This property is the "Key" to development of this proposed street system. At this time, the pr�pexty owner directly fio the west Robert Randal ( 1 Co an mP ) Y has approached Staff wii:h a development proposal. This applicant clearly un<3e�stands thP nsed for the Npp #4 street system and rea2izes that he must cooperafie wxth sur,rounding property owners and has agreed verbally to do so. Mr. Alexander, in this case, h�s agreed verbally to cooperate also. � One proposal is to bring the Dartmouth extension to 99W through, between the Chalet Pancake Ho.use property and the Burger Boy Restaurant for a fouz way intersection with Pfaffle Street,through the Marine Lumber Company property. At a meeting earlier this year with the people in this area, there was a great deal of discussion concerning this proposai,. Since thdt time, Mr. Gordon Martin has t�6� acivanced his development plans for a large amount of property directly behind Mr. Alexander's property. Z'he property between 99W and PfaffZe - Marine Lumber - has been re-zoned C-5 "Highway Commercial". The Oregvn Departmeat � of Transportation has acquired most of the property need,ed to construc� .�,he' ' Haines Road Interchange. A great deal of de�velopment activity is ex�ect�d �� south and east of Mr. Alexander's property in the very near future. When the ten (10') foot street dedication required along Walnut Street is subtracted, lot depth is 122.0°i . A line of landmark b4alnut trees (21" diameters) sits at sixteen (16) to eighteen (18') feet fzom the centexline along the entire block of the subject site. Street improvement to collector st�andards would require t�r�enty-two (22 ') feet of pavement from the centerline and the elimination of the trees. Sidewalks exist on the east si�e of Grant Street and the south side of Walnut Street a11 the way to Pacific Highway. 4;: Present City policy is to requi.re half-street improvements on minor land partitions at the time of partition. 5, Applicant proposes access and egress to the site via an easement to Grant Street through Tax Lot 900 to the north with no acc�ss to Walnut Street. Such is our plight here. However, help is on the way through HUD/Washington County Block Grant. We anticipate the �eceipt of additional funding in this coming year. The building itself has been designed by professionals in conjunction with a very dedicated committee. Our concerns are with exterior features. Parking: Approximately fifteen (15) additional spaces will be needed. Staff feels that due to the nature of the fac.�lity - Senior Citizen Center - the strict criteria established by the Code should be adjusted. Fifty-nine (59) spaces are adequate when mass transit facilities are readily available. Not a11 of the occupants of the building drive and future space is available. The Planning Commission allowed a compacted gravel parking area to be installed as an "interim" measure. The City Council approved of this condition also. I Landscaping: A community wide effort to participate in this phase of development would provide the necessary plant material. Considering the fact that landscaping is usually done last - it is anticipated that one (1) i year from now the necessary funding would be in hand. Sewer: No problem. The proposed eight (8") inch line would/could serve a few other residences, but those parties would be required to pay for additional line capacity. This is possible, but not advisable. � Sidewalk to Hall Boulevard and Tri-Met: The logical place to install I the sidewalk is along the north side of O'Mara. The church would be asked °I to co-operate in this project. We expect to receive Block Grant Funding for this either this year or next. Half-Street improvements to O'Mara: This is perhaps the major area of concern. O'Mara is a County Road. Property to the south of the street is in the County. The "S" carve is dangerous and increased traffic generat�d by the Senior Citizen '� Center will compound the p roblem. The Public Works Director is presently ' working on a traffic circulation plan. STAFF RECOMMENDATION: Staff recommends appro'val subject to the following condition: 1. THE CTTY OF TIGARD ORDAINS AS FOLLOWS: SECTION 1: Findi.ng that the lands hereinafter described are now classified as R-7 "Single Fami.ly Residential" and M-4 "Industrial Park Zone", an d further findings that pursuant to procedures, the abovestated application for a zoning map amendment was presented at a public hearing held by the ; Ti.gard Planning Commission on May 20, 1980. All interested persons wer� afforded :?�an opportunity to be heard at this public hearing and thereafter the Planning Commission filed its report with the City Recorder, a copy hereto attached and by reference made a part of. The Council adopts the following substantive findings: ' A. That this application is in conformance with the R-7PD "Single Fami.ly Residential Planned Development" designation on the NPO # 1 Plan which is a portion of the adopted Tigard Comp rehensive Plan, and S. That the proposed zoning is compatible with the surrounding neighborhood as determined by the Tigard Planning Commission. SECTION 2: Therefore, puxsuant to the requirements of Chapter 18.88 of the Tigard Municipal Code, this request for an amendment to the Zorte Map of the City of Tigard is hezeby approved subject to provisions of Chapter 18.20 of the Tigard Municipal Code as embodied in adopted E�iibits "A", "B", and "C" attached and made a part of this Ordinance.
