December 9, 198
1. President Tepedino called the meeting to order at 7:36 P.M. . The meeting
was held at Fowler Junior High School - Lecture Room, 10865 S.W. Walnut
St. , Tigard, Oregon.
2. ROLL CALL Present: President Tepedino, Commissioners Speaker, Edin,
Leverett, Owens, Moen and Bonn.
Absent: Commissioner Christen.
Staff: Bob Jean, City Administrator; William A. Monahan,
Director of Planning & Development; Jeremy
Coursolle, Associate Planner; Elizabeth Newton,

3. Minutes were unavailable for December 7, 1983, Planning Commissioner
meeting.
4. COMMISSION COMMUNICATION
o President Tepedino read the agenda for public information and
announced that the Public Hearings would be held on Saturday,
December 11, 1982, at 1:30 P.M. on PUBLIC FACILTIES AND SERVICES.
5. PUBLIC HEARINGS
o President Tepedino opened the Public Hearings by reading the usual
statement of authority for the procedure to be followed in the
meeting.
o Director of Planning and Development Monahan made staff's request to
hear item 6 - CPA 8-82 COMPREHENSIVE PLAN REPORT: ECONOMY.
Commisioners agreed.
5.1 CPA 8-82 COMPREHENSIVE PLAN REPORT: ECONOMY.
o Director of Planning & Development Monahan explained the document had
been revised per Planning Commission's comments as well as the
additional information suggested by the public from previous
meeting. Also, included in the element are two maps. Director
Monahan then read the proposed language changes for the additional
Finding, Policy and Implementation Strategies. (See memo dated
December 9, 1982) Staff requested the policy to be changed as
follows:
5.1.6 THE CITY SHALL SUPPORT PRIVATE FINANCING BY PRIVATE DEVELOPERS
IN COORDINATION WITH AVAILABLE BONDING METHODS TO PROVIDE PUBLIC
FACILITIES TO COMMERCIAL AND INDUSTRIAL LAND DESIGNATED ON THE
COMPREHENSIVE PLAN.
o Discussion followed on how to take action and whether there should be
any more public testimony.
PUBLIC TESTIMONY
o No one appeared to speak.
CROSS EXAMINATION AND REBUTTLE
o City Administrator, Bob Jean commented from the staff's perspective,
recommend that the Commission stay away from specific policy mandates
as to LID Policies. Discussion followed between staff and the
Planning Commission.
PUBLIC HEARING CLOSED
COMMISSION DISCUSSION AND ACTION
*' Commissioner Moen moved and Commissioner Speaker seconded to approve
the modified addition for CPA 8-82 and foward to City Council with a
recommendation for adoption of the entire element.
Motion carried unanimously by members present.
5.2 CPA 12-82 COMPREHENSIVE PLAN REPORT: HOUSING
o Associate Planner Coursolle explained that the draft distributed is a
revision of the original draft distributed in April. He stated that
the policies were separated from the text. The text is different but
still incomplete. There are still issues that need to be discussed
and again the CCI. The element will be redrafte d an distributed g ain in
January. The three areas which need to be addressed are established
versus developing areas, a buffering policy and locational criteria.
o Director of Planning and Development Monahan explained that because
a 45 day extension had been granted by the City Council that it would
be better to continue the housing element to give the public an
opportunity to provide input prior to the Planning Commission taking
action.
NPO & CCI COMMENTS
o John Butler, NPO # 1 noted that policy 6.3.2 needed to have roads
defined.
o Bob Bledsoe, NPO # 3 requested staff to consider NPO # 3
recommendation as presented in writting.
o Chris Vanderwood, NPO 5 stated that they are represented but do not
have any comments at this time.
o Commissioner Edin stated he had chaired the last two CCI meetings,
when housing was discussed. His perception was that in most cases
they had unanimous concensus on final wording. The exception was
that NPO # 3 has a minority opinion on a few issues.

PUBLIC TESTIMONY
o Larry Saub, read into the record a petition with 160 names from NPO #
1 area requesting that a low density be retained.
o Betty McCain, corner of S.W. 121st and Gaarde which is across from
the Bechtold annexation. She expressed her concern for the
designation to be placed on that property. Most of the area is low
density and she does not feel that the roads can handle a medium
density on this property.
o Paul Johnson, 9300 S.W. Hill St. , submitted and read a letter into
the record regarding the CBD boundary. He did not support any
increase in density. He also felt the CBD boundary should be
relocated to protect the single family residential area. He also
wanted to insure the protection of the Greenway and Floodplain area
o John Gibbon, representing Portland Metro Home Builders Association
and a member of the Board of Directors of the Washington County
chapter of the Homes Builders Association. Also legal counsel for
the Robert Randall Company, which owns a large amount of property in
expressed his concern for getting the

the element and voiced a few concerns regarding some of the policies.
o Bill Lamb, who lives on Gaarde Street opposed the Bechtold property
being developed as medium density especially because of the road
conditions.
o Bob Bledsoe, NPO # 3, stated they favored staffs supplementation to
item 6.1, implementation strategy number three.

