meeting was held at Fowler Junior High School, 10865 S.W. Walnut Street,
Tigard, t�regon. �

3. The minutes of the May 4, 1982 regular meeting were considered. Commissioner.
(haens moved, and Commissioner Moen seconded, for approval of t;he minutes

G. GOPM�fiSSION CAMMtJNICATION
e Associate Planner Coursolle in.troduced the new Hearings Officer,
Beth Blaunt. She was present �o meet Y.he Planning Commission.
She stated the Hearings Officer meetings will be every 2nd and 4th
Thursday of the month starting May 27, 1982. The time �or. the
mee+�ings wi11 �be from 7:00 p.m. to 9:00 p.m. Slie is currently the
Hearings Officer far the Cities of Beaverton and Molalla.�

• Vice-Presieient Speaker opened the Public Hearing by rea�ling the usual
statement of authority for the procedure to be followed in the meeting.

(a) PUBLIC HEAItING OPENED
• Associate Planner Coursolle stated there were some additions �ut
no majax changes were made. A matri� was put in a12 commission
packets, along with �he Coiaditional Use Srandards.
• Commission had comments on whether the NPO°s would be in.volved in
�he zone clzanges. It was stated they would be involved in any majar
changes.
(b) YUBLIC T.ESTIMONY
• Couunissioner Owens felt in �hapter �.8.20.020 of the Single Fa�ni.ly �I
Resi.dential Zones that "Spectatar sports and recreation" should bP
chaaaged to read "Spec�ator sports and eritertainment" to coincide I
with Section 18.72.060 {f) of Requirements of Conditional Use Types. 'I
• Dave Schlaht, ow�er of Astro Sports, has a lease ready to sign wi.th
Mr. Belanich who is owner of a section of Gre�nway Town Center.
He questioned what steps would tae nee3ed to allow him to place a game
center in that s'hopping ma11.
• Vice-President Spealcer asked staff if Mr. Schlaht cauld get iaster
action by asking far a modification of a PA. �
• Staff stated he would have to ask. for a zone change from C-4 to G-3.

• Staff stated it would probably by July or possibly the end �f June

• Vice--President Speaker spoke in behalf of the Planning Commission.
He felt there was nothing adverse, and some good in having Astro
Sgorts in Canterbury Square and there has been no bad comments from
anyone regarding their operation there. He also felt it w�u1d be
an appropriata use in the Greenway Town Center.

A1.1 commissioners agreed the matrix helped.
e Gommissioner Moen had a concern ahout allowing a heliport on
1a�ger r�siderltial lats (R-10 and R-30), possibly the area on Bull
Mountain. This would be further looked into. Tiis other concern
was that no area was zoned for manufactured Mobile Homes. He felt
some Mobile Homes were nicer looking than some regular stick-built
homes. Thexe was discussion on allowing Mobile Homes on areas
zoned as Multigle-Family (R-S, R-7, R-10) .
• A.ssociate Pla�iner Coursalle stated a PD would be required before the
Planning Commission to have a Heliport or Mobile Home approved.
• Co�nissioner fierron felt a nice job was done and. felt comfortable
with the stan�iards.
• Commissioner Kolleas liked the whole content. She stated it was
clear and understandable.
• Vice-President Speaker recommended more work be done an zoning
for manufactured Mobile Homes. He als� recommended a matrix be
available at t:he Cit� Ha11 to show the public if they have questions.
• Associate Planner Coursolle stated these Conditional Use Standards
are just a start. It is just the framework and changes raill be
made in the future.

were made regartting the following signs: Temporar.y bannar signs,
L�-Frame, Reader Board, Real Estate, Wall, Roof and Nameplate signs.
Also staff. suggested to increase the permit fees.
There was lengthy discussion on �he different changes. It was
suggested staff write the changes and bring bacic to the Pl�.z�ning
Gommission at a later d��te for further discussion.

(b) Comprehensive P1an - Housing Element
s Associate Planner Coursolle stated staff attempted to update the
established data base of 1977. Also, ttle 1977 data base was not
carried far enough because it �iid not show how to implement the
policies. This will now attempt ta take �it one step further and talk
about, implementation. policies. This is a requirement of Goal ��10
of LCDC.

