1. Call to Order :
The meeting was called to order at 7 : 50 P.M.
2 . Roll Call :
Present: Brian, Tepedino, Smith, Funk, Seeber, Helmer
Absent: Corliss, Wood, Speaker
Staff : Svart, Mackenzie
Park Board: Edna Annand, Fred Cooper, Phil Hirl
3. Minutes of. the Meeting Of:
Approval of minutes - postponed
4 . Planning Commission Communication:

5 . Agenda Items :
5 .1 Implementation of the Environmental Design and Open
Space Plan by Enacting the Ordinances as listed on the
Agenda.
A. Staff Presentation :
Svart introduced the tree conservation ordinance.
Wood arrived at 8 : 20 P.M.
The members of the Park Board were present and thought that
they (the Park Board) should have the opportunity to deal
directly with the staff to arrive at a clean position with
regard to the ordinances to be presented that evening.
Stated that from working with staff there would then be
results to present to the Planning Commission.
o Smith suggested combining the Planning Commission study
session with the public hearing.
o Tepedino wished to maintain separation between the Park
Board and the Planning Commission.

The commissioners decided that the Park Board should handle
the issue presented in 5. 1 and then present their position
on the ordinances to the Planning Commission.
Svart directed the commissioners attention to item (F) J 5 .1
on the agenda concerning the flood plain. Stated that the

Army Corps of Engineers would have new information concerning
the delineation of the flood plain .
o Tepedino proposed that staff request a status report on the
Corps work and its significance . Stated that Council had
approved funding for CHM2 Hill to do a storm drainage plan for
Tigard. Tepedino requested a study session with Army Corps
representatives on the flood plain before the commission
acted on the flood plain items.
