President Tepedino called the meeting to order at 7:35 P.M.. The meeting was held at Fowler Junior High School - In the Common area, 10865 S.W. Walnut St. , Tigard, Oregon. 2. ROLL CALL: PRESENT: President Tepedino, Commissioners Vanderwood, Bonn, Moen, Owens, Edin, Leverett, Jordan and Christen. STAFF: Associate Planner Elizabeth Newton, Clerk Typist Diane M. Jelderks. 3. Planning Commission minutes from April 5, 1983, were considered. Commissioner Owens moved and Commissioner Edin seconded to approved minutes as submitted. Motion carried unanimously by members present. 4. PLANNING COMMISSION COMMUNICATION There was no communication. 5. PUBLIC HEARINGS 5.1 NEIGHBORHOOD PLANNING ORGANIZATION APPOINTMENTS FOR NPO'S 5 and 7. A request by James Monroe to be appointed to NPO # 7 and John Smets to be appointed to NPO # 5. • Associate Planner Newton made staff's recommendation for approval stating that the Planning Director had interviewed these individuals himself. There had been some miscommunication regarding the time for the interviews and the Planning Commission representative was not in attendance. She also noted that NPO # 1 and 2 would be meeting jointly, as both NPO's do not have the minimum of seven members. PUBLIC TESTIMONY - No one appeared to speak, PLANNING COMMISSION DISCUSSION AND ACTION: • Commissioner Vanderwood did not support appointing John Smets to NPO # 5, explaining she had been the Chairperson for that NPO and that Mr. Smets had attended their meetings and had been disruptive. She did not feel he would be an asset to the NPO. Discussion followed. • Discussion followed regarding the interview process, as the Planning Director had been the only one to interview Mr. Smets. • Commissioner Moen moved and Commissioner Edin seconded to approve James Monroe to NPO # 7 and to reschedule Mr. Smets for another interview with a complete interviewing committee. Motion carried unanimously by Commissioners present. 5.2 SIGN CODE,EXCEPTION SCE 2-83 LUMINITE SIGN CO. - KITTLESON/BRONW A request for an additional sign located at Tigard Plaza - Hall St. entrance. • Associate Planner Newton made staff's recommendation for denial. PUBLIC TESTIMONY • NPO - CCI comments - No one appeared to speak. • Larry Derr, representing the applicant, reviewed the layout of Tigard Plaza, emphasizing the need for the third sign. • Tom Burton, tenant 302, Tigard Plaza, stated he was a land surveyor and supported having the third sign, as it would help to direct people to his office. • Lloyd Jackson, Tigard Plaza Dance Center, supported having the sign so that clients could find him. • Kit Hammett, tenant Tigard Plaza, supported sign. He had tried placing an A-frame sign at the back of the Safeway store and it worked until someone ran over it. • Dr. Harold Leistikow, DC, tenant Tigard Plaza requested the Planning Commission approve the sign as he felt his business would increase by 25 to 40%, just because of the visibility. • Tina Konsten, owner Armin s Office Supply requested the Planning g Commission approve the sig n as she felt it would increase her walk in FP business considerably • Glenda McClain, stated they had recently purchased the laundry business and supported having the sign so that customers would be able to find them. • Carl, tenant with a repair shop, stated that no one could find him. With the new sign it would make it easier for everyone. • Larry Derr, added that the owner of the Tigard Plaza also owned the mobile home park and would be willing to remove that sign if that is what it would take to have the Tigard Plaza sign approved. He continued that the entrance behind Safeway was designed to allow trucks to parallel park for loading and unloading and still enable cars to park. There is a walk thru access as well as speed bumps. • Dr. Leistikow added that the majority of the truck loading and unloading was done early in the morning prior to the majority of the businesses opening. • Lenghty discussion followed regarding size, location and design of the proposed sign. PLANNING COMMISSION MINUTES May 3, 1983 - Page 2 COMMISSION DISCUSSION AND ACTION • Commissioner Leverett, Jordan, Christen, Bonn and Edin favored the third sign. • Commissioner Vanderwood and Owens were concerned with increased traffic at that access. • Commissioner Moen felt that there could be better signage at the upper level instead of adding another sign. • President Tepedino and Commissioner Bonn favored removing the mobile park sign but did not feel the Commission could require such a condition. They also favored having the new sign's lights shut off at eleven or twelve o'clock. • Commissioner Owens moved and Commissioner Bonn seconded to approve the Sign Code Exception SCE 2-83 as being justified and to have the staff and applicant work out the final details per the sign code. Motion carried eight to one with Commissioner Moen voting no. 5.3 SUBDIVISION S 3-83 PD CENTURY 21 HOMES - LONDON SQUARE Phase II A request for a 33 lot subdivision on 2.93 acres to build 1 1/2 story single family residential cottages individually