STAFFS COMMENTS TO PUBLIC TESTIMONY
o Bechtold area - Associate Planner Coursolle stated the reason for
upgrading is LCDC goal # 10 which requires the city to provide for 10
units to the net acre and a fifty-fifty housing mix of single
familyl7nd attached family residences. Presently Tigard has a
density of six units to the acre. Because this amount is low, staff
looked for large pieces of land on the outskirts of the city which
would meet the locational criteria for development. This site would
meet those requirements.
o CBD/Greenway - Director of Planning and Development Monahan,
explained that this area was not proposed by staff, but proposed and
adopted by TURA in December of 1981. Mr. Monahan recommended that
Mr. Johnson attend the TURA Advisory Committee meeting on January 12,
1983, at Tigard City Hall. He also noted that the Advisory Committee
has been studying the area that Mr. Johnson is concerned with is
recommending that it be planned for residental use only, however at a
higher density.

o Discussion followed to clarify what the CBD is and what would be
allowed within that zone.
o Gloria Johnson questioned if the CBD is a zone, and what kind of
protection will be given to the residential area in the form of
buffering. Discussion followed regarding buffering and involvement
in the NPO, CCI and TURA Advisory Committee.
o Betty McCain questioned what staff plans are for improving 121st and
Gaarde Road to handle the increased density proposed by staff.
Discussion followed.
o Vittz Ramsdell wanted the Commission to be aware that there is a
right-of-way problem. in fact, the right-of-ways are not in all cases
aligned. He feels that density is an important issue in relationship
to transportation.
PUBLIC HEARING CLOSED
o Commissioner Speaker moved and Commissioner Bonn seconded to continue
the public hearing for CPA 12-83, HOUSING to January 18, 1983.15
Motion carried unanimously by Commissioners present.
OTHER BUSINESS:
o Associate Planner Coursolle stated that the water section of the
Public Facilities and Services document would not be available for
Saturday's meeting.
o Director of Planning and Development reviewed the schedule for the
Planning Commission, City Council and the CCI .
o Discussion regarding the open position for Planning Commission.
o Deane Leverett, volunteered for the Planning Commission position on
TURA Advisory Committee.

The following are suggested language changes to the Economy element
policies:
FINDING
A need exists for public facility development to make
industrial and commercial lands available for economic
development purposes.
POLICY
5.1.6. THE CITY SHALL - E PRIVATE FINANCING BY PRIVATE
DEVELOPERS IN COORDINATION WITH AVAILABLE BONDING

The City will encourage private land owners to consider utilizing
available bonding methods to provide public facilities to open
areas with the potential for industrial or commercial development.
The City should not preclude any financing mechanism for the

SUBJECT:
Preliminary "Tigard Comprehensive Plan" ,
viz ; CPA 15-82 ; 20 19-82 ; ZOA 9-82 ; and
CPA 14-82 .
We . the undersigned petitioners , hereby tuplore the City of Tigard
governing bodies to retain the present zoning of lowi.ensity single
family residential on Tax Lot 400 , Section 2, T. 2 S. , R. 1 W. , WM,
comprising 7 .17 acres and abutting the north line of Omara Street .
Also, that the contiguous 10.71-acre tract, Tax Lot 500 , retain the
present "Park" and "Greenway" designations ; and , that any portion of
the "Park" not so retained be designated LOW density single family
residential. Further, that a portion of the southerly boundary of
the Central Bixsiness District be moved northward so that the southeast
corner at Hall Blvd . would be either at the north line of the church
property or at Fanno Creek, and then traverse Fanno Creek upstream
to its intersection with a projection- of Ash Avenue, thence following
said projection southwesterly to re-connect with the balance of the
CBD southerly boundary extending northwesterly to Pacific Highway at
McKenzie Street .
The foregoing requests are in accord with the NPO #1 Plan adopted by
the City Council on May 20 , 1974 and recognized as complying with the
requirements of a comprehensive plan per Chapters 197 and 227 of the
Oregon Revised Statutes . Aforesaid Plan recognized Fanno Creek as a
natural buffer between the Neighborhood 's residential and business
areas. The Plan also provided that the single family character of the
area designated on the Plan Map as urban LOW density residential be
viewed as a posit ve asset to be retained . This concept is contin-
ued in preliminaryCPA 14-82, Section 6 .3.1, which states that the City
shall direct its land use actions toward the maintenance of the pre-
scribed density for residential areas .
Failure to revise a portion of the CBD southerly boundary as above
recommended will adversely affect preservation of the greenway and
flood plain area by inducing the authorization of land-fill within
the floodplain area and , in the case of residential units, construc-
tion of HIGH DENSITY which the CBD ,Boning commands ; as well as other
CBD uses which also would be totally incompatible with the LOW desity
single family residential area.
We urge that you grant the above pleas in order to maintain the mar-
ket value of the adjacent properties and to enable the petitioners
herein to realize and' benefit from the ammenities attendant to the
already established LOW density zoning of singlelfamily residences
that they have a right to expect.

