President Tepedino called the m�eeting to order at 7s32 P.M. The �eeting was held at Fowler Junior High School - Lecture Room, 10865 S.W. Walnut St. , Tigard, Ore,�on. 2. ROLL CALL: Present: President Tepedino, Commissioners Bonn, Moen, Jordaii, Vax�derwood, Christen, Owens and Edin. (Gommissioner Vanderwood was excused to attend CCI meeting. ) Commissioner Levarett arrived 7:42. Staff: Jeremy Coursolle, Associate Planner; Elizabeth Newton, Associat� Plann�er; Diane Jelderks, Clerk Typist. 3. COAfMISSION COMMtINICATION o The Gommission received from DJB Inco a survey of Mrs. Ball's property regarding the City limits and drainageway problems. � Pre�sident Tepedino read the statement of �authority for the procedure to be followed in the meeting. He explained this was a stud}r session and not a public hearing. 4. T'IGALtD COMMtTA1ITX DEVELOPMENT �ODE - Study Sesaion o Associmte Planner Jeremy Coursolle reviewed tha possible outline for tine Ca�nnnunity Developmeat Cosle, referencing the znem�randum dated �'ebr�ary 22, 1933, S�ctYan i - F�QCEDURFS, which include Legislative, Quasi-judicia2, E��t findxng az�d Annexations. 7fi.ree of these sections need major r�visiorn or either they were not addressed in the existing draft. o President Tepedino requested staff to give an updake on the Comprehensive Plan process. o Associ.ate E'lanner Coursolle stated all the elements had been adopted ;, except for the Policies, Finding and Implemenl-ation Skrategies; the Coraprehensive Plan Map designation� and Interim zaning map. The City Council would be holding public he�rings on F�bruary 23, and March 2 to hear these items, however, it was doubtful if they would complete the hearings on those dates. The City Council had taken the floodplain issue and put it into a subcommittee and it was presently being reviewed by the CCI. Th.ere were some changes made from what the Planning Commission had approved. One change was in the transporation element, City Council eliminated the node on Scholls Ferry Road. (Discussion fallowed regarding impact �f roads on residences.) o Bob Fledsoe, NPO �� 3, staked there were also some changes made in ehe Housing documemt, which NPO �� 3 had supported. . � __ _ _ — _ o Associate Planner Couxsolle continued reviewing each section explaining the purpo-se �and what was to be included in each �f the ,sections. (see memo dated February 22, 1983) o Discussion followed regarding speci.fic issues covered in the Tigaxd Community Development Code. 5. OTHER BUSINESS o President Tepedina requested status o� the Hearings Officer. o Associate Planner Newton stated that since October the only apPlication reeeived for the Hearings Officer to review was tor the a zone change for ' the Robert Randall Company. This was hear.d last week and brought the p•roperty into conformance with the existing Comprehensive Plan. o Pr�side•ni. Te�ediria requested status ot tkie Jadco appeal; Associate Planner Newton explained this was to be heard by the City Council on March 2, 1983. o Commissioner Moen questioned why the f�.00dplain issue had not bzen remanded back ta the Planning Commission. Motion carried unanimously by members present. o Commissioner Leverett asked if is appropriate, when several meniUers from the same NPU stand up tQ speak, to ask them how many members attended the NPO meeting and what kind of imput they h�d? President Tepedino felt that th�se type of questions were very appropriate. � o Discussion followed regardino the subcommittee that had been reviewing i the Tigard Communiky Developznent Code. Associate Planner Coursalle felt th� study sess:�.oris were helpiul and wanted to see them continued, It was decided to send a schedule to all Commissioners advising them of available meeting dates for the subcommittee. That way the Commissioner r_ould advise staff who would or would not be able to attend. o The next regularly sch�duled Planning Commission zs March $th, with a study sessions tentatively scheduled for March 15, 1483. __ - -- -- � _ ---- —J o President Tepedino requested staff provide a memo regarding the process of the Gom�prehensive P1an Update.