sited in the trees. The property is designated Medium-High and is zoned A-20. Located: 11900 S.W. 98th Ave. (Wash. Co. Tax Map 1$l 35CD lots 2.200 & 2300) • Associate Planner Newton made staff's recommendation for approval with conditions. PUBLIC TESTIMONY • NPO - CCI Comments - No one appeared to speak • APPLICANT'S PRESENTATION - Bob Miller, Century 21 Homes, commented that he had seen a copy of the letter submitted to the Planning Commission from Southern Pacific and had talked with their field representative regarding the drainage. He stated this was a preexisting condition for at least 40 years. He questioned condition number 11. , stating that they had agreed with the public works staff improvements and now the staff report was requesting to do 3/4 street impr p q $ full street improvements. CROSS EXAMINATION AND REBUTTLE • Discussion followed regarding the drainage problem. Staff stated that the Public Works Director had been informed of the letter and t said they would be able to work ou t the situation with Southern Pacifica • Discussion followed regarding condition number 11 for full street improvements. Staff stated that this condition had been added at the request of John Hagman of the Engineering Division. If the applicant reached an agreement with the Engineering Division to do 3/4 street improvements that would be satisfactory with planning staff. PLANNING COMMISSION MINUTES - May 3, 1983 - Page 3 ■ • Commissioner Moen expressed his concern for the lack of sidewalks along the private road. He felt there could be sidewalks on at least one side. Bob Miller suggested that they could create a walk area by striping the private street. • Commissioner Owen stated she had seen the site and didn't see where sidewalks would work without losing the little yard space that there is. Bob Miller stated they would put up speed signs if necessary. PUBLIC HEARING CLOSED COMMISSIONER DISCUSSION AND ACTION • Commissioner Moen again expressed his feelings for the need of a sidewalk. Discussion followed. Commissioner Bonn asked if it would be possible to build a sidewalk into the 24 ft. private road. The applicant stated that this would be possible. • Commissioner Bonn moved and Commissioner Leverett seconded to approved Subdivision S 3-83 PD, London Square Phase II per staff's findings and recommendations. The motion carried eight to one, Commissioner Moen voting no. RECESS 9:05 P.M. RECONVENE 9:15 P.M. 5.3 SUBDIVISION S 4-83 ROBERT RANDALL COMPANY - SUNNYSIDE ESTATES NPO # 6 A request for a 22 lot subdivision with minimum lots of 5,000 sq. ft. on 3.46 acres of land. Property is designated Medium density and is zoned R-5PD. Located: 15280 S.W. 100th (Wash. Co. Tax Map 2S1 11CA lots 5700 thru 7100) • Associate Planner Newton made staff's recommendation for approval with conditions. PUBLIC TESTIMONY • NPO # 6 -- submitted a copy of their minutes recommending approval as long as 100th did not go through. • APPLICANT'S PRESENTATION - John Gibbon, Robert Randall Company requested that the Planning Commissioner approve their 22 lot subdivision as recommended by staff. • Joe Walsh, respresenting Robert Randall Company, explained that they had originally proposed 25 lots and and now were down to 22 lots. With the average size being 7,000 sq. ft. . There are four lots with 5,000 sq. ft. lots and eight lots over 7500 sq. ft. . There are now only 6 flag lots. He stated if they would build attached homes they would be able to build 35 units. They felt this was a good compromise. PLANNING COMMISSION MINUTES May 3, 1983 - Page 4 OPPONENTS • Richard E. Chowters - 10060 SW Highland Drive questioned if S.W. 100 and S.W. Highland would be connected. Staff responded that unless the ball field for the Church was developed the road would not go through. • John Ulwelling 15165 S.W. 100th expressed his frustration with the process. He felt they had been had with the changes that went on with the Comprehensive Plan process. He would rather see the 15 lots which were originally approved, but was thankful that there would not be any duplexes. He did not feel 22 lots fit on less than 4 acres in this neighborhood. • Tom McGuire, 9975 SW Sattler commented that the three smallest lots bordered SW Sattler which has the lowest density. He felt these lots were not compatible with the property across the street. He also would have preferred the 15 lot subdivision and did not feel the applicant was doing any favors by changing the proposal from 25 to 22 lots. • Mildred William, 10025 S.W. Highland, asked if they would be extending the road; staff replied no. • John Gibbon, Robert Randall Company, stated they did not have a position on the extension of 100th. He also expressed his frustrations with the Comprehensive Plan process and restated his opinions as to why this site is appropriate for a 22 lot subdivision. CROSS EXAMINATION AND REBUTTLE • Discussion followed regarding the extension of SW 100th and the possibility of constructing a cul-de-sac. • Commissioner Edin asked on what basis the Planning Commission could deny this