By 'i� combining messages for two businesses on one sign,the appfi�ant reduces the number �� ,� of signs necessary ta identify thosc businesses. Also,assurning each business had its w� own 70 square foot sign,a tatal of 140 square feet of signage could be providcd for the �� two businesses, By advertising both busincsses with only 87.5 square feet of sign,the x� applicant avoids having signage that might otherwise be buil� This fulfills the �� parposes of the chapter. � �� ;fi 3.The sign size pmposed is necessary to make sign sufficiendy legible,particulazly for �. southbound drivers,because the topography to t,he north obstructs views of the sign; � because the businesses are set back from the street and not clearly visible from the � street;because 72nd Av�nue makes a sharp twm at the entry to the site,further � clisteacting drivers'attemdon;and because most other nsers in the area are Yndustrial and attract drivers who ane mare familiar with the site from repeated�risits,whereas the Power R�nts use is conunercial and is used by the general public many of whom have not been there before. 4. All lots have an average width of at least 66 feet and an average depth of at least 140 feet. Single family deeached dwellings will be built on the proposed lots after the existing structures are demolished. �, 2o Access will be provided to the two westerly lots by means of separate driv€s onto 80th Avenue. F. Topography and drainag�: �,; 1. The site slopes from a high point�f about 190 feet neaz the southeast boundary along SW 74th Ave�ue to�low point of about 170 feee near the nmrthwest boundary along proposed SW 8(hh Avenue. A knoll exists at the eastern boundary of the site vvhich impedes sight distance along S�V 79th Avenue. 2. The applicant proposes to cut and�ill as shown on page 3 of the prelimanary plat to midgate the sight distance impediment or to otherwise achieve adequate sight distance by situating a cnmmon drive�.t the peak of the knoll. A portion of the frontage of the lot south of the site along SW 79th Avenue also will was proposed to tse regradecl to irnprove sight distance and moderate grades. 3. The applicant submitted a preliminary storm drainage plan. It provides that storm water from the two westerly lots will lbe directed onto 80th Avenue. Storm water from tt�e easterly lots will be directed to a storrn sewer easernent across the north edge of the northeasterly lo�:. The agplican�t will improve a 10-foot vvid�rig rap swale along the north edge of the two northerly lots. The applicant will discharge storm water f.rom 8Qth Avenue into the swale. The site has about 13B feet of frontage on both SW 79th and propased S'W 80th Avenues. SW 79th Avenue is a minmr eoll�ctor street with a rougtrly lU-foot wide half- width paved secsion in a 20-foot half-width right of way with a 25 mph speed limi� � The road is in poor condidon and subject to sight distance constraints due to the knoll along the site's southeast b�undary. Substantial on-and off-site�ng would be necessary to conform 39th Avenue to the City gcade and site distance standards fur a minor eollector street,as shown on Sheet 3 of 3 aceompanying the application. � Somewhat less gra�g on-and off-site raaay rernedy the sight distance problem from one driveway on the site. 2. SW 80th Avenue will be partially built as a condido�n of approval of SUB 9t)-0007 (Raze Meadows I and lf�. The final plat for that su}xl�vision has not been approv�ci and SW 80th Avenue adjoining the site has not baen accepted as a publia right of way yet. The applicant groposes to dedicate an additional l�feet of right of way ad.join'vng the �' east and west sides of the site for future strect widening. The applicant propases to improvc SW 80th Avenue to full width local street standards which will requu�e dedication of right of way and construction of stneet,gutter,curb,sidewallc and utilities along the west boundary of the site. The applicant does not propose to unprove 79th Avenue except as necessary to accommodate sight distance and access to one or two driveways on the site. 4. Randy Klarna and JiYn Raze testified for the applican� Mr. Klarno introduced a written statement dated March 2S. He su�marized proposed grading for sight distance alang 79th Avenue,noting the adjoining prop�rty owner to the south has provicied a right of entry to facilitate grading that extends onto his pnoperty. He described efforts to meet with area pro�erty own�rs to discuss drainage plans. He opined that the , subdivision�will not result an an increase of storm water discharge from the property. I Mr.Klarno argued the property north of the site is hydric due ea storm water baek-up ' west ef 79th Avenue and the lack af a culvert under the street. Thc Di�rision bases its comments on the lega125 mph speed limit and resulting 250-foot sight distiance requirernents and on the eacistence of a steep hill along th�eastern boundary of the site on SW 79th Avenue. 'The hill impecles sight distance and the proper�y may have to be graded or driveway reYocated to achieve sight distance for two lots. 'I'hey also recommend certain sewer extens�ons to serve the site. These extensions depend on complerion of sewer extensions in Raze Meadows I and II. 'I'hey also recommend the applicant be required to contribute a fee in lieu of build'ua$a storm water quality enhancement facility on the site,and that the applicant show that storm water from the site will not signif'�cantly affect downstream preperties. 3. 'The Fire District recommends provision of adequate fire hydrants coordinated and approv�d by the Water District Praposed lots 3&4 should not be allowed to be creattedd before a�ccess to SW 80th Avenue is created. Two and a half acres drains to a seperate basin. Tl�e Raze M�aciows subdivision develops approximafiely 20� of the basin. Desian Consideratic�n� Agencies typically require storm draYn systems to be designed for � either 10-year events or 25-year �vents, Cu�*�ent design trencls are to use a 10-year event being the prc�bab].e size oF a typical storm. Th3s bas3n was reviewed based on th� more consPsvative 25-�jear event, a larger starm, which would be less likely to oc- cur. Therefore statisitics pertaining to run-off given in this r@v3ew or pxevious calculations wi11 be larger in magnitude thara �would actually �ccur with a typical storm. In consideration of downs�r�am property owners. two elements of design could ?ae oon- sidered, detentior� and er�sion control. Detention �returns fih� increased runoff, due tp develapment back to i�s natural rate. It fs our und�rstandin.g that the city does not all�w detention, therefore this was not consid�red. See letter dated June 11 , 1991 . Their concerns were t� minimize seaonstruct3on efforts on the future ext�nsion af the public storm system. The culvert is extended near the right-of- way, eliminating the ne�d for a concrete headwall and reduGing the amount of rip-rap. The runoff would be dit�hed ta the natural swale and allowed to re�kurn ta its natural basin. Max�ciene II Apartments ' This property is loc�ted approximately 1,200 LF downstream of �the Raze Meadows developanent. The existing swrale directly up�tream (to the west of the apartments) is a broad swale. A portion �f th� apartm�nt site was built near the swale with no aparent can- sideration for upstream drainage. Considering the entire basin, the Raze Mead�w� subdivision would increase the run�ff rate � clirectly txpstream by approximately 5�. In review of the tngog- � raphy it appears a ma�or portion vP �he runoff bypasses tY�e si�e to the sou.th�. As a result of the Raze Meadows development, �the �� apartment s3te would not be receiving a significant increase 3n i; runoff tkxan what would normally occur in the unimproved basin.
