WHEREAS, a vacation request has been reGei�ed and filed with the Gity RECOrder
for vacation of public street right—of--way; and
WHEI2EAS, this portion of land was previously granted for public street and
utility purpases, it has been determined to not be needed by the City for this
purpose in its current alignment; and
WNEREAS, the Tigard City Council finds it necessary and desirable to initiate
vacation proceedings for said parcel.
NOW, THER£FORE, BE IT RESOLVED by the Tigard City Council �hat: � !�
(1) That the Tigard City Council initiates the vacation a^equest with the
understanding that those propQrty owners who would no►^mally sign a
petitiore shall be notified by mail of the proceedings arid that the
benefiting property owner., OR—AK, Inc. , and the City of Tigard, pay all
fees and charges as set out in TMC Chapter 15.08.
(2) That a public hearing is h�reby called to be held by tt�e City Cauncil on
Monday, July 2�, 1987, at 7:00 P.M. at the Tigard Civic Center Town Hall
Room, 13125 SW Hall Boulevard, within the City of Tigard, at which time
and place the Council shall hear any obj�ctions thereto, and any

SUBJECT: 1987 Oregon Planning Institute
The 1987 Oregon Planning Institute will take place October 1 and 2 at
the University of Oregon in Eugene. The workshops will be held in the
Erb Memorial Union. Please ma.rk your calendar now and plan to attend
this event.
This year's Institute foc�ases on four main themes: ,
• Economic development
• Creativity and vis�.onary thinking in planning
. � Zoning innovations
• Rura1 development .
Other workshops will enver new legislation and case law, housing, and
periodic review (see the attached tentative program) .
On Wednesday, September 30, the Bureau wi1.1 sponsor an a11-day computer
trai:.iag session that includes a presza�a�ion and demonstration on
appropriate technology in desktop publishi.ng. Hardware and software
applications for improving the qualit� and productivity of planning
publications and staff reports will be covered. Z'he presentation
will be followed by hands-on training with the Macintosh computer.
Also on Wednesday, BLM and Forest Se�vice planners. with support from

Council review on July 27, 1987.
1. SubsFCi:i.an (a)(A) : staf� changed the refer�ence of "unique
identificaL-ian n��ds and circumstances" to "specific. . .". Oi:her
' adjectives were t^ejected in favor� of °'specific" which would apply to
broader circumstances L-han "unique." 7he formulation of criteria was
suggested but staff concludes that problems similar tn tlhe criter�ia
in the existing Code would result when an unforeseen situation arises.
2. Subsection (b)(2): the word "harmoniuus" was replaced with
"consistent" at the suggestian af Tim Ramis, City Attorney.