application. Staff referenced page 4 of the staff report. Discussion followed. • John Ulwelling asked who was responsible for the street improvements; John Gibbon stated that the developer is responsible for full street improvements on Kable and half street improvements on 100th and SW Sattler. • Commissioner Edin expressed his frustration with changing the zoning to R-5. He did not approve of the smaller lots where the applicant had proposed them. He did not feel this was a good transition. • John Gibbon presented the Commission with two alternative proposals citing problems that they incurred, stating they felt the best proposal was the one submitted to the Planning Commission in their packets. PUBLIC HEARING CLOSED COMMISSION DISCUSSION AND ACTION PLANNING COMMISSION MINUTES - May 3, 1983 - Page 5 • • Commissioner Bonn favored the application if they would put a plug at the end of Kable; Staff stated that this could be added as a condition. • Commissioners Vanderwood, Jordan and Owens favored the proposed subdivision. • Commissioner Christen was concerned about the transition from the larger lots, but felt the applicant had offered the best proposal. • Commissioner Edin favored modifying the proposed plan for lots 1, 2 and 3. • Commission Moen also favored modifying the plan changing lots 1 thru 5 from five lots to four. He also favored having a turnaround at the south end of 100th. • Commissioner Moen moved and Commissioner Edin seconded to approved subdivision S 4-83 per staff findings and recommendations adding the following conditions. 1. Staff will work with the applicant to change lots 1, 2, 3, 4 and 5 to four lots, making larger lots. 2. Require improvements on SW 100th south of Kable to provide for a turnaround. 3. Install a street plug on SW Kable. Motion carried unanimously by Commissioner present. 5.5 WAVERLY CONSTRUCTION - BOND PARK - Postponed 5.6 CPR 8-81 & CPR 9-81 MAIN STREET - REVIEW OF PLANNED DEVELOPMENT DISTRICT. A request for a one year time extension for the PD district. • Associate Planner Newton made staff's recommendation for approval of the one year time extension. PUBLIC TESTIMONY • NPO and CCI Comments - No one appeared to speak. • APPLICANT'S PRESENTATION - J B Bishop requested the Planning Commission to approve his request for a one year time extension per staff's recommendation. COMMISSION DISCUSSION AND ACTION • Commissioner Moen stated he was not surprised that the time had run out considering the size of the proposed development. • Commissioner Bonn asked if work had been going on with the project; Staff replied that it has. PLANNING COMMISSION MINUTES - May 3, 1983 Page 6 • Commissioner Christen asked JB what his time table for completion was; JB stated in would be spring of 1984. • Commissioner Moen asked if the plans were still substantially the same; JB stated that there had been some changes in the road and the orientation of the buildings. • Commissioner Moen moved and Commissioner Christen seconded to accept staff recommendation for a one year time extension to the Planned Development for CPR 8-81 and CPR 9-81. Motion carried unanimously. 1 OTHER BUSINESS I • Staff asked the Commissioners which Tuesday they would prefer to meet in the month of July because of the holiday. Monahan, Director of Planning & Development DATE: April 26, 1983 SUBJECT: NPO Membership I am pleased to submit to you two additional names of prospective members for Tigard's NPO's. The two individuals were interviewed by me on Thursday, March 31, 1983. No one appeared to speak at the hearing. The applicant and the property owner contend that they were not notified of the hearing and for that reason, staff has placed the item on the agenda again. The original staff report is attached along with the minutes of the April 5, 1983 meeting. Staff recommends denial based on findings outlined in the staff report and the April 5, 1983 Planning Commission Minutes. • STAFF REPORT AGENDA ITEM 5.3 SIGN_CODE EXCEPTION TIGARD PLANNING COMMISSION 10865 SW WALNUT f TIGARD, OREGON 97223 DOCKET: SIGN CODE EXCEPTION SCE 2-83 Tigard Plaza NPO #2 APPLICANT: Luminite Sign Company 9350 SW Tigard Street Tigard, Oregon 97223 REQUEST: For an additional sign on SW Hall Blvd. for Tigard Plaza. PREVIOUS ACTION: On November 16, 1982 a sign permit was issued for .a wall, sign for Factory Second Jeans. STAFF ANALYSIS/REVIEW: The Tigard Municipal Code• allows for exceptions to the sign code as follows: 16.34.040 EXCEPTIONS The Planning Commission or, on review, the Council may grant exceptions to the requirements of this title, when the applicant demonstrates that, owing to special or unusual circumstances relating to the design, structure, or placement of the sign in relation to other structures or land uses or the natural features of the land, the literal interpretation of this title would interfere with the communicative function of the sign without corresponding public benefit in terms of the values set forth in the TMC Section 18.59.010. The applicant has not supplied any justification for a third on site