STAFF REPORT AGENDA 5.4 TTGARD PLANNING COMMISSION Page 3 2. What are the relevant c:riteria to be used in the design review process? Concerning #1 aboye, it is staff 's opinion that a sales and renta,l facility serving the neds of primarily residential customers is appropxiate at this lccation. However, this - is n.ot an appropriate site to serve the construction industry from. Businesses serving the construction industry (such as Power Rents) ' should local; in industrial zones (as they are) . In fact , this aspect of the use is, in staff ' s opinion, nat similar to any of the permitted uses in the C-4 zone which is designed primarily to provide goods and services to the residential community. In addition, the applicant 's submission saie that outside displ.ay i,., a necessity of the operation. If this is tru, then this Iand us is not appropriate at this location . Concerning #2, it is the staf's opinion that the tol7.owing criteria should be used for evaluating any site plan. A. The storage areas shoul. be screned rom view as much as possible with the most sui`table location or outside storage being in the rear of the paxcel and directly behind the CantburST Shopping Center buildings. The applicant 's building coul.d then be lacated betweeiz ihe Highway and the storage a.rea. (This has been done rather successully with a rental outlet in Beaverton on TnV. Highway) . B.
