The Planning Director was very specific in this regard and the applicant was to address these concerns pr.ior, to a reetarn before the Planning Commission. (Feference letter from F. E. Edwards of Harris-McMonagle Associates, Inc. dated August ]4 , i980 attached) . The applicant has calculated that no �ortion of any structure wi11 be constructed in the floodplain. Sixteen ( 167) percent of the total � site wi11 be used for buildin s (4,63 acres) . The ma'orit of the I, g J Y parking area is within the floodplain (2.71 acres) and the majority of the �ub'lic street is proposed within the floodplain ( 1 .79 acres) . The buildings, parking areas, and street as proposed will use ]0,04 acres of the 26.57 total site or thirty-eight (387) percent. Herein 'I lies the crux of the issue. � In �he past, the Planning Commission has clearly stated that the buildable �I ,-;~ portion of property is calculated by talcing the gross acreage and �, subtracting from that area the sensitive lai2ds, public i.mpxovements, etc. The land remaining is then the buil.dable portion - net buildable area. Our tax maps show the following tax lots and acres : Lot 700 - 9.50 acres Zot 1400 - 11 .70 acres Lot 100 - 5.37 acres 26.57 Tota1 The applicant`s figures indicate that of this total area, 15'.3;3.acr�s are out of the floodplain and could be developed. This leaves a ba7.ance oF 9,80 acres in the floodplain/greenway. It is the opi,nian of Staff that the floodplain is to be protected. Granted, as the applicant points out, the Tigard Municipal Code allows parking and roads in the floodplain, but we have always examined a11 encroar_hments with a very critical e.ye. Only in extreme cases have you allowed very minor developments in the f.loodplain. And since it is not possib3e tn develap simul- taneo�sly, there needs to be stub outs which stiould not be confused with c�l�de-sacs. A stardard public street in an Industrial Zane would require 44 f�et af improvement and 60 feet of right-of-way. 7. Applicants are ir; complete agreement with this finding.