sign. Presently, there is a sign at the corner of Hall and Pacific and a sign at the corner of SW Center and SW 88th. The two signs at these locations adequately identify the tenants of the shopping center. The sign on Pacific and Hall is visible to approaching vehicles from four directions although placement of that sign closer to the intersection would probably allow the sign to be seen from a greater distance. The Commission should also weigh the benefits to the community from allowing the additional sign against the effect on the intent of the Site Design Review Provisions listed here: 18.59.010 Purpose of provisions. The intent and purpose of design review is to promote the general welfare by encouraging attention to site planning and giving regard to the natural environment, creative project design and the character of the neighborhood or area. (a) It is the public interest and necessary for the promotion of the safety, convenience, comfort and prosperity of the citizens of the City of Tigard: III 1. To preserve and enhance the natural beauties of the land and of the man-made environment, and enjoyment therefor; 2. To maintain and improve the qualities of and relationships between individual buildings, structures, and the physical developments which best contribute to the amenities and attractiveness of an area or neighborhood; 3. To protect and insure the adequacy and usefulness of public and private developments as they relate to each other and to the neighborhood or area; 4. To insure that each individual development provides for a quality environment for the citizens utilizing that development as well as the community as a whole. (b) In order to prevent the erosion of natural beauty, the decay of environmental amenities and the dissipation of both usefulness and function, it is declared necessary: 1. To stimulate creative design for individual buildings, groups of buildings and structures, and other physical developments; 2, To encourage the innovative use of materials, methods and techniques; I 3. To integrate the functions, appearances and locations of buildings and improvements so as to best achieve a balance between private prerogatives and preferences, and the public interest and welfare. (Ord. 77-25 Sec. 10 (part), 1977) . Staff feels that the applicant has not justified the need for an additional sign and based on a field investigation staff feels that an additional sign is not warranted. In addition the applicant is proposing a sign which is 16' high with a 24 square foot illuminated display area. The location of the proposed sign is adjacent to a single family residence and a trailer court. Staff feels that a sign of this size and type is not compatible with the adjacent residential land uses, violating requirements set forth in Section 18.59.010 (a) 2, 3, 4 of the Tigard Municipal Code as outlined above. BACKGROUND/PREVIOUS ACTION.: On May 19, 1980, the Tigard City Council approved a Comprehensive Plan Revision from R-7 Single Family Residential to A-20 PD "Multi-Family Planned Development" for the subject property. On July 20, 1980, the Tigard Planning Commission approved the Preliminary Plan for Phase I with conditions and gave tentative approval to the concept of cottage housing in an A-20 zone. On October 11, 1982, the Tigard City Council adopted a final order approving Phase I of London Square with conditions. AREA CHARACTERISTICS: The property to the north and east is designated for single family residential development on the Comprehensive plan. The property to the west is vacant and is designated medium on the Comprehensive Plan. The Southern Pacific Railroad borders the property along the south. The street improvements to Phase I are almost complete and construction is nearly complete on two homes in Phase I. SITE CHARACTERISTICS: The remainder of the site is vacant, slopes to the south, and is grass covered with some pine and oak trees. APPLICABLE COMPREHENSIVE PLAN POLICIES 2.1.1 The City shall maintain an ongoing citizen involvement program and shall assure that citizens will be provided an opportunity to be involved in all phases of the planning process. Notices were sent to all property owners within 250 feet of this application. A notice was published in the Tigard Times on April 21, 1983. In addition, NPO # 2 has been notified of the application. 2.1.3 The City shall ensure that information on land use planning issues is available in an understandable form for all interested citizens. All interested parties are given, at a minimum, 10 days to respond in writing to the application and request under consideration and are encouraged to do so. The planning staff is available to address any specific questions concerning the application or the application process. 6.1.1 The City shall provide an opportunity for diversity of housing densities and residential types at various price and rent levels. • Approval of this subdivision will provide 33 new building lots for single family homes. Lot sizes will range from 2400 to 3900 square feet. These lots will accommodate smaller homes which should be affordable to a greater number of prospective home buyers. 