requesting public testimony and comments from commissioners .
Most �� the policies reaeived no �testimony or comments .
Policy 7 - Frea Cooper, President of the Pa..rk Boa.xd, n�ati-
fied thP commissioners that tk�e U.S . .A..rmy Corps of Engi-
nPers ��ould complete a flood plain �tudy in 1979 a.nd, therE-
fore, suggested a�.di.ng '`adopted" before "flood plain" .
Svart commented �hat there are some minax deficiencies in '
the exi�ting fl�od pl,ain orciinance and, therefore, that the I
worclitYg of the p�Iicy as presented was more ciesirable. !
Po].icy 11 - Fred Cooper stated that the Park Board had in-
tended the wordi.ng of �the second sentence to read "prime and
unique agricul�ural lands or wood lots'' . There was discus-
si�n among commissioners abou� t�e n���i ��i any j?olicy c,i� i,
faxm lands and especially one which appears to encourage '
their demise . Popp was concerned that preservin� �arzn land
in Tiga,rd would contribute to urban sp�'aWl .
o Tepedina moved, and Sakata seconc�ed to delete �the f�,rst
sentence ar�d "However" at the beginning of the second
sente��e and adopt the Park Boara rewording as statPd by
Fred Coo�er . Moore suggested adding a phxase to recog-
nize development trends. The motion was a.pproved in a 4 '

The type of facilii;y pr�posed is a neighborhaod collector, having
two lanes of traffic and a 60 foc�t right-of-way wid�th. As is
evident �r.om the objectives listed ab�ve, the majar purp�se of
proposin� this facility is to provide a direct route into and
out of �the n�eighborhood for traffic genera�ed by new development
in this area. Z'o a lesser extent , this proposed street will share '

some �f the through tra�fic trips which are current]_y usi,ng Bull �
M�tzntain �;aad, Gaard�, 121st, and Walnut . Whi].e no quantified 'i
estimates are availa.ble to in.dicate the degree o� relief which �
will be pr.ovided existing nei�hborhood streets, ''sharing the load" (
o:f projected through traffic certainly has a direct benefit to the i
entire neighborhood street system. �
4 . The joint committ�e's recorr�nienda�tion is to �r�vide for canstruction
of this street in conjunction with develapment of the vacant land
along a.ts route. While some public monies will undoubtedly be
� required tU eventually tie togethsr the segnients which can be
acquired in this f.asha.c�n, t;he majority of �the cost can be born
by private development .
5. Th,e selected route would possi�ily rec�uire the ��moval of one older
home. The joint commi�tee Yras also r�commend�d that because this
s�r�et will k�e constructed in pi�c�s as each vacan� parcel al�ng
its route is developed, it should not foxm a straigh�t route across
this rollin� terxain but rather should be designed with gentle � �
curves �,nd grades which will mate it mox•e clr�sely to the existing
i:opography. .