.r Petitioners herein also plead for revision of that portion of pre..
liminar-y CPA 144,82 treating with certain proposed street extensions,
. e. , eliminate the proposed extension of "SW Omara to SW $111 par- "°
allel to SW Ash" and instead call for the extension of SW Hill on an
easterly traverse connecting with 'SW Omara near the Senior Citizen
Center. We feel that this would ouch better serve the community.

.. Future development proposals should be sesitive to the concerns. of l`
- citizens for their own immediate environment as well as to the well
being of the City as a whole.
We agree with Mayor Bishop's remarks appearing in the September 8,1982,
edition- of the paper "This Week" to the effect that it is important
, that Tigard grow up nicely and that a good family environment be kept;
also, that there has been very high population growth pressure that
has to be kept in check.

Dear Members :
FANNO CREEK CREENWAY AND FLOODPLAIN
In NPO #1 Book, page 44, it says Fanno Creek provides a
natural buffer between the neighborhoods residential and business
district.
Why should the Planning Staff want to take in the Greenway
and Flood Plain for the Central Business District? The CBD calls
for high density. Do they want to fill in the flood plain and
make it high density? Are they proposing to throw out all of the
existing codes which now protect our Greenway and Floodplain areas?
The NPO #1 Book talks about the important reasons why we
should keep the Greenway and Flood Plain on Page 3, 12, 44, 45
and 47.
1. As a buffer between the residential area and the central
district.
The Planning Staff has the CBD line coming across the
Greenway adjacent to a low density singlefami,1yarea which
will destroy the Greenway and Flood Plain buffer.
2. The NPO #1 Book states that filling in the Flood Plain
would create flooding aiddinsurance rates for floods would
g up.
3. The Greenway trees and vegetation helps purify the air
and puts oxygen back into the air.

and insects.
The CBD line should be moved to the business side of the
Greenway to protect the Greenway and to preserve the low density
single family residential area. We should maintain the codes we
now have which protects the Greenway and gives 2 .abuffer to the
single family low density residental areas. Once the Greenway and
Flood Plain is destroyed, a very vital part of our environment
is lost forever.

1. President Tepedino called the meeting to order at 7:36 P.M. . The meeting
was held at Fowler Junior High School - Lecture Room, 10865 S.W. Walnut
St. , Tigard, Oregon.
2. ROLL CALL: Present: President Tepedino, Commissioners Speaker, Edin,
Leverett, Owens, Moen and Bonn.
Absent: Commissioner Christen.

3. Minutes were unavailable for December 7, 1983, Planning Commissioner
meeting.
4., COMMISSION COMMUNICATION
o President Tepedino read the agenda for public information and
announced that the Public Hearings would be held on Saturday,
December 11, 1982, at 1:30 P.M. on PUBLIC FACILTIES AND SERVICES.
5. PUBLIC HEARINGS
• o President Tepedino opened the Public Hearings by reading the usual
statement of authority for the procedure to be followed in the
meeting.
o Director of Planning and Development Monahan made staffs request to
hear item 6 - CPA 8-82 COMPREHENSIVE PLAN REPORT: ECONOMY.
Commisioners agreed.
5.1 CPA 8-82 COMPREHENSIVE PLAN REPORT: ECONOMY.
o Director of Planning & Development Monahan explained the document had
been revised per Planning Commission's comments as well as the
additional information suggested by the public from previous
meeting. Also, included in the element are two maps. Director
Monahan then read the proposed language changes for the additional
Finding, Policy and Implementation Strategies. (See memo dated
December 9, 1982) Staff requested the policy to be changed as
follows:
5.1.6 THE CITY SHALL SUPPORT PRIVATE FINANCING BY PRIVATE DEVELOPERS
IN COORDINATION WITH AVAILABLE BONDING METHODS TO PROVIDE PUBLIC
FACILITIES TO COMMERCIAL AND INDUSTRIAL LAND DESIGNATED ON THE
COMPREHENSIVE PLAN.

o Discussion followed on how to take action and whether there should be
• any more public testimony.