He stated he was working with the surrounding municipalities and
Washington County concerning ��ie urban areas. He showed the Com-
niissian a ca.ty limit map painting out the regional u-rban growCh
boundary. He stated �h�re wi11 be a lack of both multip�.e-family
and single-family zoning in Tigard when future' growth occurs based
on current Yand u�e designations. '
� Lengthy discussion followed regarda.n� the Housi�ng Plan. It was .
st�ted medium-rise housing and mobi.le home zoning should be looked
into.
All NPO�s, Planning Commission, an3 City Council will have a c�ance
�o go through this Housing Plan in May and June. After these meetings,
staff will. revise the plan and submit it again to LCAC.
7: UTHER BUSINESS
� Information - At the City Council meeting af May 17, 1982, they
discussed the direction in terms of City's a�ti.tude toward annexations
and annexation poli�ies. The City will respond to the annexations in

SIGN CODE R'EGULATIONS
Suggestions for changes:
l. Temporary sign 'permits for special sales. Tnvolves all k:inds of signs
since our present ordinance prohibits nearly all kinds of temporary
signs.
2. Real Estate signs, particularly dealt within our present code, need
revisions for better control and appearance. Needs clarification on
Real Estate directional signs.
3. Types of si�ns, now apparently prohibited by code, that need to be
clarified:
(a) Service Station Signs
Special Sales
Sales banners for season sale products
Spring sales for lawn and garden- products
Summer Sales - Lawn furniture -
C;hristmas time sales of al1 kinds
4. Reader board signs should be reconsidered. Allow read�r l�oard as a
portion of a permanent freestanding sign taot t� exceed 50% of the total
ar�a.
5. Clear efficient method o�' cont.ra:t and enforceme:nt such as wai�ning time,
writ�en warni�g directed at owner of si�n or property? Appearance before
He�r�.ngs �fficer or citin�; the violation before a judge?

16e08.020 Axea: "Area" or "area. of a sign" means the
. entire area within any type of perime�rer which encl.oses th,e
outer limits of any writing, repres�ntation, emblem, figure
. or character.. The area of a sign having no such perimeter
or border shall be computed by enclosing the entire surface
area within a parallelogram or triangle, then c;omputing the
area thereof. The area �f all signs in existence January 11,
1971, whether conforming or nanconforzning, sha11 be counted
in -establishing the germitted sign area of all new signs ta

may be contir�ued for a p�riod of ten years from January 11 , 1971 .
b) Signs located on premises annexed into the city after
January 11D 1971, wh.ich ao not comply with the provisions of this
titl�, shall be brought into compliance with this title within a i
perioci of ten years after the effe.ctive �3ate of the annexation. !
c) Those signs which are non-conform.ing according to the
standards in Ordina�ce t��. 77-�9 and No. 78-16 may be cont�nued

16 �28.010 SIGN, REMOV��, PROVISTONS. All signs. erected in
violation o� this title shall be removed under the following
procedures: _

a) Small tempor.ary "A" frarne signs, flas:hing or
rotating signs, flags, banners, balloc�ns, disFlays shall be
removed immediately upon written notice to owner or displayer,
by the Building Official . �
b) Any sign by reason of its 2oc�ti_on or condition
presents an immediate and serious danger ico the public sha11
be removed or repaired within a peric�d of time the Buildinq
Of;ficial may specify by written notice. '
c) Abandoned Signs. Any person �who owns or leases
a sign shall remove such sign and siyn structure wklen either
the business that it advertises has discontinuec� business in

conducted in or upon the premises upon which such sign is
located. If the person who owns or leases such sign fails to
remove it as pravided in this secti�n, the Building OfficiaZ

Such notice shall be given only when public improvement is to be
made within the setback area. The agreement shall further provide . '
that if the persons responsible for the removal of the supporting
member do not remove it, the city may do so at expense of such
persan and the cost ox expense may be a lien against such land or
premises and may be collected or forEClosed in �he same manner as �
liens are entered in the docket of the city. The agreement shall
also provida that �he owner of the affected ����mises and �he oWner
of the sign shall n�t be entitled to any damages or compensation
on account of maving or removing of the supporting m�mber or stan-
dard or poxtion thereof. The agreement sha11 be in � form pre-
scribed by the city attorney and shall be acknowledged before an
officer au�horized to take acknowledgments and deeds and who is
to authorize the same �o be of record. The city recorder shall �
cause such agreement to be recorded at the office of the county ,
officer having custody of the deed records for the county in which I
the affected premises are located. This section shall not be
construed as denying the owner of such prope.rty the right to •
comgensation for any land taken for widening of any street.

