Commissioner Kolleas ob�ected to hold�.ng special meetings for a�plicants who f�el their projects are of special importance. She also objected to the overruling by the city council of planning com� missi.an actions on the basis of strongly voiced protests by only a faw people. Butler, secretary of NPC7 #l, complainin� the planning director nor any planning commission members attended �he meeting called by �taff for March 31 to con�ider the concerns of the NPO nn this matter, and suggesting no furthcr aci;ion be taken by the commission on the ordinance until auch a mQeting ie held. PUBL�C TESTIMONY, a11 in opposition, was given by: **�* Pat Hutchinson� who complained at ].ength about nonattendance by staff and plann�.ng eommissioners at ths meeting of March 31, to which rfr. Dutler'� letter referred. She felt the ordinance was writt�n for a part�.cular development, which st�e felt impropex. She wanted more specifics written into the ordinance. Concerns whiGh she expressed wexe for sidewal.ks, signal lights to all�w ea#'e pedestrian crossa.ng of Ha11 Boulevard, the traffic on Hall, adequate bus traneportation and a bus �tap for the resa,dez�ta. She quest3.oned the type of businesses to be allowed on the development as pArt of the environment for the elderly resi.dents. She objected �o a convenience s�Core which would draw from outside the complex because of the traffic genera�ed. She said the + setback requirements are too vague; that the percenta�e of 1ot caverage is rlot etated, nor is the str�ndard of 7.andscaping in terms of araa of ,II site s�ated. She questioned the adequacy of parking requirement� and ;', how it would be affec�ed by businesses on the si.te. Mfis. Hutchinson reparted interv�.ews with board mambers o� the church to the south about the bui].ding height. Thsy disapprov�d �he ei�ht- story lieight, as did many of the neighbors. She stai:ed the people ahe had talked to di.�approved of such a high rise buildin� because they felt it would be the staxt o,f other such buildings i.n Tigards and they did not want Tigard to take on that particular aapect of the metropolitan com�nunity. Speaker countered that thQ proposed orda.nance covered �nly one site; that it is a question whether the personal preference af some people for lovrer buildings should offset the effa.ciency inherent in a high s:ise structure for th,is use; that i:he publ.ic has opportunity for considexable input with respect to any other high rises of this type�-first at the planning commission and then the ca.ty counci,l level for an amendment to the ordinance; then a presentation by the developer to the NPO, who bhen, puts their concerns in writin� to the pl�nning commission; then twice before the pZanning commissi.on and again before the city council for approval of the planned deve].opment required, He fel.t the ob�ections represented chiefly a resistance to change, pointing out that we are in fact part of inetropolitan Portland, whether we like it or not, and that we should adjust to the fact. Hg felt the objectors are expressing a hope rather than a reasoned objacti.on. Moen xaised questions about the March 3i meeting to which both Mr� Butler and Mr�. Hutchinsnn had compl.ained about nonattend�xice on the part o� the commission. Mrs. Iiutchinson reiterated her complaint, e�cpl.ained in part by Fiovrard, who offered his apologies for the way things tur�ed out. The president clrased discussion on this matter as �e�.ng irrelevant. Mr. Richard Sturgiss, developer of the proposed home fox the aged, a�lsed if tae might shotiv some s�.i.des e permission for which was denied by th� president. He then responded to the objections and concerns expressed individually. He to7.d of diaous�ions with ODOT, who feel a signal at Burnham and Hall would be advisable, which would elirainate a number of the concerns presented by P�rs. Tiutchinson. He commented that the objection to the hei.ght of the building voiced at the mee�ing she men- tioned was not as un�nimously in opposition as she inferred. COMMISSION DISCUSSION AND ACTION: Howard addressed the parking issue: each on-site busiriess would have to provide sufficient parking to meet the aode requirements. He reported discussions wi.th Tri-MQt, and e�forts to get a gran.t for certain public iraprovements which would make trans�or�ation. easier, not only for this proj�ct, but �or the sena�or center on O�Mara Stree�. He reported the developer would be putting in more than $25,000 in park system development fees, besides dedicati.on of floodpla3.n for park purposes. He reviewed a1.1 the agonciee that hav�e t�een and will be consu].ted, and the extensive proce�se� and hearings yet to come be�'ore a buildin� permit aan be issued. The major issue is density. The surrounding property is open to the east, developed R7 to the west, one single family home on a large parcel to the north, and undeveloped to the south, except for one old house just out of the Fanno Creek floodplain. Staff suggests detached single family units on 5000 square foot lots along the western side of 113th and attached units (duplexes) on the eastern side of 113th. This mix would a11ow a reasonable density increase and would not seriously change the character of the area. FINDINGS OF FACT: l. Land pr.esently is under the Comprehansive Plan designation of R7.
