DOCKET: CONDITIONAL USE CU-21-?6
REQUST: To locate a Fabric Store in a C-3 zone.
LOCATION: 1274G-12760 S .W. Pacific Highway in the Village Square
APPLICANT: Norris and Stevens, Realtors
BASIC FACTS :
' o The site is zoned C-3 (General Commercial) and designated
Commercial Highway in the Neighborhood Plan (NPO) I Plan.
0 18. 72.010 0 the Tigard Municipal Code states that in granting
approval o:C a conditional use the Planning Cmmission may
require, in addition to t,he regulations and standards expressly
speciiecl in. this ti.tle, other conditions found necessary to
protect the best interest of the surrounding property or
nea.ghborhood or the city as a whole .
o NPO I findings on the Paciic Highway Commercial Ara state
. that businesses located on any strip highway are prima.rily
divided into two general catagories : those oriented to the
pass:ing traffic and those serving daily shopping needs of the
residential community. The Iatter type of business is poorly
located on the strip because it is a generator of shopping
trafic, drawing people to it from the surrounding communiiy
for their every day shopping rieeds. Therefore, the highway
oriented businesses should have priority use of thorough
fare froz.tage because tlzey rely on thE pa.ssing motorist and
affer service for thorough traffic while minimi.zing the
attraction of additional neighborhood traffic„
o Policy 19 (NPO I) states that "In th interest af sa:ety and
efeti2ncy, the izumLer oF nighways access points must be
ket to a minimum. Whenever possible, buinesses on Pacific
Highway should be clustered and share common parking facilities
and d.riveways. "
0 18 .28 .040 of the Tigax•d 141unicipal Code item #1 - the minimum
front qard shall be 10 feet, landsca.ped and maintained.
0 18 .28.060 Tigard Municipal Code item #3 - a minimurn of 15%
of the total lot area shall be landscaped.
0 18.58.060 item #1 - Tree and shrub plantings wathin parliing
areas shall be provided and maintained at approximately 70 '