b) Any appeal to the planning cornmission shall be
filed within thirty (30) days attex the final determination of
the Building Official from which the appeal. is taken. The

mination within thirty (30) days after fil.ing of the appeal.
All decisions of the planning commission with respect to matters
under this chapter shall be reported to the city council .

right-af-way, with the site properly landscaped, denoting the
development name and not exceeding thirty-twa square fee�t in
area. Illumination may be approved as long as it does nat
create a public or private nuisance. ,

Di.rectional si�ns shall contain only the cammon name of the
use. The size of directional signs shall be determined by auth-
ority of the city.
5) Real Estate Directional Signs. Real estate signs ad�ver-
tising an apen house and located off the premises, limited to a
sign area of six square feet and a maximum dimension of four feet
may be erectecl and maintained, provided the display of such sign
shall be only during those hours the property is available for
inspection. No other off-premises directional sigi�s sha1l� be al.l.owed,
No permits are required for such signs, but the planning director
may establish r.easonable rules and regulations to prohibit sigri
clutter, erection of unsafe signs, or other prablems in connection
with the erection of real estate directional signs.
6) Political Signs. For political sign regulations, see
subsection (b) of Section 16.40.OT0.
7) (a) k'reestanding signs for conditianal uses in �esi-

2) Incidental Signs. Such signs shall only be permi�.ted
when attached to a permanently affixed sign structure or to the

premises for sale providing that the total area of such sign does

16 .36.040 Comm�rci�l and Industrial Zones . No signs shall
b� permi.tted in any commer�r.ial and industrial zone, except those
si�ns listed in this sec�ion. Freestanding signs shall have
certain limitations and conditions when permitted ori properties
zoned commercial and industrial and fronting on arterial and
collector streets as they are designa�ted in Title 18 of the City
Municipal Code. One multifaced freestanding sign, identifying
the ptincipal goods, products, faciliti�s or services available
on the premis�s, shall be permitted. on any premise� subjec� �U
conditions and limitatians as stated he.rein:
C-5 ZONE Siqns Permitted. One fresstariding property �dent-
ification ground sign shall be permitted for the de�Elopment on
each side abutting a street. On a cornEr, a ground sign m�y not
protrude into the triangle formed by the co.rner and a paint
measured twenty feet from the corner along each street; the maxi- _
mum height of this sign shall be seven feet, and it shall not exceed
sixty square feet in area. This sign shall not be internally illumi-
nated nor shall there be any exposed neon tubes or other bulbs, and
ilZumination shall he of low intensity. One wall si�ns shall be
permitted for each separate use, the area ot which shall not ex�

Commerci�l-Professional Zone (CP) �igns Permitt�d, a) There
shall be nQt more than one square foot of sign area for each one
hundred square feet of floor area within the building or buildings
to be identified. No sign shall exceed fifteen square feet in
size unle�s approved unaer paraqraphs (c) or (f) of this aection.
b) No sign shall project �bave the roof line or extend over
a public sidewalk or right-of-way. All faces of signs shall be
para11e1 to the face of the building upon which the sign is loc�ted
and to which the sign pertains.
c) Signs may be painted or otherwise applied directly to a
wall providing such sigrz is an integral part af building design
and approval is obtained for such sign from the design review board.
d) The sign may be lighted wi�h indirect lgihting� No neon
(exposed tubing) , plas�ic (interior illumination) , blinking,
flashing or animated signs shall be �ermitted.
d) No billboards or "incidental use s�_�ns" shall be permittea.
f) Freestanding signs designating a particular project site
or building may be permitt�d in lieu of building-mounted signs
subject to specific approval by the design review board.
Si�ns in a planned development district for the specific
�purpose of site identificatian, building identification, tenant
identification ana traffic direction may be p�rmitted in such
�lanned development district �s ap�roved in the general p1an
subject to design review bQard approval, providing �hat an
integrated sign theme is carried out compatible with the ov�rall
development and consistent with the approved general plan and
pragram.
Arterial Streets . Freestanding signs sha11 conform to the �
following conditions and limi.tationsc
A'�ea Limit. The maximum s�uare foot�ge of sign allowable
shall be seventy square feet per face or a total of one hundred

