iVllfVUTES
Commissioner Padgett moved and Commissioner Olsen seconded the motion to approve
#hs July 31, 2000 meeting minutes as submitted. A voice vote was taken and the �otion
p�ssed by a vote of 6-0. Commissioners Incalcaterra and Topp abstained.

STAFF REPORT
Julia H�jduk, Associate Plann�r, pres�nted the staff report on behalf of the C:ity. The
development area is bisect�d by 68th Avenue, with the majority of the development
nccurring on the west side of 68th Avenue where the applicant is proposing a new 87,877-
square foot office building, demolishing a portian of an existing building, and redeveloping
existing parking to accommodate the necessary parking for both uses. The applicant also
requ�sts an adjustment nf the Tigard Triangle Design Standards through the DET process.
7he [)ET requests that the building be set further back in order to preserve exi�ting trees
on the site. The applicant also requests an adjustment to the bicycle p�rking standards.
�taff s review af the Code and DET recommendations found that most of the criteria were
met. Same conditions were recommended to en�ur� the criteria uvas met and the
�pplicant h�s proposed some changes. Staff feel� comfortabl� with all of thE� proposed
cha�ng�s to th� conditions and recommends approval with conditions as recommended by
Staff and with the chan�es proposed by the applicant.
�ri�n Rager sta�ed fihat he had nothing further to add.
Commissioner Tapp pointed aut that the parking da#a sheet has a note stating that th�
parking maximum does not �nclude carpool or handicap parking. Ms. Hajduk stated this
space is excluded from the maximum parking requirements. The applicant exceeds the
minimum parking staredards, as� well as the required spaces for carpool, handicap, and
other parking garage exceptions that are allowed to be taken out of the maximum parking
calculations�s set forth in the parking section of the Development Code.
APPLICANT'S PRESENT�TION
? Dack Krippahne, PacTrust, 15350 SW �equaia Parkway, Suite 300, Tigard, OR 97224,
� infarmed the Corr�mission that PacTrust is the owner of the property. He stated that
• PacTrust is a long-term owner of several properties iti the area and is committed tu quality
i developmenf. This development is a speculative (no current tenants), four-story office
! building just under 88,000 square feet. Mr. Krippahne gave a brief description of the
i propos�d development.

Dennis Woods, Group Mlackenzie, 0690 SW Bancroft, Portiand, OR 97201, presented a
brief overview ofi the proposed development. Using an aerial photo of the property, he
pointed aut and discussed the surrour�ding develapment, history of development in the

area, traffic issues, and the various building im�provement options considered by the
applicant. .Mr. Wood discussed the applicant's intentians for resolving concerns regarding
existing and planned trees ard landscaping, including moving the building 20-30 fieet
further south in order td save existing trees. The site plans show th� building layouts.
They are retaining abo�ut 66 percenfi of the tr�es over 12 inches in diameter. Regarding
other concerns raised by Staff, the applicant has addressed fraffic and p�rking
requirements, provided for entries on all four sides of the building, and revised the plan�
for pedestrian pathways and landscaping. They propose to maintain the crosswalk from
one building to the other. There will be a water treatment facility to serve both �ites.
Cammissianer Griffith inquired ak�out the impact on traffic. Mr. Woods advised thaf the
applicant has proposed sorne mitiga�ion measures for traffic and a brief discussion was
held regarding tra�c irnpacts on 58t" and 72�d AvenuPS and Dartmouth S#reet and the
applicant's contribution to signaliz�tion in those areas.
Corr�missioner Olsen asked if the water detent�on facility was already an site. Mr. Woods
said that is something they will be installing, providing for a surface detention pond that
goes into an underground system.
Mr. Krippahne briefly described the building's exterior appearance of red brick with blue-
green reflective gfass and a built-out cornice feature on top, as well as other exterior
f�atures.
Commissioner Griffith asked what specific adjustments had been made in response to
Df�T canditions. Ms. Hajduk responded that the DET setback requirements were being
vdried for the front of the building on Hampton and 72nd Streets. A brief description of the
setback, er�try, and landscaping was given by Mr. Krippahne.
Geralden� Moyie of Group Mackenzie outlined the proposed changes to the canditions of
appror�al. She stated thafi fihey generally concur with most of#he conditions. Explanation
and discussion of the changes followLd. The attached �xhibi�A details the changes and
concerns. Two main areas of concern, Conditions 20 and 31, were discussed as foilows:
Condition 20 — The intent �f fihe easement is fio provide for fu#ure parking-to-parking
connection, not parking-to-street or street-to-street, in order fio elimir�ate th� use of public
streets by vehicles going between the two properties. This requirement is covered under
the access/egress section of the Code. If the property to the west is redeveloped, the
connection would be required at fihat time. Th� applicant's concern is thafi this may be
considered as a shortcut or through-cut for tra�c, which could create a safety hazard for
the building's tenants using the parking lots.
Condition 31 — The applicant's concern is whether the existing lane width can
accommodate the northbound left 4urn lane. The traffic engineer wil! check on this matter;
it is believed it can be accommodated.

Staff has discussed and resolved areas of concem with the applicant and Staff agrees with
all of the proposed changes, including the deletion of Conditie�n 22.

Commissioner Padgett moved to approve SDR 2000-OOG14 and Variance 2000-00012,
based on the findings in th� staff repork, the modificatimns contained in Exhibit A, and
Staff s testimony that tfie changes are acc�ptable. Commissioner Griffith seconded the
motion. A voice vote was taken and th� motior� passed unanimously.
6. OTHER BUSINESS
Commissioner Jim Griffith tendered his resignation to the Planning Cornmission and
President Wilson accepted the resignation.