a No one appeared to speak.
CROSS EXAMINATION AND REBUTTLE
o City Administrator, Bob Jean commented from the staffs perspective,
recommend that the Commission stay away from specific policy mandates
as to LID Policies. Discussion followed between staff and the
Planning Commission.
PUBLIC HEARING CLOSED
COMMISSION DISCUSSION AND ACTION
o Commissioner Moen moved and Commissioner Speaker seconded to approve
the modified addition for CPA 8-82 and foward to City Council with a
recommendation for adoption of the entire element.
Motion carried unanimously by members kesent.
5.2 CPA 12-82 COMPREHENSIVE PLAN REPORT: HOUSING
• o Associate Planner Coursolle explained that the draft distributed is a
revision of the original draft distributed in April. He stated that
the policies were separated from the text. The text is different but
still incomplete. There are still issues that need to be discussed
with the CCI. The element will be redrafted and' distributed again in
January. The three areas which need to be addressed are established
versus developing areas, a buffering policy and locational criteria.
o Director of Planning and Development Monahan explained that because
a 45 day extension had been granted by the City Council that it would
be better to continue the housing element to give the public an
opportunity to provide input prior to the Planning Commission taking
action.
NPO & CCI COMMENTS
o John Butler, NPO # 1 noted that policy 6.3.2 needed to have roads
defined.
o Bob Bledsoe, NPO # 3 requested staff to consider NPO # 3
recommendation as presented in writting.
a Chris Vanderwood, NPO 5 stated that they are represented but do not
have any comments at this time.
o Commissioner Edin stated he had chaired the last two CCI meetings,
when housing was discussed. His perception was that in most cases
they had unanimous concensus on final wording. The exception was
that NPO # 3 has a minority opinion on a few issues.

PUBLIC TESTIMONY
o Larry Saub, read into the record a petition with 160 names from NPO #
1 area requesting that a low density be retained.
o Betty McCain, corner of S.W. 121st and Gaarde which is across from
the Bechtold annexation. She expressed her concern for the
designation to be placed on that property. Most of the area is low
density and she does not feel that the roads- can handle a medium
density on this property.
o Paul Johnson, 9300 S.W. Hill St. , submitted and read a letter into
the record regarding the CBD boundary. He did not support any
increase in density. He also felt the CBD boundary should be
relocated to protect the single family residential area. He also
wanted to insure the protection of the Greenway and Floodplain area
o John Gibbon, representing Portland Metro Home Builders Association
• and a member of the Board of Directors of the Washington County
chapter of the Homes Builders Association. Also legal counsel for
the Robert Randall Company, which owns a large amount of property in
the Tigard area. Mr. Gibbon expressed his concern for getting the
process completed as soon as possible. He supported the majority of
• the element and voiced a few concerns regarding some of the policies.
o Bill. Lamb, who lives on Gaarde Street opposed the Bechtold property
being developed as medium density especially because of the road

;;: conditions.
o Bob Bledsoe, NPO # 3, stated they favored staffs supplementation to
item 6.1, implementation strategy number three.

RECONVENE1. 9:05 P.M.
STAFFS COMMENTS TO PUBLIC TESTIMONY
o Bechtold area - Associate Planner Coursolle stated the reason for
upgrading is LCDC goal # 10 which requires the city to provide for 10
units to the net acre and a fifty-fifty housing mix of single
familyl7nd attached family residences. Presently Tigard has a
density of six units to the acre. Because this amount is low, staff
looked for large pieces of land on the outskirts of the city which
would meet the locational criteria for development. This site would
C/y meet those requirements.
CBD/Greenway - Director of Planning and Development Monahan,
explained that this area was not proposed by staff, but proposed and
t.5 adopted by TURA in December of 1981. Mr. Monahan recommended that
Mr. Johnson attend the TURA Advisory Committee meeting on January 12,
1983, at Tigard City Hall. He also noted that the Advisory Committee
has been studying the area that Mr. Johnson is concerned with is
recommending that it be planned for residental use only, however at a
higher density.

o Discussion followed to clarify what the CBD is and what would be
allowed within that zone.
o Gloria Johnson questioned if the CBD is a zone, and what kind of
protection will be given to the residential area in the form of
buffering. Discussion followed regarding buffering and involvement
in the NPO, CCI and TURA Advisory Committee.
o Betty McCain questioned what staff plans are for improving 121st and
Gaarde Road to handle the increased density proposed by staff.
Discussion followed.
a Vittz Ramsdell wanted the Commission to be aware that there is a
right-of-way problem. in fact, the right-of-ways are not in all cases
aligned. He feels that density is an important issue in relationship
to transportation.
PUBLIC HEARING CLOSED
o Commissioner Speaker moved and Coeismissioner Bonn seconded to continue
the public hearing for CPA 12-83, HOUSING to January 18, 1983.15
Motion carried unanimously by Commissioners present.
OTHER BUSINESS:
o Associate Planner Coursolle stated that the water section of the
Public Facilities and Services document would not be available for
Saturday's meeting.
o Director of Planning and Development reviewed the schedule for the
Planning Commission, City Council and the CCI
