APPROVE MEETING MINUTES Commissioner Holland moved and Commissioner Padgett seconded a motion to approve the September 9, 1996, meeting minutes as written. TIGARD TRIANGLE WORKSHOP '. 4$ Planning Supervisor Nadine Smith briefed the Commission on the upcoming public et . 1.- ex hearing for the Tigard Triangle Comprehensive Plan Amendment. te - e4o Smith referenced the Phil Lewis School Comprehensive Plan Amendment that changed from Institutional to C-G. She noted that there was great objection at that ati time from DLCD and ODOT about the process going forward. She said they were ILI concerned about the "toolbox", which is a recommended set of improvements for •...1 the 1-5/217 interchange. She said the City agreed to ask City Council to adopt the "toolbox", as part of the transportation update for the Triangle plan. In addition, she said City Council passed a resolution expressing the City's intent not to PLANNING COMMISSION MEETING MINUTES-November 4, 1996- Page 1 , -... . , process any CPAs in the Triangle until after December 31, 1996. She said this would give the City until December 31st to adopt a transportation update, new comprehensive plan zoning, and new design standards for the Triangle. Smith advised that a consulting group was hired to help with the process and to come up with recommendations. She also said that a task force was formed to go over the specifics of the transportation update, land use planning, and some of the design aspects. She then talked about two open houses were held with residents and property owners of the area Information from these meetings will be added to the staff report. teas, Smith advised that Metro was important to the process because the Triangle is ,ass designated as a Mixed Use Employment Zone. She said Metro is expecting us to implement this zone as we start to comply with the 2040 concept. Smith said that, in addition to the zoning, the Triangle will have a limitation on retail uses over 60,000 square feet. She said the City will recommend to Metro that retail uses over 60,000 square feet be allowed on the west side of 72nd, and that on the east side, they will be 60,000 square feet or less. This would eliminate problems with non-conforming uses, remodeling, and expansion for the west side of 72nd. Smith said we have to prove that we will not affect the function of the state highway system. She advised that the Planning Commission would receive copies of a traffic analysis and land use analysis. She said the proposed zoning won't siiessa. have any more of an impact to the system than if it was built out to the current ita zoning standards. She said the City was currently meeting with °DOT and Metro s :.- to talk about this -esit tie President Wilson asked if the burden of proof was on the City to convince DLCD that we won't overload the transit system, even though Metro is forcing us in that direction. Smith answered that the Metro plan calls for increased densities all over 4 y the region and that the transportation system will be impacted everywhere. Smith said the City is obligated to the residents and to Council to take a plan forward for the Triangle. She advised that we have to make our case to DLCD because we have to meet the Transportation Rule. Commissioner Griffith asked if ai. DLCD could override the Metro plan. Smith answered that anyone could appeal our decision and that the ultimate decision could be made by the Land Use Board of Appeals. fa Commissioner Griffith asked about the timeline for the entire process. Smith said that, because we're addressing issues, we should be ahead of the game. President Wilson asked what the term "Employment Zone" meant. Smith said the City is creating a zone which allows a variety of uses to be mixed together. This would affect the transportation system. She said the Triangle mixed use zone will be something more employment based. She noted that the task force has identified the fact that the Triangle is a major regional retail draw. Smith advised that there is a group of residents that will want to stay in the Triangle. She said one of the problems of the current zoning, is that single family _sesses, residential homes are not permitted. This makes it difficult for those homeowners is-tit te ii, to refinance or remodel their homes. She said that the proposed mixed use zone will make existing single family homes a permitted use. She also said that multi- _ list-sea-a ii i ii if' e family will be allowed within the zone, but will not be in one particular area. Commissioner Holland asked about height restrictions. Smith said the City was proposing floor-to-area ratios which would allow a certain mass of building on a particular lot. Commissioner Griffith asked if there would be a square footage density transfer from the environmental zones. Dick Bewersdorff said that existing code allowed only for residential transfers. Smith said she would look into it. President Wilson asked what is and is not permitted in the proposed zoning. -iii i r is, Smith referred to the draft of the proposal and said the details will come with the staff report. She said it was basically a combination of the C-G and the C-P zones, with restrictions that would be imposed by Metro, as well as the single family ii r isei i homes that would be permitted. i, Smith advised that the staff report is a combination of all of the requests. She said separate motions would have to be made on each of the recommendations. She said the City would give a presentation on all 3 of the aspects of the request : (comprehensive plan amendment, addition of a new zoning district to the development code, update of the transportation element of the comprehensive plan). ,- The Commission briefly discussed buffering standards and the long term transportation plan. o Nadine Smith said the next step would be to come up with more specific design a- t standards. Commissioner Griffith asked if there would be a ratio requirement for E i types of uses, e.g., could it all be built out as retail. Smith answered that there was 111 a size limitation, but no ratios for use - it could be all built as retail. Smith said . , they looked at a build-out scenario and the consultants would cover that at the -:-, meeting. `'. Commissioner Griffith asked about wetlands and greenways. Smith showed one of the collectors that will go along the creek. She noted a frontage road along Hwy. 217 that will go through a wetland area. She said there may be a possibility ---, - of mitigation for the wetland areas. --a-5 In response to a question from Commissioner Griffith, Smith advised that the k request would go through the same process as any other Comprehensive Plan Amendment. She said ODOT and Metro would make comments. She said that if -':- - City Council approves the amendment and ODOT or Metro do not approve, they , - e can appeal the decision. She said that if there were no appeals, it would become law. . - The Commission asked about design standards. Smith said that citizens had - . remarked that they like the way the Sequoia Parkway looks - they like the censistency of the building setbacks and the landscaping, buffering, and berms. ,-,-- - The Commission said they liked the direction the City was going - it allows a lot of things to happen without mandating them. Dick Bewersdorff advised that the approval for the Tri-County, 360,000 square foot office/retail complex has expired. He also said that the City has approved a hotel off the extension on SW 70th, as well as 2 major office buildings. - - , - 6.
