Our prac�ices are now lncated 275 feet east of subject properties and we, with aur patients, � use Greenburg Road almost daily. Applicants are acutely aware of traffi�c problems which have developed with the opening of Washington Square. Traffic generated in a dental practice is regulated by the in�erant constraints of an appointment book. It would be unexpected to find mor� traffic to and from our offices at any one ho�r during the course of a normal work da . Y We suggest that favorable consideration of this appli� (� ca�ion will in effect allow for desirable, orderly develop- ment in wha.t mnst must re�er to as a sensa�tive area of our city. Pressure for further commercial expansion along this busy collector wi11 increase with time. In the City of Tigard today, there are few small, correctly zoned pi�ces of land available at prices that are not considez•ably inflated. Very few meet the applicants' requirements in that they are overbuilt, overpriced, not feasible economically for the small businessman, and encum- bered with onerous ci�y requirements for street imprc�vements. A zone change for these two properties will bring minimal alteration to the city zoning district map and character of the surrounding area. We feel that the proposal in its current form has several neyative impacts on '' the area: �� 1. TRANSPORTATION f� I'' a. There is current1y a sight distance problem on 108th Ave. where it '`' ir�tersects Durham Rd. The higher the density is allowed to be in �;` i:his area, the more this problem is aggravated. e; b. The pav�ment width of 108th Ave. is only 16' . This is inadequate ; for the increase in traffic generatiun and EXTREMELY hazardous to !` the increased bicycle and pedestrian activity which can be expected. �:; c. 108th Ave. at its intersection with Durham should be wide enough s' for two lanes of outgoing vehicles, one lane for left turns and one � lane for right, to keep vehicles from stacking up behind a car ' waitirig to turn left. �' d. Eighty-two houses generate approximately 820 trips per day. ;; 2. STORM DRAINAGE � r, The storm drainage system is proPosed to be discharged into the drainage � channel under 108th Ave. which runs through our property and empties into � our pond on our property. We have a °Certificate of Water Rights" (permit ' No.21194) and "R�servoir Permit" (No.R-1343) for this pond, There are � several problems associated with this : � a. This is only the beginning of what could becomE► the storm drainage � system for this entire area. It vrill expand to serve adjacent prop- � erties as the area develops . The developer is responsible for storm j drainage from his site down to the Tualatin River. The current proposal would obvinusly increase the off-site impac� as the city findings state. There now ex sts 9 P in the pond, particularly where the drainage channel enters it. The increase in siltation due to the increased water flow would re�uire a great deal of expense and hard work to constantly clean up and ma�ntain the natural depth of the pond. e. The pond is spring fed and so water is flowing over the spillway year� round9 even in the driest of years. In times of heavy rain, the level of the pond rises several inches. With the added water collected from the prnposed development, there is a danger of the level increasing to the point of flowing over the entire dam and causign extensive damage. 3. DENSITY a. The area east of 108th that was denied by the Planning Commission :s essentially unchanged. There are only two fewer parcels. b. Lot 70 and 75 were annexed t4 the city and zoned R-2 approximately one year ago and should stay R-2. c. What the applicant is doing in this proposal is essentialls� asking to transfer density from the area west of 108th Ave. (including the R-2 � parcels) to the other side of a county road, 1Q8th Ave. This is totally inappropriate. _> d. The overwhelming majority of the proposed parcels are near 5,000 to 5,500 square feet, which is the minimum lot size fa� the medium density R-7 zone. Tigard is fast becoming known for this type of development, C,; i .e.