�OLLECTOR STREETS.. Freestanding signs shall conform to the
following conditions and limitations :

Other Reauirements . If the design reviewer determines that
the sign's ��isual appeal and overall �esign quality would be
served, an additional �ifty percen� of the allowable sign are�
and twent�-five percent of sign height (ta include the pole
cover) may b� permitted. No copy will be permitted, however, in
�he addi�iona� area or height permitted. For purposes of this �
subsection the ward "copy" incl.udes symbols, logos, and figures,
as well as letters .
Where a premise fronts on more than. one str�et, si�andards
for the street towaxds which the sign is oriented shall be the
� controlling standard. In the event the sign is oriented equally
towards more than one street, the mo�re premissive of the two sets
of standards sY��ll be appliede
Except for time anc� temperature signs and theater marquees
and signs used by auto service stations in order to display the
current price of gasoline, no fr�estanding sign permitted pursuant
to this section shal.l. in�lude a sign of the type known as a reader
board. For th� purpos�s of this section, a "reader board" is
defined �s a sign designed to permit the changing of the message
af the sign regularly or frequently aaF for examplP, � �ign mad�
up of a blackboard, changeable paperfaced ietters, or a rack
� d�signed to hold moveable letters.
Each f�eestanding sign sh�11 be s�arraunded by an area set
aside to protect the sigx� fram vehicles negotiating in th� parking
area of the business to which the sign relates, anc� the area set
aside ��ia7.1 be landscaped. The size and shape of the area set
a�ide �.nd the lan�scaping' sh�ll be represented on .the plot plan
�I �. requir�d by S�ction I6. 12.020 and shall be subject -to the review
�� and control of the planning director ar his agent. On existing
sxtPS where a landseape islan.cl is n.ot feasible, the minimum

Every freestanding sign erected after the date of p�ssage r�f
of the �rc�inances codified in this section shall incorporate a ,
pole covex into its desiqn, and the address number of the premises
being identif.ied must b� exhibited on either the freestanding sign
o� th� building, and �:h.e address number must be constructed so as
ta be r�adable from the automobiles passing upon the street toward � . _
which the sign is nriented.
� No freestanding sign, nor any portion of any freestanding
sign, shal.l be located on or be projected over any Portion of a
street, si.dewalk or oth�r public right-of-way or property. Sign.s
may be iacated within setback areas only as prov9.ded in Sec. 16.20.04U .
When a: premis�s contaa.ns more th:an a single tenani� but is
not defined as a shopping center, the pzavisions of a freestandinq
sign shatl take i.nto consideration th� needs of all separate
tenants. The design shall takE into consideration the need for ,
providing a signing system which is harmoni.aus in appearance and �
legibility. The building owner sha11 provide at his owr� expense li
a comman support for all tenant signage. Up tQ an. additi.ona2.
fifty percent of sign copy area may be permittecl when deemed
necessary by the planning director to adequately id�ntify thc�

be able to withstand the wind, seisrnic and other loads as speci-
fied in the Uniform Building Code. No sign shall be constructed,
erected or maintained in viol:ation of the maintenance provisions
of this title, including temporary "A" frame signs of any size.
b) SIGNS AT INTERSECTIONSo No sign shall be erected at
intersections of any stre�ts in such a manner as ta substantially
obstru�t free and clear vision nar shall any sign be exect�cl at ,
' any lacation where, by reason of the posi.tion, shape or color,
it may in�erfere with, obstruct the view of, or be confused with,

16.40.095 Bench sic�ns, Bench signs shall only be permitted
at designated transit stops in commercial, industrial, and mult�-
family zones where no bus shel�Ler presently exists. There sha13.
be no more than one bench sign per al.lowable transit stop. Place-
ment af the bench sign shall not interfere with gedestrian traffic

16.44.030 Maint�enance - St�andards generally. All signs,
fi.�.oc�ether with all of thei�c supports, br�ces, guys and anchors

such eonsiderations as findzngs in support of its decision in accordance with
Section 18.$4.100(d).