7.1.2 The City shall require as a precondition to development approval that: a. Development. coincide with the availability of adequate service capacity including: 1. Public Water; 2. Public Sewer (New development on septic tanks shall not be allowed within the City); and 3. Storm Drainage. b. The facilities are: 1. Capable of adequately serving all intervening properties and the proposed development; and 2. Designed to city standards. c. All new development utilities to be placed underground. All drainage can be handled on-site or there is an alternative solution which will not increase the offsite impact; • The developer has submitted a portion of the drainage plan. The Engineering Division finds the plan acceptable as far as it goes, however, more storm lines and catch basins will be required. 7.4.4 The City shall require that all new development be connected to a sanitary sewer service. The applicant proposes to connect to an 8" public sewer line in S.W. 95th Avenue. 7.6.1 The City shall require as a precondition to development that: a. The development be served by a water system having adequate water pressure for fire protection purposes; b. The development shall not reduce the water pressure in the area below a level adequate for fire protection purposes; and c. The applicable fire district will review all applications. The Tualatin Rural Fire Protection District has reviewed the project and submitted a letter (see attached) supporting the development with conditions which have been made a part of staff's recommendation. 8.1.3 The City shall require as a precondition to development approval that: a. Development abut a publicly dedicated street or have adequate access approved by the appropriate approval authority; b. Street right-of-way be dedicated where the street is substandard in width; c. The developer commit to the construction of the streets, curbs and sidewalks to city standards within the development; d. Individual developers participate in the improvement of existing streets, curbs and sidewalks to the extent of the development's impacts; e. Street improvements be made and street signs or signals be provided when the development is found to create or intensify a traffic hazard; f. Transit stops, bus turnout lanes and shelters be provided when the proposed use is of a type which generates transit ridership; g. Parking spaces be set aside and marked for cars operated by disabled persons and that the spaces be located as close as possible to the entrance designed for disabled persons; and STAFF REPORT S 3-83 PD Page - 3 h. Land be dedicated to implement the bicycle/pedestrian corridor in accordance with the adopted plan. The lots within Phase II will be served primarily by a private loop street. There will be two accesses- onto the loop from public streets, both will be improved to city standards. The loop street will be one way with parking only allowed on the right side. "No parking" signs will be posted on the left side of the street. There is a public transit stop at the corner of S.W. Greenburg and SW 98th, north of the site. 12.1.1 The City shall provide for housing densities in accordance with: a. The applicable plan policies. b. The applicable locational criteria. c. The applicable Community Development Code provisions. The density proposed in the development conforms to those set forth in the newly adopted Comprehensive Plan policies, plan map and interim zoning map. TIGARD MUNICIPAL CODE PROVISIONS: 17.16.100 Tentative approval. a. Within sixity days of the date of submission of the preliminary plat the Planning Commission will review the plan reports of the agencies listed in Section 17.16.090 and may give tentative approval of the preliminary plat as submitted or may modify the plat or, if disapproved, shall express the Planning Commission's disapproval and reasons therefor. b. No tentative plan for a proposed subdivision and no tentative plan for a major partition shall be approved unless: 1. Streets and roads are laid out so as to conform to the plats of subdivision or maps of major partition already approved for adjoining property as to width, general direction and in all other respects, unless the City determines it to be in the public interest to modify the street or road pattern. 2. Streets and roads held for private use are clearly indicated on the tentative plan and all reservations or restrictions relating to such private roads and streets are set forth thereon. 3. The tentative plan complies with the Comprehensive Plan and applicable zoning regulations of the City then in effect. 