Notice is hereby given that a public hearing will be held by the
Planning Commission of the City of Tigard in the Twality Junior
High School Lecture Room, 14650 S. W. 97th Avenue, Tigard, Oregon.
Said meeting will occur on November 18, 1975, at 7:30 p.m. and will
concern the following:
o A request by Hawes and St. Clair for a zoning map amendment

Subject : Special. Meeting - November 25, 1975
Date: November 19, 1975
Due to the lack of a quorum at the regularly scheduled meeting
of Tuesday, November 18, 1975, the public hearings then scheduled
were reset for next Tuesday, November. 25, at 7 : 30 p.m. at Twality
Junior High School.
Since there was no quorum to officially open the meeting, the
members of the Commission there waited an hour to ensure that
anyone intending to attend could be informed of the change in date .
There will be no minutes of that meeting as only informal discussion
of communication items was possible.

To: Planning Commission and Design Review Board

Subject: Sign Code Revision
Date: November 18, 1975 •
The October 28, 1975, joint study session of the Planning Commission
and Design Review Board was conducted rather informally. The meet-
ing was never officially called to order, nor was it chaired by
either a member of the Planning Commission or Design Review Board.
Staff informed members in attendance (Popp, . Sakata, Smelser and Wakem
of the Planning Commission and McMonagl.e and Olson from the Design
Review Board, that representatives from the sign industry had been
notified and encouraged to attend and give input at the study session.
Essentially, discussion and comment concentrated on only several of
staff' s recommended revisions to the existing sign regulations. Con-
siderable attention was given to staff's proposal to eliminate bench
signs as a permitted use in the revised code. What the members resolved
on this issue 'was that •benches serve a public need and should be re--
_ tained, but the location and advertising on the bench would be sub-
ject to regulation. The permissibility of banners and flags, roof
signs and rotating signs in the- proposed revised code was debated,
but failed to produce either an affirmative or a negative concensus
on any of these uses. Also, the amount of information that can be
'seen and grasped by the reader riding in an automobile was discussed. f
I think ' i•t is fair to assume that most of the members felt that signs
that identify a business or product with the least amount of infor-
mation function as the most efficient means of conveying that message. }
It is obvious that further discussion on the above-stated proposed
revisions,and other elements of the sign code which' have not been
covered in the previous sessions on this matter, is needed and there-
fore should be taken up at the next Planning Commission study session
scheduled for November 25, 1975.