4. No tentative plat of a subdivision or map of a major partition shall be approved unless there will exist adequate quantity and quality of water and adequate sewage disposal system to support the proposed use of the land described in the proposed plat. STAFF REPORT S 3-83 PD Page 4 STAFF ANALYSIS AND RECOMMENDATION: After reviewing the proposed subdivision plat and conducting a field investigation, staff recommends approval of S 3-83 PD. Staff finds that the proposed development conforms to applicable Comprehensive Plan policies, Tigard Municipal Code provisions and is compatible with the surrounding land uses. Staff further recommends that the following conditions be attached to approval of S 3-83 PD., 1. Plans for public facilities to be installed in public rights-of-way shall be reviewed and approved by the appropriate utility district. All permits required for installation of public facilities in the public right-of-way shall be obtained prior to construction. 2. All public improvements shall be bonded for 100% of the cost thereof or constructed prior to issuance of any Building Permits. 3. The final subdivision plat shall be recorded with Washington County prior to the issuance of any Building Permits. 4. No changes or modifications shall be made to approved plans without written approval from the appropriate city department. 5. No Building Permits shall be issued until 14 days after Planning Commission approval. 6. Access to lots 31 and 32 from SW London Court shall be ten feet wide for each lot. In addition, a hard surface common driveway - shall be installed for access to the two lots. An access and maintenance agreement shall be recorded with the deeds for lots 31 and 32 for the common drive. 7. Setbacks for all lots in phase II shall be as follows: Front yard: 20 feet to garage Side yard: 5 feet Exterior side: 10 feet, however the provision of vision clearance areas must be met. Rear yard: 10 feet 8. The left side of the looped private street shall be posted "NO PARKING". In addition, "ONE WAY" signs shall be posted. If substantial construction has not taken place within one year from the date of approval of the general development plan and report, the Planning Commission shall review the district at a public hearing to determine whether or not its continuation in whole or in part is in the public interest, and if found not to be, shall recommend to the City Council that the planned development district designation on the property be removed. In making this formal request and paying the designated $150 application fee, I am requesting that the Planning Commission at it's May 3rd meeting, grant a one-year extension. The planning commission gave my project unanimous approval last April when it finalized it's action on my proposed community shopping center. • You may recall that I initially proposed the Center in December, 1978 and immediately initiated staff review in concert with my steps of acquisition of additional parcels to improve the overall viability and access to this South anchor of Main Street. We began hearings with the Planning Commission in the Summer of 1979 and spent over two years in our proceedures to even attain final approval from the Tigard Planning Commission. Throughout this process, the Commission,NPO I, City Staff, and Main Street Land Corp. as the applicant, examined and resolved all the relevent issues. As you are aware, on April 26, 1982, the city council affirmed the Commission's recommendation with stipulated conditions. In the past year, solid progress has been made to further the interests of "Main Street". 1 . The Tigard City Council and the Council acting in it's capacity as the T.U.R.A. Board adopted the renewal districts summary report which designated maximum support and encouragement be given to "Main Street" as it's first priority in the context of downtown revitalization. 2. The City's action is joining with "Main Street" to provide non-local public improvements to accomplish the road, safety, and aesthetic improvements at the Johnson and Main intersection with highway 99. This was done via a L.I.D. which is substantially completed and has enhanced the South end of Main Street. 3. The City's preliminary approval in February '83 of L.I.D. 38 is also a major positive step to complete Ash Street with the proper design elements to reduce speed and improve safety on that neighborhood street, to initiate development in the Fanno Creek Park, and to provide improved access to downtown and direct access to highway 99. The above referenced infra-structure public improvements are most important first steps to enhance the ability to develop the "Main Street"ras to its highest and best use per zoning designation downtown retail commercial (CBD) . 4. Lease negotiations with G.I. Joe's, the Center's anchor tenant are substantially complete and it is G.I. Joe's stated intent to begin construction and to open on the "Main Street" site as soon as the site design review process is completed and building permits are issued. Other primary tenants are also fully committed to "Main Street" and will join G.T. Joe's to make "Main Street" a vibrant community shopping center for Tigard and it's neighboring residents. Additionally, once completed, the project will create impetus to further other private reinvestment and new investment into the Tigard downtown area providing an enhanced commercial tax base and many new long-term jobs within the community.
